Responses to Owner’s Engineer Document Review comments Page | Mobilization Plan KARSTO Project 1.0 SUMMARY Bechtel and III have been selected by Gassnova to perform a FEED for a Carbon Capture and Compression (CCC) facility at the Karsto site in Norway. The FEED study is to be four months duration beginning in September with the issue of the final FEED report (including CAPEX estimate) at end of December 2008. This will be followed by a 2 month period for review and clarification of the technical issues and estimate. This mobilization plan outlines the BechtclAMNINMI project planning/setup for the FEED, the schedule, the procedures and the organization and work process for the FEED Page 2 Mobilization Plan KARSTO Project 2.0 PROJECT PLANNING/SETUP/ADMINISTRATION 2.1 PROJECT PLANNING/SET UP We will follow the standard project planning and set up procedure during the mobilization of the project. This plan is summarized in the flow chart below. In addition, the detailed schedule requirements for deliverables are contained in Appendix 1 to Exhibit A. 4.0 PROCEDURES Bechtel’s execution strategy is to follow our normal work process and is defined by our standard work processes and procedures (see attachment 4). 5.0 FEED ORGANIZATION, OBJECTIVES AND WORK PROCESSES ‘This section defines the management team for the FEED phase of the project, including team composition and basic roles and responsibilities. Further detail, when necessary, is given in the individual functional execution plans in subsequent sections. ‘The project management team will bbe located in Bechtel’s Frederick office during the FEED. IMI team will be located in their offices in Regina, Canada, The FEED will be executed on a task force basis. A dedicated team will be set up in a specific area in the Bechtel Frederick office. The FEED organization chart is contained in attachment 1 Page 4 5.1 Mobilization Plan KARSTO Project PROJECT MANAGEMENT TEAM 5.1.1 ORGANIZATION ‘The project management team is responsible for the execution of the FEED ‘The project team will be under the overall leadership of the project manager. The project ‘manager will direct the day-to-day activities and will ensure that the scope and objectives are well defined and the schedules, budgets, and project procedures are established. The project manager will ensure that the appropriate resources are applied to the project to progress the work in accordance with the plan while performing to the highest ethical standards. Reporting to the project manager will be the following personnel: * Assistant Project Manager assists the Project Manager in the overall leadership. In addition he has responsibility for coordinating the design review’s and input provided by © MIE project manager with responsibility for coordinating I input to the deliverables reporting through the Assistant Project Manager. + Project engineer responsible for producing all engineering deliverables for the FEED * Project controls manager responsible for scheduling, cost control, subcontracts, accounting, estimating and management reporting during the FEED © Project procurement manager with the responsibility for developing the project procurement strategy, project bidders list, and equipment and material pricing for the EPC cost estimate * Construction manager with responsibility to support the FEED constructability program, to determine labor availability/capability and productivity, and to formulate the construction plan for EPC © Quality assurance (QA) manager The QA manager will be responsible for setting up project procedures and audit requirements to be fulfilled by all personnel involved on the ‘D « Environmental Health and Safety (ES&H) manager ~ the ES&H manager is responsible for all aspects of environmental health and safety on the project. © Information Systems and Technology Manager responsible for the overall automation infrastructure, set up requirements and work processes during the FEED effort * Project Administrator with responsibility for office and administrative services support, document control and electronic document management. 5.1.2 OBJECTIVES AND WORK PROCESS Page 5 Mobilization Plan KARSTO Project 5.2 ‘The key objectives of the Project Management team are as follows: ‘+ To manage the development of a safe FEED study design ‘* To develop a FEED study design that meets client expectations * To manage the FEED study development in accordance with the Contract requirements The project manager will follow the standard Bechtel work processes for project ‘management. ENGINEERING 5.2.1 ORGANIZATION ‘The engineering group will be organized as a task force and will be supported by off: project groups and specialists, as needed. Specialist groups where continuous full-time engineering is not required will be located off-project. Specialist groups are mainly material engineering technology, geotech, and hydraulics. Technical functional oversight will be performed in accordance with Bechtel standard procedures, ‘The engineering team will be led by the project engineer. The PE reports to the project manager and is responsible for the quality, cost, and schedule of Bechtel’s overall engineering effort. ‘The PE will maintain a clear definition of the project scope and advise the project team of approved changes. The PE will prepare the project engineering procedure manual (PEPM) Key PE responsibilities include: * Providing overall engineering management and direction, as required ‘+ Monitoring the work to ensure that the scope, as contractually defined, is being, followed ‘+ Managing scope changes ‘+ Ensuring adherence to budgets, schedule, and procedures ‘+ Establishing and maintaining coordination between engineering and other Bechtel functional groups ‘+ Design safety activities are managed through the project engineer. The project, engineer will coordinate with the Process Safety Group (Loss Prevention Group) to censure that the design safety deliverables will be provided during the FEED phase of the KARSTO Project as required by the Scope of Work. Page 6 Mobilization Plan KARSTO Project 5.3 The discipline lead engineers report to the PE and are responsible for the budget, schedule, and quality of their discipline’s deliverables, as well as coordination with other groups on the project team. Lead engineers will also report to their chief engineers, who support the project by providing the technical guidance and reviewing key deliverables generated by project execution team. Additionally, the chief engineer provides the staffing and oversight of the project execution team. All schedule and cost issues will be addressed through the PE 5.2.2 OBJECTIVES AND WORK PROCESS ‘The main engineering objective is to meet the client requirements for the FEED study as outlined in Exhibit A, scope of work and referenced contract documents. Standard Bechtel Work Processes will be used for the Karsto FEED project. These outline the interaction between the various engineering disciplines (process, plant design, control systems etc and between the engineering disciplines and outside departments such. as construction). These include the process for the interfaces for working in the COMET 3D model. An example of the Level 1 Engineering Process Work diagram is included in attachment 5, PROCUREMENT 5.3.1 ORGANIZATION ‘The procurement organization will be under the leadership of the project procurement manager. The following personnel will report to the procurement lead: ‘+ Purchasing specialist who will develop purchasing strategies, finalize the project bidders lis, issue bid requests (formal and informal), and prepare bid evaluations to provide equipment and material pricing for the LSTK estimate. ‘+ Traffic and logistics specialist who is responsible for pricing the movement of equipment and materials to the jobsite which includes local transportation 5.3.2 OBJECTIVES AND WORK PROCESS The following are objectives for FEED: ‘Finalize items to be bid during the FEED and those that will be estimated in-house ‘© Assist the project estimator in setting up the basis for pricing equipment and materials * Conduct a traffic and logistics assessment ‘© Develop overland and ocean freight costs for inclusion in the CAPEX ‘Provide input to EPC estimate and schedule Page 7 5.4 Mobilization Plan KARSTO Project * Provide input to risk analysis and identify any pre-investment items required to maintain schedule Standard Bechtel Work Processes will be used for the Karsto FEED project. These outline the interaction within the procurement department and with external departments. such as engineering. These processes include creation of a Materials Assignment ‘Schedule (MAS) which defines the approach for obtained pricing and purchase orders for material. An MAS will be issued for the Karsto Project. An example of the Procurement Work process for engineering items is included in Attachment 6. CONSTRUCTION 5.4.1 ORGANIZATION The construction organization will be under the leadership of the construction manager. Construction support will be provided from Frederick on an as-needed basis, to obtain lessons learned feedback from other projects in Norway, 5.4.1 OBJECTIVES AND WORK PROCESS. There are three construction deliverables required for the KARSTO FEED as outlined Exhibit A, appendix Al ‘* Erection concept and access requirements for operation and maintenance ‘* Material storage and preservation philosophy © Constructability report The plan for fabrication and erection of the absorber and stripper columns will form a key part of the EPC execution plan and the associated CAPEX estimate. It is anticipated that construction input will be required regarding the extent of local fabrication and modularization that will be utilized. In addition, the construction group will provide the following input for the FEED CAPEX estimate. ‘© Construction execution model (direct hire vs. subcontracts) ‘+ Home office and field non-manual jobhours for EPC phase ‘* Input on direct hire jobhours for EPC phase * Labor plan ‘* Modularization concept plan ‘+ Provide input to the EPC schedule Page 8 Mobilization Plan KARSTO Project 55 ‘© HSE considerates in designs that impact field HSE ‘* Provide input to risk analysis and identify any pre-investment items required to maintain schedule ‘The construction department will follow the standard work processes for the Karsto FEED. These describe the interaction within intemal construction departments and the interaction between construction and external departments such as engineering and procurement. PROJECT CONTROLS MANGEMENT 5.5.1 ORGANIZATION The project controls organization will be under the leadership of the project controls manger. Project controls manager with responsibility for all project controls and management reporting activities. Reporting to the project controls manger will be the following personnel: + Project Planners who will be responsible for development and updates to the detail FEED schedule, the progress monitoring and performance report and development of the preliminary EPC detail and milestone schedules. * Cost engineers who will be responsible for managing the budget and tracking/analyzing actual jobhours, costs, and commitments associated with the budgeted level of detail ‘© The estimating manager, who is a senior staff estimator, will be responsible for the development of the estimate plan and schedule. 5.5.2 OBJECTIVES AND WORK PROCESS The objectives of project controls are to: ‘© Provide accurate and timely information for management decision making * Develop and monitor a detailed plan of action that will enable the FEED to be completed on or ahead of schedule and within the budget «Establish budgets and control systems that provide accountability for all supervision from the project manager to discipline supervisor * Provide level II EPC schedule for the FEED report, ‘* Plan and schedule the cost estimate activities, The project controls department will follow the standard work processes. Page 9 Mobilization KARSTO Project 5.6 57 ES&H MANAGEMENT 5.6.1 ORGANIZATION The Environmental, Safety and Health (ES&H) Manager reports directly to the Project, Manager. 5.6.2 OBJECTIVES AND WORK PROCESSES ‘The ES&H objectives include: ‘* Preparation of HSE related project deliverables A HSE plan has be prepared and issued for the FEED phase (reference Bechtel document number: 25474-001-245- 6016-00001 Reference PKM document number: 10112936 - PB - A - HSE-0004 ‘* Collecting and monitoring of project safety data ‘+ Arrange and provide necessary safety-related training for assigned project personnel, Such training will include + During FEED, ES&H input will be provided for all FEED construction planning, as applicable. This will include input to the erection concepts outlined in the FEED and input to the constructability report. Dialog between design and construction team members will be facilitated by ES&H Manager. ‘The ES&H department will follow the standard work processes. PROJECT ADMINISTRATION AND DATA MANAGEMENT. 5.7.1 ORGANIZATION ‘The Project Administrator reports to the Assistant Project Manager and is responsible for clerical, secretarial, document control, electronic document management, and logistical and facility services activities. 5.7.2. OBJECTIVES AND WORK PROCESSES Project Administration encompasses set-up and maintenance of a project records ‘management program, establishment of procedures for controlling project documents (including a filing system, document storage, retrieval, document turnover to the client at project completion, and project closeout), and responsibility for general administrative services (including document control, clerical and secretarial staffing; space planning, move coordination, badging, parking and building access; and publications and reprographics support) Page 10 5.8. Mobilization Plan KARSTO Project ‘The Project Administrator is responsible for ensuring the appropriate administrative procedures are issued to control project documents and perform other administrative functions. A key responsibility is establishing and implementing procedures and work processes required for loading project documents electronically into InfoWorks, the Bechtel Electronic Document Management System. The project's InfoWorks docbase is used to move information among Bechtel and the project team members. The Karsto contract requires that we receive and issue documents via the PKM system. Project Administrative services have responsibility for managing this interface and ensuring all documents are distributed to the appropriate group and stored in infoworks and logged in an index. ‘The Project Administration group will follow the standard work processes on the Karsto project. QUALITY ASSURANCE 5.8.1 ORGANIZATION ‘The Quality Assurance Manager reports directly to the Project Manager The QA manager will be responsible for setting up project procedures and audit requirements to be fulfilled by all personnel involved on the FEED 5.8.2 OBJECTIVES AND WORK PROCESSES, Project Quality Assurance Manager is responsible for implementation, coordination and maintenance of the Quality Management System on the KARSTO FEED Project. This is achieved, in part, through the implementation of a quality management system and the commitment to a management philosophy that emphasizes customer focus and the continuous improvement in systems, procedures, and daily work practices. Quality assurance’s objective throughout the FEED will be to: © Perform the quality assurance tasks and produce the quality assurance deliverables, as defined in the project contract # Develop the project quality plan, defining the overall framework of the project quality management system The Quality Plan has already been issued for the Karsto Project. The Bechtel document number is: 2544-001-09P-G40-0001, The corresponding PKM number is: 10112936-PB-A-QAP-0001 ‘Perform and report intemal quality audit and surveillance activities to verify the effective implementation of the project quality management system. Page 11 Mobilization Plan KARSTO Project 59 Review material requisitions and subcontracts scheduled to be issued during FEED, ensuring appropriate quality system requirements are included, as necessary ‘The Quality Assurance Department will use the standard work processes for the Karsto project. INFORMATION SYSTEMS AND TECHNOLOGY 5.9.1 ORGANIZATION The Information Systems and Technology (IS&T) lead reports directly to the Project Manager. Information Systems and Technology lead is responsible for the overall automation infrastructure, set up requirements and work processes during the FEED effort 5.9.2. OBJECTIVES AND WORK PROCESSES The IS&T scope covers all of the automation-related requirements, processes associated with the KARSTO FEED. Objectives include: sues, and work ‘© Ensure client requirements for Automation (as outlined in the contract Exhibit D and reference documents) are complied with ‘© Establish automation infrastructure and setup requirements ‘© Manage applications requirements and data integration ‘Provide support and training ‘+ Provide support for use of the eroom if applicable for KARSTO ‘The IS&T group will use standard work processes for the Karsto project. Quality Manual — Defines the Bechtel Quality Management System objectives and policy and demonstrates how the system is applied to ‘meet ISO 9001:2000. Level Il Quality Management System Procedures - Specify the Bechtel Quality Management System activities and responsibilities, and provides guidance for meeting ISO 9001 requirements. Levellll Department, Project Procedures and Management Procedures and Instructions — Provide specific guidance and/or instructions for performing project activities, preparing project deliverables, and implementing associated quality controls. PROJECT QUALITY MANAGEMENT SYSTEM DESCRIPTION The Project Quality Management System is comprised of the Project Quality Plan (PQP) and associated project procedures and work instructions. The POP identifies the applicable procedures and instructions to which the project work will be performed and includes the responsibilities and actions required for implementing the Project Quality Management System. As well as serving as project manager on many significant projects, he has managed the commercial development of fossil-fired power plants and environmental projects. He also has experience in engineering and managing infrastructure projects, as well as waste-to-energy and solid waste processing/disposal facilities. Along with technical and managerial expertise, he possesses substantial financial acumen, having executed, as project director, a S2billion capital improvements program for water and wastewater projects in the UK. He also and participated in the successful marketing and sale of Bechtel-owned power generation assets. ‘Assistant Project Manager—Andy Gillespie has more than 21 years of engineering, construction and management experience. Of these 17 have been in management and supervisory positions. He has extensive experience in leadership roles on a broad range of EPC projects including projects in the power, civil, mining and metal and oil and gas business lines. This has included leadership roles in engineering and construction and contract management positions in the home office and on numerous field assignments, many of which were overseas. *Project Review Expert—Gus Benz has over 53 years of experience in project management, chemical process design, project engineering, research and development, process plant startup and operations, and engineering management. He has extensive expertise in the areas of chemical agents and chemical demilitarization technology development and design. He played a key role in developing technology selection criteria and the conceptual design for the Russian Chemical Weapons Destruction Facility. Almost the entirety of his career has been spent in managerial positions, including technical manager, manager of Division Services, and manager of Bechtel’s Process Engineering organization, where he was responsible for 450 engineers working in five offices worldwide. He currently performs technical analysis and design review activities for all of Bechtel’s chemical demilitarization projects in the US and abroad. *ES&H/Loss Prevention Engineer —Brad Richardson has over 17 years of experience in Fire and Safety Engineering including fire protection systems, detection Page 16 Mobilization Plan KARSTO Project methods, risk evaluation, loss scenario development, hazard assessment and mitigation scheme development and implementation. Experience includes qualitative and semi-quantitative, risk management and loss investigation and recovery expertise. Quality Assurance Manager —Parveen Bhargava has more than 10 years of quality assurance experience on fossil and nuclear projects. He has first-hand knowledge of all aspects of quality assurance programs, functions, and audits, He has prepared and managed quality management systems and quality plans for numerous projects. In addition he has conducted numerous audits to verify quality compliance. «Project Engineer—Bruce Ritter has 35 years of engineering and engineering management experience on various process and power generation (fossil and nuclear) projects worldwide. His experience also encompasses work related to CO? gas capture, as well as research laboratory and vaccine production facility projects. His past 3-1/2 years as a project engineer followed a 2-year assignment as an engineering ‘manager, preceded by 30 years of increasing responsibility in project engineering and engineering supervisory roles. «Procurement Manager—Kelley Maria has more than 10 years of procurement and contracts experience on fossil power projects. She has been responsible for all aspects of procurement functions, including purchasing, contracts, expediting, and traffic and logistics. She recently worked on the Mongstad project. In addition, Kelly is a certified Master Black Belt and has managed the development of the Six Sigma Black Belt program in the Bechtel, Frederick Office. «Project Controls Manager—Arun Singhal has more than 25 years of project controls, cost and trend engineering, commercial coordination, and planning experience on fossil and nuclear projects worldwide. He has been project controls manager on numerous projects, including, most recently the Evergreen K-fuels projects and the Mongstad project. He is therefore very familiar with the project, controls requirements for Carbon Capture projects including the requirements for the FEED studies. «Process Design Lead — Derek Mumford has over 13 years of experience in pro design and operation of petroleum refining units. His fields of experience including amine plants, gas recovery conditioning and sour gas treatment. He has held positions of increasing responsibility including assignments as process unit lead, operations engineer and group supervisor. Process Design Consultant — Martin Curtis has over 17 years of experience in refinery operations and projects in the areas of distillation, hydro processing and utilities areas. His areas of responsibility have included: process manager for large grassroots refinery project; lead process engineer for refinery project process unit designs for crude, vacuum, saturate gas separation and diesel hydrotreaters. He has led teams on numerous FEED studies. ‘Process Design Consultant — Peter Kauders has over 35 years process development, engineering and design management experience with both operations Page 17 Mobilization Plan KARSTO Project and contracting companies in the petrochemical, refining, fine chemical and oil and gas industries. His experience covers all aspects of process design including: conceptual process design; heat and material balances, process flow diagrams; equipment design; process control schemes; safety systems and reliability. Process Coordinater—Harvey Wen has more than 34 years of engineering experience on a variety of fossil power generation and process plant facilities. His expertise includes process design in IGCC; syngas treating for desulfurization; and flue gas emission controls for NO,, SO,, COs, and particulates. Before transferring to Bechtel Power Corporation in 1986, Harvey was assigned to Bechtel’s Refinery and ‘Chemical Division in Houston as a senior engineer on LNG, gas treating, oil refinery, IGCC, and syngas projects. ‘*Construetion Manager —Steve Novak has more than 25 years of experience in construction of industrial facilities including construction of oil and gas facilities and power plants. He has held positions of increasing responsibility including leadership positions on numerous construction projects. He has led the modularization effort on several of our large scale projects and is fully conversant with the challenges and issues that have to be addressed in pre-fabrication and modularization of plants. Steve recently worked as construction coordinator on the Mongstad project and is therefore familiar with the challenges of constructing Carbon Capture Plants in Norway.
