1. INTRODUCTION

1.1 Background
During the EPS development, an 18” pipeline connecting Hail Site Terminal (HST) and
Mubarraz Island (MUB) was installed. For the 18” pipeline, ADOC and manufacturer
identified non-conforming welding repair procedure being applied to 18 pieces of line
pipes. ADOC informed this non- conformance to Abu Dhabi National Oil Company
(ADNOC) and received instruction to perform risk assessment to evaluate the
possibility of Sulfide Stress Crack (SSC) on these 18 pipes. The result of the risk
assessment confirmed the integrity of the pipeline under the current operation
condition but required permanent remedial action in the long term. During the Scope
Definition Stage of the PROJECT, several options were studied as permanent remedial action
for the subject 18” pipeline. It was concluded to pursue the complete replacement option in the
Design Stage (FEED).
ADNOC Hail & Ghasha Development future 34” Gas Line will cross the new 18”
Pipeline and additional protection measures have to be considered (Case 1).
ADOC also asked to develop another option swapping the landfall of the new 18”
Pipeline with the landfall of future 34” Gas Line as a second case (Case 2). The
DESIGN STAGE (FEED) shall finalize the design of the pipeline for both the above
cases.
As the subject 18” pipeline will be installed adjacent to existing live pipelines in an
environmentally sensitive area, constructability study is of paramount importance in the
DESIGN STAGE (FEED) study. Through the study, construction method shall be
studied to ensure safe, efficient and environmentally acceptable construction.
ADOC selected TechnipFMC – Abu Dhabi for DESIGN STAGE (FEED) of the above
mentioned 18” Pipeline Remedial Project.

2. PURPOSE OF THE VISIT


The main objective of multi-disciplinary site visit was to get familiarized and collect
the data as per site visit agenda discussed with the COMPANY on 22nd January
2020 and covered in section 6 below
The following proposed pipeline ROW was visited during the site visit:
▪ Onshore pipeline from Landfall point (LFP) to existing pig launcher (Approx.
200 meters) at Hail Island.
▪ Onshore pipeline from Landfall point (LFP) to existing pig receiver (Approx.
600 meters) at Mubarraz Island.

7. SCHEDULE FOR SITE VISIT


The Site Visit was carried out on 25th and 26th January 2020

8. TIMELINE OF VISIT
The team arrived at the Mubarraz Island at 9:30 am. After arriving, CONTRACTOR
team was briefed about the HSE requirements to be followed in the facility and
provided with EBA. Mr. G. Yamazaki carried digital camera for capturing pictures of
the physical observation along the ROW and existing assets along the proposed
pipeline route.
DAY 1 : 25th January 2020
- Visit to Mubarraz Island Land Fall Point (LFP), observations and
measurement were carried out of the existing facility, till CICPA fence at the
entrance of process facility.
- Noon session, travelled to Hail Site Terminal (HST) via boat.
- Observations were made at the LFP of HST for Case 1 and Case 2 pipeline
route.
- Reconnaissance survey conducted along route from LFP to the existing pig
launcher area at HST.
- Returned to Mubarraz Island.
- Reconnaissance survey conducted along proposed route inside the CICPA
fence, Mubarraz Island process facility area. Walk through was done from
CICPA fence till existing pig receiver.
- Returned back from site at 6.00 PM.
DAY 2 : 26th January 2020
- Assembled at site office at 7.00 AM.
- Walk through was done for the entire pipeline route in Mubarraz Island from
the LFP to existing pig receiver.
- Measurements were taken at the pig receiver area.
- Returned back from site at 9.30 AM.

Below listed locations were visited to check the feasibility of proposed pipelines
route:
- Pipeline approach and land fall point (LFP) at Mubarraz Island.
- Pipeline route and winch set up area close to water disposal pipeline at
Mubarraz Island.
- 32” offloading pipeline, open pit and crossing location.
- CICPA fence distance and tie-in location to existing pipeline.
- Pig receiver area.
- Pipeline shore approach and land fall point (LFP) at HST, for both Case
1 and Case 2.
- Pipeline route and winch set up area at HST for both Case 1 and Case
2.
- Support location(s) for above ground pipeline section at HST.
- Pig Launcher area.
Detailed description of the proposed route at HST and Mubarraz Island is presented
in section 10 and section 11 respectively.

10. HAIL SITE TERMINAL(HST) PROPOSED PIPELINE ROUTE


The proposed pipeline route at Hail Site Terminal has been reviewed for two
options:
Case 1: The pipeline is routed with the Land Fall Point (LFP) adjacent to the
existing 18” pipeline. Three third-party lines, (1 x 34” Gas Pipeline, 1 x Power Cable
and 1 x Umbilical) crossings are anticipated in the subsea section of the proposed
18” pipeline in the close vicinity of the Hail Site Terminal.
Case 2: The landfall point at the Hail Site Terminal shall be swapped with those of
the third-party lines. The landfall points of the third-party lines shall be shifted to the
north (TN) compared to Case 1 and that of the proposed 18” pipeline shall be
shifted to the south, where the third-party lines landed in Case 1. With the Case 2
route, crossings at the near shore area will be avoided.

The pipeline route is divided into 3 sections based on the site visit observation for
reporting purpose.

10.1 Land Fall Point (LFP) Case 1, (Section 1.1)


The Land Fall Point for Case 1 is protected with large size boulders and pipelines
installed during EPS are buried in close proximity.
There is no space for shore pull, winch set up during construction which mandates
for Island extension as suggested in scope definition phase.

The existing CICPA fence and monitoring camera post need to be removed during
shore pull operation as this space is required for the installation of the winch
anchors All dismantled facilities shall be reinstated after construction.

10.2 Pipeline Route along Pump Shed (Section 1.2)


The pipeline route can be installed adjacent to the buried 18” EPS pipeline. Near
the existing pull pit area, there will be approximately 2.0 meters from edge to edge
of existing pipeline and proposed pipeline will be installed in between. During
construction, it is highly recommended that manual excavation is to be performed in
order to avoid regular excavators damaging underground existing facilities
There are several underground cable crossings along the route, including the one
33 kV cable installed as part of EPS scope.

10.3 Above ground pipeline and Launcher area (Section 1.3)


Above ground pipeline can be routed parallel to the existing 18” pipeline between
the two bends on supports adjacent to the existing supports. Sufficient space is
found available for installation of sleeper supports.
The existing goal post pipe support (SPS-HF-001) shall be welded with additional
pipe support to support proposed 18” pipeline at the above ground location. One
more additional new “T” type support shall be added in-line with existing “T” post
pipe support (SPS-HF-002) to reduce shut down period. The remaining existing
supports at inside the skid shall be utilised for the proposed 18” pipeline.
After the second bend the pipeline shall follow the existing pipeline route, up to the
launcher flange face.

The pipeline route is divided into 5 sections based on the site visit observation for
reporting purpose.

10.4 Land Fall Point (LFP) Case 2, (Section 2.1)


The Land Fall Point for Case 2 is protected with large size boulders and future third
party pipeline and cable will be towards the north (TN) of proposed pipeline.
Unlike Case 1, the shore pull and winch set up has no space constraint due to the
availability of an area (future space identified for Etisalat Tower) approximately 38m
x 34m behind the protected area inside the CICPA fence which is sufficient for the
winch and winch anchors.
As per existing underground drawing (Ref: HD-EC-HF-CS0A-0550-Sheets 11 & 12-
Rev3) there is no underground facilities on the proposed winch location.

10.5 Pipeline Route along Service Road (Section 2.2)


The pipeline route can be installed, buried along the service road with minimum
depth of 1.2 meters and suitable protection against the vehicular load. The entire
service road will have to be demolished for construction purpose and re-instated
after installation.
The blockage of existing maintenance road may be substituted by utilising the
maintenance bay at existing shelter in case of any emergency during pipeline
construction periods. (Ref: HD-EC-HF-CS0A-0550-Sheets 3 & 4-Rev3)
The total length of the road which will be dismantled is approximately 45m.
The pipeline has to cross an existing underground clean water sewer line of 6” size
at one location and existing street light and camera cables at one location each.
(Ref: HD-EC-HF-CS0A-0550-Sheets 3 & 4-Rev3). These three obstructions are
running in N-S direction.
There is no space constraint along this section except three crossings as mentioned
above.

11.1 Land Fall Point (LFP) at Mubarraz Island, (Section 3.1)


The Land Fall Point, shore approach (LFP) at the Mubarraz Island is proposed at 15
meters from the existing 18” EPS pipeline approach. The entire shore area at the
pipeline approach is protected by a retaining wall structure made of several
concrete panels.
Based on the observation the minimum requirement of 15 meters from the existing
pipeline may necessitate for temporary re-routing of disposal water pipeline, along
with other 4” and 2” pipeline running parallel to it. In addition, there will be
requirement to remove a few trees (4 large and 3 small ones) along the west side of
the approach. This requirement will be confirmed during the detailed routing study
in design stage.
The entire section of retaining, shore protection wall need to be demolished for the
pipeline burial at the shore approach and the same shall be re-instated after the
shore pull activity.

11.2 Pipeline Route Parallel to Road Towards CICPA Fence (Section 3.2)
It is observed, the existing buried 32” offloading pipeline and the 18” abandoned
pipeline laid in close proximity are likely to obstruct the underground routing of
proposed pipeline route. CONTRACTOR has requested COMPANY for the exact
location of 18” abandoned pipeline bend to confirm the route.
There is an open pit of 32” offloading pipeline towards south of proposed route. The
32” pipeline bend is found to be immediately after pit edge location. The only
options to route the pipeline is to demolish the edge of the pit and route below the
existing 32” offloading pipeline. Routing the pipeline above the existing 32”
offloading pipeline may be also looked at the open pit location. However, the above
ground pipeline will be avoided as much as possible, considering the helipad
location towards north of the proposed route.
The demolition and removal of existing 18” abandoned pipeline will also solve the
spacing issue for routing the proposed pipeline. The demolition option shall be
reviewed by COMPANY, in case other options are not feasible.
The proposed 18” pipe line has to cross following UG elements outside of existing
CICPA fence. (Ref: HD-EC-TF-CS0A-0020-Sheets 21 & 22-Rev3)

11.3 Pipeline Route Inside CICPA Fence towards IP-5 (Section 3.3)
The CICPA fence need to be temporarily removed for trench excavation and re-
instated after construction for routing of the proposed pipeline. The pipeline will be
continued close to the existing 18” EPS pipeline and take a turn with a bend
towards section 3.4. The distance of minimum 1 meters shall be maintained
between the proposed pipeline and existing pipeline coming from IP5.
The proposed 18” pipe line has to cross following UG elements inside of existing

11.4 Pipeline Route from IP-5 to IP-4, Tie-in (Section 3.4)


The proposed pipeline will be laid at a distance of 1 meter towards south of existing
18” EPC pipeline, will run in parallel till IP-4. The close spacing is basically to avoid
any requirement of additional filling material that need to be sourced from outside.
The proposed 18” pipe line has to cross following UG elements inside of existing
CICPA fence after crossing existing N-S road (First N-S Road from East Side Sea).

As observed at site, there is elevation difference between the edge of the fence and
existing, buried pipeline. In case, the separation distance is to be increased, this will
necessitate for filling work and also shifting of CICPA hence to a greater length. At
IP-4 the distance between the existing pipeline and CICPA fence is assessed to be
around 5.0 meters. This route appears to be the most economical also because it
will avoid any reallocation to COMPANY paint store.
CONTRACTOR has requested COMPANY for the exact distance between the
buried 18” EPS pipeline and the CICPA fence and also the minimum distance that
is required to be maintained between the CICPA fence and proposed pipeline. This
distance will decide the requirement and linear length of fence that need to be
shifted away from the proposed route.
The proposed pipeline will encounter cluster of pipelines and cable tray crossing,
immediately after bend close to IP-5. As the route progress, the route encounters
one road crossing and several cables (CICPA and cathodic protection) crossings.
At all crossings, it is highly recommended that manual excavation is be performed
to avoid any damage to existing facilities.
The proposed 18” pipe line has to cross following UG elements inside of existing
CICPA fence after crossing existing N-S road (Second N-S Road from East Side

11.5 Pipeline Route from IP-4 (Tie-in) to IP-1, above ground


The entire buried pipeline route from IP-4 tie-in, till the above ground Monolithic
Insulating Joint (MIT) shall remain unchanged and existing 18” EPS pipeline shall
be used.

11.6 Above Ground Pipeline and Pig Receiver area


Above ground pipeline will be replaced for a short spool sections after MIJ, till pig
receiver face of flange (FOF).
All construction related activities on the pig receiver such as removal and
reinstatement of valves, instrumentations. etc shall be carried out from the road
adjacent to the pig receiver. the area south of the road is empty and storage of any
material can be done in that area.
A temporary support shall be required just before the existing skid.

ROAD FOR DISMANTLING

MOV-5035 and isolation joint and associated piping will be replaced as marked in

13. WAY FORWARD FOR EPC


Based on the site visit CONTRACTOR propose to proceed with Case 2 route at
HST, considering techno-economic feasibility of the project.
Ground Water will be a biggest issue during construction of proposed pipeline. As
per existing geotechnical report (HD-EC-TF-CG0I-3000-Rev0), the water table level
is approximately at EL+1500mm (ACD). This is approximately 1500mm to 1800mm
from the finished ground level of EL+3292mm (ACD). However, the finished ground
level is not same. Hence, dewatering is required for the entire pipeline corridor.
Alternatively, the pipeline shall be laid above the water table level and the pipeline
shall be covered with earthen bund/berm with a lining to avoid any erosion.
