ASSOCIATION GENERAL RULES<br />
1. Title:<br />
The name <strong>of</strong> the <strong>Association</strong> shall be: “ The <strong>Association</strong> <strong>of</strong> <strong>South</strong> <strong>Western</strong> <strong>Motor</strong> <strong>Clubs</strong>”.<br />
2. Objectives:<br />
(a) Consultation and liaison with and between, member clubs.<br />
(b) Assist and advise member clubs on all aspects <strong>of</strong> the organisation and promotion <strong>of</strong><br />
motorsports events.<br />
(c) Represent the interests <strong>of</strong> member clubs with, the MSA, the ACU, adjacent Regional<br />
<strong>Association</strong>s <strong>of</strong> <strong>Clubs</strong>, the Sports Council, other bodies having any connection with motor<br />
sports and any other statutory and non-statutory bodies.<br />
(d) Consultation on the production <strong>of</strong> the calendar <strong>of</strong> events, routes, areas <strong>of</strong> activity and<br />
support and assistance in obtaining and maintaining use <strong>of</strong> venues and facilities.<br />
(e) Promotion <strong>of</strong> Championships for <strong>Clubs</strong> and their members, and any other initiatives to<br />
further the interests <strong>of</strong> <strong>Motor</strong> Sports and <strong>Motor</strong> Sports <strong>Clubs</strong>.<br />
(f) Organisation and promotion <strong>of</strong> Training.<br />
(g) All other matters concerned with motorsports.<br />
3. Membership:<br />
Membership shall be open to any MSA recognised club (or one seeking MSA recognition), or<br />
regional centre <strong>of</strong> recognised club.<br />
The application for membership must be accompanied by the following:a)<br />
A full subscription for the year.<br />
b) The club shall state its motives for seeking membership <strong>of</strong> the <strong>Association</strong>.<br />
c) A description <strong>of</strong> the history and/or formation <strong>of</strong> the club, its aims and the senior <strong>of</strong>ficials.<br />
d) The Application to be forwarded to the General Secretary who will table it at the next Executive<br />
Committee Meeting, or by circulating to the full Executive Committee for their decision.<br />
The General Secretary will then advise the club in writing <strong>of</strong> the decision made.<br />
Regional centres <strong>of</strong> national clubs will be regarded as separate entities for the purposes <strong>of</strong><br />
membership and liable for a full subscription.<br />
4. Officers & Executive Committee:<br />
The Officers <strong>of</strong> the <strong>Association</strong> shall be:- President, Vice Presidents, Chairman, General Secretary,<br />
Treasurer, Championship Co-ordinators, Championship Registration Secretary, Communications<br />
Officer, Forestry Liaison Officer, Training Co-ordinator, Yearbook Editor, Championship Newsletter<br />
Editor, Cornwall Liaison Officer and Trophies Officer..<br />
The positions <strong>of</strong> President and Vice Presidents shall be open to former <strong>of</strong>ficers who have given<br />
outstanding service to the <strong>Association</strong>. They shall be ex-<strong>of</strong>ficio members <strong>of</strong> all ASWMC<br />
Committees. The positions shall be for life, or until the holders indicate they no longer wish to<br />
serve.<br />
The Executive Committee shall consist <strong>of</strong> the Officers, plus three members directly elected at the<br />
AGM. Additional members may be co-opted as necessary.<br />
5. Elections:<br />
All Officers and Executive Committee members, with the exception <strong>of</strong> President and Vice<br />
Presidents, shall be elected annually at the Annual General Meeting and will be eligible for<br />
re-election. They will assume Office on 1st January succeeding the AGM at which they are elected.<br />
Nominations, from member <strong>Clubs</strong> only, should be made in writing to the General Secretary by 31st<br />
August, accompanied by acknowledgement <strong>of</strong> nomination by the nominee.<br />
6. Council:<br />
The Council shall consist <strong>of</strong> the Officers plus 1 voting delegate representing each member club.<br />
Those Officers and delegates actually present at any Council meeting, shall constitute a quorum.<br />
The Council may authorize the formation <strong>of</strong> Sub Committees to conduct certain business on its<br />
behalf. Membership <strong>of</strong> any Sub Committee shall be at the invitation <strong>of</strong> the Executive Committee.<br />

7. Meetings:<br />
Ordinary meetings <strong>of</strong> the Council shall be held three times annually, Spring, Summer and Autumn.<br />
A Special General Meeting shall precede the Spring meeting, for the sole purpose <strong>of</strong> approving<br />
the previous year’s accounts. The Summer meeting shall be the Dates meeting. The Autumn<br />
meeting being the Annual General Meeting for the purposes <strong>of</strong> Election <strong>of</strong> Officers and Committee<br />
and ratifying Rule and Regulations changes.<br />
Additional Council meetings may be convened only if:<br />
a) The Executive Committee declares urgent business so demands.<br />
b) So requested in writing by at least six member clubs.<br />
At least 21 days notice shall be given for all meetings. Each member club may send up to two<br />
delegates to any Council meeting.<br />
The Executive Committee shall meet as and when necessary, but not less than once per annum.<br />
Any Sub Committee shall meet as and when it shall decide.<br />
Voting at meetings shall be on a one vote per club basis. A simple majority deciding any vote.<br />
8. Invitations:<br />
Invitations may be extended by Council for representatives <strong>of</strong> any body interested in, or concerned<br />
in, motor sport to attend any meeting.<br />
9. Rule & Regulation Changes:<br />
<strong>Association</strong> General Rules, Championship Rules or any Championship Regulations, may not be<br />
amended in any way except by Council at the Annual General Meeting, or a Special General<br />
Meeting called specifically for that purpose, in accordance with General Rule 7. Member <strong>Clubs</strong><br />
must be notified <strong>of</strong> proposed amendments in advance <strong>of</strong> the meeting.<br />
Resolutions for changing Rules or Regulations at the AGM may be made by a member club, in<br />
writing to the Secretary by 31st August.<br />
10. Finance:<br />
The financial year shall be from 1st January to 31st December. Subscriptions shall be due on 1st<br />
January annually or at time <strong>of</strong> application for membership. The subscription for each club shall be<br />
as laid down in General Rule 11.<br />
<strong>Clubs</strong> will be invoiced for the subscription due, payment to be made only against this invoice.<br />
A ‘Statement <strong>of</strong> Accounts’ shall be produced at the Spring Special General Meeting and circulated<br />
to all member clubs. A list <strong>of</strong> clubs in arrears <strong>of</strong> subscription will be presented to the Spring<br />
meeting. <strong>Clubs</strong> still in arrears 60 days after the Spring meeting MAY have their membership<br />
terminated.<br />
11. Annual Subscription:<br />
The Annual Subscription for each club shall be £35 if payment is made by BACS or Standing<br />
Order, or £40 if made by cash or cheque. Where <strong>Clubs</strong> have not paid the Annual Subscription by<br />
the date <strong>of</strong> the Annual General Meeting the <strong>Association</strong> reserve the right to remove such <strong>Clubs</strong><br />
from the <strong>Association</strong> and impose a re-joining fee <strong>of</strong> £50 in addition to the Annual Subscription fee.<br />
12. Club Responsibilities:<br />
Member clubs must notify the General Secretary annually <strong>of</strong> the name, address and telephone<br />
number <strong>of</strong> their principle Officers on the form provided. Subsequent changes to Officers must be<br />
notified as soon as possible after any change.<br />
<strong>Clubs</strong> may also be required to supply other information in order that the <strong>Association</strong> may<br />
successfully carry out the objectives contained in Rule 2.<br />
13. <strong>Association</strong> Correspondence:<br />
<strong>Association</strong> correspondence shall normally be sent to the Club Secretary, unless the ASWMC<br />
General Secretary is notified, in writing, <strong>of</strong> an alternative recipient.<br />

14. Fixture List:<br />
A Fixture List <strong>of</strong> Events for the following year will be prepared at the Dates meeting. A Provisional<br />
Championships Calendar for the following year will be compiled after the dates meeting.<br />
<strong>Clubs</strong> must send details <strong>of</strong> proposed fixtures, in the required format, to the Year Book Editor by the<br />
date specified in the Year Book and on the Date Application Form, circulated to all clubs.<br />
A provisional Fixture List will be made available at the Dates meeting. The completed Fixture List<br />
will be circulated with the minutes <strong>of</strong> the Dates meeting.<br />
Amendments to the published Fixture List should be made to the relevant Championship<br />
Secretary/Co-Ordinator. No date application should be made to the MSA unless included in the<br />
<strong>Association</strong> calendar or application made for inclusion.<br />
15. Invitations to Events:<br />
Any event that is scheduled as a qualifying round <strong>of</strong> an ASWMC Championship, is automatically<br />
allowed to invite all ASWMC member clubs to participate in that event, without specific acceptance<br />
from the General Secretary.<br />
ALL OTHER events <strong>of</strong> National B or higher grade, intending to invite all ASWMC member clubs<br />
to participate, MUST continue to obtain acceptance in the usual way, before issuing SR’s. (See<br />
MSA Competitors Yearbook D4.3.4)<br />
16. Publications:<br />
The <strong>Association</strong> shall produce an ‘Annual Year Book & Fixture List’, which shall be circulated to all<br />
member clubs and any other persons or organisations deemed suitable. A club’s annual<br />
subscription shall entitle it to an allocation <strong>of</strong> 5 copies <strong>of</strong> the Year Book.<br />
The <strong>Association</strong> shall also produce and circulate periodic issues <strong>of</strong> ‘<strong>South</strong> West News’ to all<br />
member clubs. It shall also circulate periodic issues <strong>of</strong> ‘ASWMC Championship News’, to all<br />
registered championship contenders.<br />

ASSOCIATION CHAMPIONSHIP RULES<br />
(Applicable to all ASWMC championships)<br />
1. General:<br />
The ASWMC Championships will be promoted and administered in accordance with the General<br />
Regulations <strong>of</strong> the Royal Automobile Club <strong>Motor</strong> Sports <strong>Association</strong> (incorporating the provisions<br />
<strong>of</strong> the International Sporting Code <strong>of</strong> the FIA), the Championship Rules listed hereunder and the<br />
Regulations specific to each individual championship.<br />
2. Competitions Licences:<br />
The minimum grade <strong>of</strong> competitions licence required is “Clubman” for Autotest, Classic Reliability<br />
Trial, Car Trial and Sporting Trial Championships and “National B” for all other championships.<br />
3. Judicial:<br />
Disputes, protests and appeals will be resolved and all other judicial procedures conducted, in<br />
accordance with the relevant paragraphs <strong>of</strong> Section ‘C’ <strong>of</strong> the MSA Competitors Year Book, except<br />
for the following.<br />
i) In the event <strong>of</strong> a championship contender being excluded from the results <strong>of</strong> an event in<br />
accordance with C 3.1 or 3.1.1, then the penalties described in C 3.5.3, will be applied.<br />
ii) A protest against points awarded or not awarded <strong>of</strong> any Championship must be lodged with<br />
the Co-ordinator <strong>of</strong> that Championship within 7 days <strong>of</strong> the Championship provisional<br />
results being published.<br />
4. Safety:<br />
Safety requirements in all championships will be in accordance with Section ‘K’ <strong>of</strong> the MSA<br />
Competitors Year Book and appropriate other Sections according to type <strong>of</strong> event.<br />
5. Championship Stewards:<br />
The panel <strong>of</strong> Championship Stewards for all ASWMC Championships shall be as listed in the<br />
current edition <strong>of</strong> the ASWMC Year Book. Any three Stewards from the panel shall constitute a<br />
quorum.<br />
6. Championship Co-Ordinators:<br />
Championship Secretaries/Co-ordinators for all ASWMC Championships shall be as listed in the<br />
ASWMC Year Book.<br />
7. Championship Season<br />
The period from the first weekend in January to the first weekend in December inclusive, shall<br />
normally constitute the ASWMC Championship season.<br />
8. Championship Events:<br />
a) Member clubs may nominate any <strong>of</strong> their events to be included in the championship calendar.<br />
For Autocross, Hill Climb, Rally and Sprint events these must be National B or higher status.<br />
For Autotest and Trials, Clubmans status events are permitted. Nominations should be made<br />
when application is made for a date to be inscribed in the <strong>Association</strong> Fixture List.<br />
If any championship is incomplete after the AGM, the appropriate Championship Co-Ordinator<br />
may invite further events to complete that championship, he or she may also nominate events<br />
to replace events cancelled.<br />
b) The qualifying events in each Championship should normally be 2 weeks before or after other<br />
qualifying events in that Championship, unless there are two rounds at the same venue over<br />
the same weekend. Not more than one event in any championship may take place on the<br />
same day.<br />

9. Championship Invitations:<br />
A Club promoting a championship round must invite all contenders registered for that<br />
championship, irrespective <strong>of</strong> any other invitations issued. Supplementary Regulations for all<br />
championship events must clearly state that the event is an ASWMC Championship round.<br />
All references to ASWMC championships must quote the full and correct title <strong>of</strong> the championship,<br />
including the sponsors name, if any. e.g. “The (sponsors name) ASWMC (type <strong>of</strong> event)<br />
Championship”.<br />
10. Supplementary Regulations:<br />
a) Secretaries <strong>of</strong> championship rounds MUST send a set <strong>of</strong> draft Supplementary Regulations<br />
(SR’s) to the appropriate ASWMC Championship Secretary, before the SR’s are distributed<br />
to competitors. If the SR’s comply with all ASWMC championship rules and regulations, the<br />
Championship Co-ordinator will issue a letter <strong>of</strong> acceptance as a championship event.<br />
The Championship Co-ordinator will also issue a list <strong>of</strong> registered contenders or a set <strong>of</strong><br />
addressed labels, where required, <strong>of</strong> all the contenders currently registered in the<br />
championship to which the event belongs.<br />
If no set <strong>of</strong> draft SR’s is received, no list or labels will be issued.<br />
b) <strong>Clubs</strong> promoting championship rounds MUST send supplementary regulations to all<br />
contenders for whom an address has been obtained above, and make available a minimum <strong>of</strong><br />
20 places for registered contenders.<br />
11. Championship Event Results:<br />
A copy <strong>of</strong> results <strong>of</strong> every championship event (provisional if necessary), MUST be sent to the<br />
appropriate Championship Co-ordinator within 7 days <strong>of</strong> the event taking place. The results MUST<br />
be accompanied by a detailed Entry List showing classes and engine capacities <strong>of</strong> competing cars,<br />
where appropriate.<br />
In the event <strong>of</strong> cancellation or postponement, the appropriate Championship Co-ordinator must be<br />
notified immediately.<br />
12. Championship Classes:<br />
Where appropriate, classes and other criteria to be complied with, will be specified in regulations<br />
for individual championships.<br />
For events forming part <strong>of</strong> other championships having a different structure, classes and other<br />
criteria will be as defined in event SR’s.<br />
13. Championship Sponsors:<br />
Sponsors <strong>of</strong> championships may require Championship Events and Registered Championship<br />
Contenders to display sponsors decals on competing cars and to comply with certain other criteria.<br />
Organisers will be given full details <strong>of</strong> the requirements at least 4 weeks prior to the event and will<br />
be responsible for ensuring compliance. (MSA Competitors Yearbook. H 29.1.1 to 29.1.3)<br />
14. Compliance with Championship Rules:<br />
<strong>Clubs</strong> failing to comply with Championship Rules 9, 10, 11, 12 or 13 for a particular event MAY<br />
render that event ineligible for championship status in the following year.<br />
15. Observers:<br />
All <strong>Association</strong> championship rallies SHALL have an Observer nominated by the <strong>Association</strong>.<br />
The <strong>Association</strong> reserves the right to appoint an Observer to any other championship event.<br />
16. Championship Eligibility:<br />
Championships are open to the members <strong>of</strong> all <strong>Association</strong> member clubs, provided that the club is<br />
not in arrears <strong>of</strong> subscription to the <strong>Association</strong>.<br />
Promoting clubs MUST inspect competitors club membership cards to ensure validity before<br />
allowing them to compete.<br />

17. Championship Registration:<br />
Competitors registering for championships must forward the following details to the Registration<br />
Secretary on the Registration Form.<br />
a) Surname and forenames.<br />
b) Full address.<br />
c) One ASWMC member club <strong>of</strong> which they are, or will be, a member in the championship year<br />
and to which their points in the Club Championship will be allocated.<br />
d) Registration Fees as appropriate - Rule 21.<br />
On receipt <strong>of</strong> registration details and fees, the Registration Secretary will issue the contender with<br />
a Registration Card, a copy <strong>of</strong> the <strong>Association</strong> Year Book and periodic Championship Newsletters.<br />
Registration Cards will show a contenders name, club and championship registration number. This<br />
card MUST be produced when signing on for all championship events.<br />
Registrations will be accepted at event signing-on in all Championships, only where the<br />
appropriate Championship Co-Ordinator or member <strong>of</strong> the ASWMC Executive is present. Points<br />
will be awarded for events from the date <strong>of</strong> registration.<br />
NOTE: Competitors are advised to register early by post, in case there is no one at an event to<br />
take registrations.<br />
Registration must be made AT LEAST 8 weeks before any event, for a contender to be<br />
entitled to receive supplementary regulations from the organisers <strong>of</strong> that event.<br />
18. Championship Results:<br />
Championships will be awarded to the drivers, and navigator/co-drivers where appropriate, who<br />
have scored the highest number <strong>of</strong> points in the qualifying events, according to the following table,<br />
unless the regulations for a particular championship state otherwise.<br />
12 or over Events Run - Best 8 results to count<br />
10 or 11 Events Run - Best 7 results to count<br />
8 or 9 Events Run - Best 6 results to count<br />
6 or 7 Events Run - Best 5 results to count<br />
Less than 6 Events Run - All results to count<br />
In the event <strong>of</strong> a tie between two or more competitors, Championship placings will be awarded to<br />
the competitor scoring:<br />
i) The highest number <strong>of</strong> maximum scores, continuing down the table <strong>of</strong> scores until the tie Is<br />
resolved.<br />
ii) The highest number <strong>of</strong> event class wins followed by event positions (2nd, 3rd etc)<br />
iii) Their Championship score in the fewest number <strong>of</strong> events.<br />
iv) Where appropriate, the competitor who has achieved their score by beating the highest<br />
number <strong>of</strong> competitors will be the winner.<br />
v) If a tie still exists the position shall be held jointly.<br />
19. Championship Awards:<br />
a) The number <strong>of</strong> awards made in any championship shall be proportional to the number <strong>of</strong><br />
contenders scoring points in that championship, to a maximum <strong>of</strong> 10 places, according to the<br />
following table:<br />

20. Championship Trophies:<br />
The <strong>Association</strong> shall be responsible for the custody <strong>of</strong> all perpetual trophies. Trophies must be<br />
returned to the Trophies Officer not later than 1st December, or at any other such time as required<br />
for engraving. Replicas, or any other awards shall become the property <strong>of</strong> the winners.<br />
All trophies loaned to the <strong>Association</strong> shall remain the property <strong>of</strong> the donor. Trophies to be loaned<br />
in perpetuity, but if no longer awarded or the ASWMC be disbanded, shall be returned to the<br />
donors. The <strong>Association</strong> shall be responsible for keeping a schedule, which shall be published in<br />
the year book.<br />
21. Championship Fees:<br />
Schedule <strong>of</strong> fees payable by competitors for registration as a Championship Contender.<br />

22. Inter <strong>Association</strong> Teams<br />
The relevant Championship Co-ordinator will be responsible for the selection <strong>of</strong> Inter <strong>Association</strong><br />
Teams. Wherever possible the team members will consist <strong>of</strong> the top Championship contenders.<br />
Other contenders can only be appointed if the top contenders are not available.<br />

The ASWMC Council Meetings are held three times annually, the attendance <strong>of</strong> our member<br />
clubs has been very poor over the past few years, we can only presume that we are doing a<br />
satisfactory job, so you don’t need to attend the meetings.<br />
But we do value your feedback and coming along to see what we do and the opportunity to<br />
chat to other clubs, to discover what they are doing and forge possible partnerships to help<br />
run events, can only be <strong>of</strong> benefit to your club. It is a lot easier to ask another club for help if<br />
you have personally met the person on the other end <strong>of</strong> the phone.<br />
So if you don’t want to come and see us would you like us to come and visit you?<br />

REGULATIONS<br />
1. The Open Navigational Rally Championship shall be open to any Driver or Navigator, except those<br />
as defined as being eligible for the Novice Navigational Rally Championship, competing for<br />
separate awards. It shall consist <strong>of</strong> events run under either Road Rally or Navigational Rally<br />
permits having a minimum <strong>of</strong> 90 miles. All contenders' vehicles should comply with MSA Technical<br />
Regulations for NAVIGATIONAL RALLIES, as defined in section R <strong>of</strong> the MSA Competitors Year<br />
Book.<br />
2. Points will be awarded to registered championship contenders only, according to the following<br />
table.<br />

Points will be awarded to both Driver and Navigator.<br />
3. Where two or more competitors tie for a position in the results, the competitor who has completed<br />
the greater proportion <strong>of</strong> the event from the start, without penalty, or if all incurred penalties at the<br />
same point, the competitor with the lesser penalty, shall be the winner. If a tie still exists all<br />
competitors involved in the tie shall be awarded the points for the highest place involved in the tie.<br />
4. It is not necessary for a Driver and Navigator to remain as a team throughout the duration <strong>of</strong> the<br />
championship.<br />
5. A perpetual award will be made to the club organising the highest marked event in the<br />
championship each year.<br />
6. A Driver will always take the classification <strong>of</strong> his, or her, current Navigator.<br />

Recommendations:<br />
All championship rallies are recommended to conform to the following standard penalties and<br />
definitions, which should be printed, or otherwise referred to, in event Supplementary Regulations.<br />
a) Penalties:<br />
The TIME system <strong>of</strong> marking should be used.<br />
i) Failure to visit a Time Control – 30 minutes<br />
ii) Failure to visit a Route Check, Passage Control or Secret Check - 5 minutes<br />
iii) Wrong direction <strong>of</strong> approach to, or departure from, a control or check - 5 minutes<br />
iv) Failure to comply with route instructions by visiting a control or check more than<br />
once – 15 minutes<br />
b) If a Passage Control is unmanned and a CODE BOARD substituted, evidence <strong>of</strong> visiting<br />
that control should be verified at the next MANNED control.<br />
c) CODE BOARDS should be accordance with MSA: R.11.3 – 11.3.3 and sited so as to be<br />
CLEARLY visible and readable from within a competing car without the need to stop.<br />
d) A brief explanation <strong>of</strong> all route definition methods to be used should be notified to<br />
competitors in Supplementary Regulations / Final Instructions.<br />
e) Organisers should state exact edition <strong>of</strong> any map to be used on an event.<br />
f) The map reference <strong>of</strong> the next route hand out control and/or MTC, should be given as the<br />
last instruction on any route card or set <strong>of</strong> route instructions.<br />
g) MTC’s at ½ way and/or other rest halts, should not be sited at the “IN” or immediately<br />
preceding “TIME” control, in order that competitors may make up time lost on the previous<br />
section, without risk <strong>of</strong> exclusion.<br />
h) Whenever possible secret checks should be established immediately following observed<br />
Give Way junctions.<br />
i) DSO's should be appointed at events to witness behaviour at Slow signs and the use <strong>of</strong><br />
dipped headlights.<br />
j) A Quiet Zone (QZ) should not be permitted in a Competitive Section, unless it is less than<br />
100metres, and it must be clearly marked. It is probably better to state that there should not<br />
be a Competitive Section on an event, if there is a QZ <strong>of</strong> more than 100metres in that<br />
portion <strong>of</strong> the event. If the QZ is 100metres or less, then this must be clearly marked on the<br />
road.<br />
All rallies in the championship should appoint a MSA licensed scrutineer.<br />
An ASWMC nominated Series Scrutineer may be appointed to act as a “Judge <strong>of</strong> Fact” to<br />
ensure compliance with any <strong>of</strong> the regulations.<br />
7. A maximum <strong>of</strong> 2 Senior Officials on events may claim 12 championship points each for organising<br />
an event in the Championship calendar. This claim can only be made once in a Championship<br />
year. These Officials must be named in the event regulations.<br />

REGULATIONS<br />
The following regulations will apply to both the Hill Climb and Sprint Championships.<br />
1. Classes are as follows:<br />

Note 1: All cars must comply with S.10.1-10.9.<br />
Note 2: All cars with engines running on diesel fuel will be subject to a 30% capacity reduction.<br />
E.g. 2000cc diesel engines equate to 1400cc and will be eligible for class A1 or B1 according to<br />
their classification.<br />
Note 3: Series Production Cars are defined as cars complying with S.11.1.1, 11.3-5.1, 11.6-8.<br />
Specialist Production Cars are defined as cars complying with S.11.1.2, 11.3-4, 11.5.2-8.<br />
Modified Series Production Cars are defined as cars complying with S.12.1, 12.3-6.1, 12.6.3-12.9.2.<br />
Modified Specialist Production Cars are defined as cars complying withS.12.2, 12.3-12.5, 12.6.2,<br />
12.6.3-12.9.2.<br />
Sports Libre Cars must comply with S.14 and Racing cars with S.15.<br />
Rally Cars must comply with R.46-49 AND S.14. Included in the latter Category would be Group B<br />
cars, any cars without the original engine block <strong>of</strong> the model entered, and car with a transmission<br />
layout not as originally specified for that model, or a Specialist Rally Car without an engine complying<br />
with S.12.6.2. They need not be taxed.<br />
Note 4: The onus <strong>of</strong> responsibility for the eligibility <strong>of</strong> vehicles competing in the championship rests<br />
with the Entrant/Competitor. In the event <strong>of</strong> a dispute concerning the compliance <strong>of</strong> a vehicle to the<br />
regulations, the onus will be on the competitor to satisfy the organisers, NOT the organisers to prove<br />
compliance.<br />
NOTE 5: Event Organisers are urged to use the above class structure.<br />
2. Championship points will be awarded as follows:<br />
First in class (if an ASWMC Registered contender) – 20 points plus 0.01 points for every 0.01<br />
second their time betters that <strong>of</strong> the second placed finisher up to a maximum <strong>of</strong> 21 points.<br />
(If there is only one finisher in the class, who is an ASWMC Registered Contender, then 20 points<br />
(max) will be awarded)<br />
Second in class, if an ASWMC Registered Contender – 20 points<br />
Remaining contenders in class: 20 points minus 0.01 points for each 0.01sec that their time is<br />
greater than that <strong>of</strong> the second placed finisher.<br />
The minimum score shall be 1 point.<br />
In addition to the above scoring system a bonus for breaking the record for the class at a venue<br />
will be awarded by 0.01 for each 0.01 second up to a maximum <strong>of</strong> 1 point.<br />
Class records will be records set by ASWMC contenders only.<br />
Class points will be based on all entries in the class.<br />
Existing class records will be posted before the start <strong>of</strong> the season, if no record for a class exists<br />
then the record from an equivalent class will apply plus 0.01 second. Similarly any class record<br />
that is disproportionately slow will be adjusted accordingly.<br />
3. When registering, contenders MUST nominate, on the Championship Registration Form, the class<br />
in which they intend to contest the championship and in which their championship points are to be<br />
awarded. Contenders wishing to change class MUST notify the Championship Co-ordinator in<br />
writing, by email or by post. Letters must be postmarked not later than the day prior to the event<br />
in which the change is to be operative. Emails must be sent not later than the day prior to the event<br />
in which the change is to be operative. The onus is on the Championship Contender to prove that<br />
an email was sent, and received, within the allowed timescale.<br />
Failure to comply with the above may result in loss <strong>of</strong> championship points.<br />
4. <strong>Clubs</strong> may vary, amalgamate or subdivide classes at events as they feel necessary, but must<br />
provide the Championship Co-ordinator with Entry Lists and Results showing the cars competitors<br />
actually drove so as to allocate points correctly, especially in respect <strong>of</strong> Regulation 2 above. Where<br />
there are less than 3 competing in a class, this may be amalgamated and the points based on the<br />
amalgamated class.<br />
5. Not more than 2 rounds shall normally be held at any venue using the same course. Venues with<br />
more than one course shall be limited to not more than two rounds on any course. This regulation<br />
may be waived to maintain the viability <strong>of</strong> the championship.<br />

REGULATIONS<br />
1. The <strong>South</strong>ern Counties Autocross Championship shall be open to members <strong>of</strong> member clubs <strong>of</strong><br />
the following Regional <strong>Association</strong>s, ASWMC, ACSMC, ASEMC, AWMMC and AEMC.<br />
2. All events shall be run as specified in SR’s for the event. Except in the case <strong>of</strong> force-majeur, at<br />
least 2 timed runs should be allowed.<br />
3. Classes.<br />
A1) Economy Production Saloons up to 1600cc.<br />
A2) Economy Production Saloons over 1600cc.<br />
B) Cars up to 1400cc.<br />
C) Cars over 1400cc up to 1650cc.<br />
D) Cars over 1650cc.<br />
E1) Specials incl non Production Four Wheel Drive Cars.<br />
E2) Production based Four Wheel Drive vehicles, any capacity.<br />
F) Juniors - (Aged 14 to 17)<br />
NOTES:<br />
1. Diesel engined cars are eligible to compete in all classes, but WILL NOT be subject to a<br />
40% capacity loading if fitted with forced induction.<br />
2. Petrol engined cars fitted with forced induction WILL have a 40% capacity loading applied.<br />
3. All motorcycle engined vehicles are eligible, but will be classified as Specials and must<br />
comply with MSA Regulations.<br />
4. All vehicles MUST comply with Technical Regulations J.5.1. to J.20.13, N4.1 to N4.8.3 & N 4.9.2<br />
Classes A1 & A2 cars MUST comply with the current version <strong>of</strong> N4.9.3. Class F must comply with<br />
current N4.21.<br />
5. Scoring:<br />
Registered contenders will be awarded points in each <strong>of</strong> the classes defined in 3 above, at each<br />
event as follows:<br />
Fastest Registered Contender in class = 25 points. If there is only ONE competitor in a class as<br />
defined in 3 above then 23 points will be awarded.<br />

The remaining contenders will have 0.1 point deducted from the figure <strong>of</strong> 25, for each 0.1 <strong>of</strong> a<br />
second their time exceeds that <strong>of</strong> the fastest registered contender in class.<br />
In addition points will also be awarded for positions in each <strong>of</strong> the classes defined in 3 above,<br />
according to the following table<br />

In addition, every competitor will be awarded three points for starting an event, and one further<br />
point for every successful timed run completed, to a maximum <strong>of</strong> two timed runs (excluding<br />

started the event.<br />
Championship Results, ASWMC Championship Rule 18 will apply.<br />
6. Ties will be resolved in accordance with ASWMC Championship Rule 18.<br />
7. Competitors MUST nominate the class in which they intend to claim championship points on the<br />
Championship Registration Form.<br />
Points may only be scored in a different class, by notifying the Championship Co-Ordinator by<br />
phone, e-mail, or letter postmarked not later than the day prior to the event in which the change is<br />
to become operative.<br />
8. Junior drivers attending full time education are reminded <strong>of</strong> MSA Regulation H7.<br />

registered.<br />
2. The best overall performances from disciplines from AT LEAST TWO different championship<br />
groups shall determine the winner.<br />

4. Scoring: Points will be calculated using the following formula;<br />
1 – ((Overall Championship Position – 1)/ Number <strong>of</strong> Scorers) x 100<br />
for each ASWMC Championship discipline a competitor is registered. The best two scores from<br />
different groups with then be added together to obtain the overall score.<br />
Note: If a competitor is registered for more than one discipline within a group, the discipline with<br />
the best score will be used for the calculation <strong>of</strong> results.<br />
In addition a competitor will score 1 point for each event competed on from their counting<br />
disciplines, up to a maximum <strong>of</strong> 16 events, and no more than 8 events to count from each counting<br />
discipline.<br />
5. Ties: In the event <strong>of</strong> a tie, the number <strong>of</strong> competitors beaten in each <strong>of</strong> the scoring championships<br />
will be added together and the competitor who has beaten the higher number will be declared the<br />
winner.<br />

REGULATIONS<br />
1. The Championship shall be open to any competitor, under the age <strong>of</strong> 21 at January 1st <strong>of</strong> a<br />
Championship year, who is already a registered contender for an ASWMC Championship.<br />
2. Championship contenders must indicate their Date <strong>of</strong> Birth on the registration form.<br />
3. No registration fee is payable for the Under 21’s Championship.<br />
4. If a competitor is registered for more than one ASWMC Championship, their best Championship<br />
result will count<br />
5. Points will be scored to eligible contenders as follows:<br />
1st overall in a championship = 100%<br />
Other overall positions according to the following formula:<br />
1 – ((Overall Championship Position – 1)/ Number <strong>of</strong> Scorers) x 100<br />
For a contender registered in more than one championship, his/her best overall position will be<br />
used for the calculation.<br />
In addition, contenders will be allocated 1 extra point for each round entered in the appropriate<br />
Championship, up to a maximum <strong>of</strong> 8 rounds.<br />
Ties will be decided by reference to the number <strong>of</strong> contenders beaten in a championship.<br />
6. Awards to be presented as per Championship Rule 19. Awards to be in addition to any received in<br />
the contenders respective Championship(s).<br />
7. A Competitor shall not take time <strong>of</strong>f school to participate in motorsport without the prior written<br />
approval <strong>of</strong> their school.<br />

REGULATIONS<br />
1. A competition run within all the championships promoted by ASWMC, where championship<br />
contenders may score points for their registered club.<br />
2. The award is made to the club whose members score the highest total <strong>of</strong> points according to the<br />
following method:<br />
Only the top 10 positions in each championship shall be eligible to score points. The winner will<br />
score 10 points, 2nd place 9, down to 10th 1 point.<br />
If there are less than 10 contenders scoring the winner will score the same number <strong>of</strong> points as<br />
the number <strong>of</strong> contenders scoring, then each succeeding contender shall score 1 point less. (e.g.<br />
10 or more contenders scoring, winner scores 10 points, down to 10th place 1 point. 5 contenders<br />
only scoring, winner scores 5 points, down to 5th place 1 point)<br />
In ALL Rally Championships each contender’s points shall be multiplied by a factor <strong>of</strong> 0.66.<br />

ASWMC MARSHALS<br />
The Marshal’s register originally run by all the regional associations has now been centralised and is<br />
now run by the MSA, it covers all disciplines and progress through the various grades is achieved by<br />
attending events and training days.<br />
It is an MSA requirement that to maintain your grading, a training day is attended at least once every<br />
2 years.<br />
Registered marshal receive a registration and record card every 2 years, which gives their grade and<br />
enables them to record events and training days attended.<br />
