4Vkwl TrinaiilMi Den. T.J. Miaev, Dim. Ohio, Kief, of and Wilroot, of Pa-, Dem three democnu aad two whic. Mr Thurman, of Ohio, had beea oajned by tba apeaker a one of the Erat committee, bat declined eerviat.

A resolution waa adopted for gJIowiBf the nae of lbe bait to tbe ioaiituiiooxfor the blind of Miawfhn-eetta, Peaneylvania and Virfiaia. Toe House then weat into committee of the whole oa lbe Smitheoniaa Institute bill, and the debate waa reanmed with aa much eaneitneaa aa if Una were quite a new aobject and bad not been done to fritters regularly and annually for ihe apace of eight year pest. Mr. Adam preceded a speech open the subject by haying hi bill read, which provide that the President be directed to nee "moral suasion" and all other proper mean to procure a return of Ihe money from the government of Arkansas, to which it baa beea lent, but prohibi.a the aprjiopriatioa of a dollar for the purpose ol the bequeat until tbia fond ia recovered. Tni is, to apeak mildly, an intamooa proposition.

The money will probably never be recovered from the State of Arkansas and if it should not, and thia proposition ot Mr Adams siionld prevail, the nation wonld be eternally duarracei by its faithlessness in the misapplication of the fund. Mr. Simms, of Somh Carolina, made a clear, calm, and able argument in favor of paying back the money into the British Court of Chancery, as this govern, ment had no power under the constitution to execute each a trust. The committee rose at half past three. Mr.

Henley, of Indiana, gave notice that be should bring in a resolution, a bill tor letting out the public printing by contract. A resolution waa moved that the debate on the Smithsonian bill terminate in two hours after next going into committee apoa it 1 pending which the House adjourned. In the Senate a bill for paying a ctaim of Thoa H. Perkins, of Salem, waa debated nearly ull day. Tl French spoliation claims were postponed until Monday, when, Mr.

Clayton intimated, be should reply to Mr. Dix, who has made the most able speech ever delivered against the payment of these claims, The Senate had an ezecnlive session of some length, and then adjourned. C. From Mexico. The New Orleans papers of April 21, contain intelligence from Mexico to the 2d of April, and from Vera Cruz to the 6th, received by the bark Clare-mont.

Goroctixa made it a condition lo his acceptance of office that the President should modify the call for the constituent Congress, and abrogate the decree la regard to the press; and that ihe President acceded to this. Private letters have been received in town from a very intelligent source in Vera Cruz, dated the 6th inst. These attribute the failure of ihe expected revolution to a disagreement between the federalists and lbe Santa Ana party. They represent everything aa perfectly quiet. The frigate Potomac arrived at Vera Cn from AT II.

I i Two presses which spoke in favor of the restora tion of Santa Ana, Ihe Ktformrr and the Contra Tiempo, had been seized and the editors imprison ed. The Tiempo still continues to declaim in favor I of a monarchical government. From tba N. O. Picayune, April 31.

LATE FROM BKAZOS SANTIAGO. The United State ateamer Col. Harney arrived in port last evening; from Brazes Santiago, whence she sailed on the loth inst. Sue brings us advices from wn lavior a camp down lo tne lain mat. The account! which have already been given of Gen.

Taylor's march to the Rio Grande, and of his position opposite Metamoros, are fully confirmed. The advanced guard of his foices were met me seventy miles from Ihe Rio Grande, and warned to advance no further. Again upon the Arroya Colorado, a written notice wls received, that any fur her advance would be deem an act ct hostility. Still Geo. Taylor coo-tioued hie march, meetiug with no resistance.

He Himself wm waited upon at Brazos Santiago, when in advance of hia armv. bv a denotation nt the nivil authorities of again warned to retire. We have had all these facts in substance before. In spile of all these warning. Gen.

Taylor took up his position on the 28th ull. directly opposite Matamorar, and within reach of the Mexican batteries. Utterly disregarding these, he proceeded to plant four 18 pounders, so that at any moment he could baiter down the city at pleasure. Thus affairs remained till the 11th instant, when General Ampodia arrived at Malarooroa. The fol-lowinr day General Amoudia aent written not ire lo General Taylor requmny him to retire at once to the left bank of the Nueces, and insinuating to him that his peraistance ia maintaining his position would be deemed an overt act of hostility.

To this Gen. Taylor rented subf tantiaUy that he had received ordera from ihe President of the United States lo take np hia position upon the Rio Grande, and lo see that no encroachments were made opon our Territory. That he should obey hia orders, and repel any hostile attempt to croae the river. At the same lime he aasored ihe Mexican that he had ho hostile designs opon the people that they might remain in the undisturbed enjoyment of their property and rights; and that his sole business was to resist Egression. to Gen.

Taylor, however, thinking it possible that Ampudia might attempt hostilities, changed hia position somewhat on the 12th instant, and thereby withdrew his army beyond the reach of th Mexican batteries, he tili commanding ihe town with his 18 pounders and the only practicable lord. At the same time, be chose to regard Ampudia'a letter as so far hostile, that he directed the commandant of the force at Brazos Santiago to act as in case of war, and he gave a verbal intimation to the same effect to the naval officer in command oa that station. He pareu iariv enioined noon the latter to seize vessels expect ed the Kio Grande with supplies for the Mexican forces at Matamoras. Both there notices would appear to be rather precautionary measures than intended to lead to aggressive acts. Gen.

Ampadia made no hostile demonstration after receiving Gen. Taylor's teller, but determined to forward Gen. Taylor's letter to his Government, and await iutther ordera. We are assured by this arrival that Gen. Ampodia had but 2000 troops with him when he reached Matamoras.

Of these, 1000 accompanied him from the city of Mexico the rest joined htm on the marrh. tie lost aooot luuu more Dei ween eon laiis ana Mata-moroa by mntiny and desertion. He found in the latter Iowa about 3600 troops, so thst the whole force there oa the 12th was not far from 5500. The Mexicans have 18 or 20 pieces ot artillery at Mate moras which may be called serviceable. The Americana 12 field piece besides the four 18 pounders before mentioned.

In the meantime the troops are well ropplied with fresh provisions, chiefly by the Mexicans themselves.
