ROAD AND GATE CLOSURES

 BREAKING NEWS: TRAFFIC ADVISORIES
MORE BLVD. DELAYS; AVE A CLOSED

In addition to previously published traffic impacts, Kern County extended its April 22 road work on Rosamond Blvd. between state Route 14 and Sierra Highway. Construction will continue Tuesday, April 23, with traffic barriers going up at 5:30 a.m. and final construction estimated to last approximately 30 minutes beginning at 6 a.m. and ending at 6:30 a.m. County officials say drivers accessing the Edwards west gate during that time should expect a moving lane closure resulting in delays up to 15 minutes. Base officials recommend drivers plan for potential longer delays.

LA County has closed Avenue A east of SR 14 between 20th St. W. and Sierra Highway until further notice due to massive potholes and possible repaving.

 ROSAMOND ROAD WORK THROUGH EARLY JUNE

Kern County began a road rehabilitation project April 2 on Rosamond Blvd. west of the state Route 14 overpass, from Route 14 to Stevenson St., which significantly impacts Edwards AFB commuter travel.

 BEGINNING MONDAY, APRIL 22

The most significant delays will continue through approximately April 27 and will include, beginning with the 24/7 grinding and paving of all lanes on Monday, April 22 at 7 p.m., closure of both the southbound Route 14 offramp, and the westbound Rosamond Blvd. onramp to southbound Route 14. The primary detours for those traveling from Mojave will be Dawn Road – the exit prior to and north of Rosamond Blvd. – either eastbound to Sierra Highway or westbound to Highway 14 Frontage Road. The eastbound Rosamond Blvd. onramp to southbound Route 14 will remain open throughout the week.

Base leaders ask drivers to plan their travel to and from base, including adding extra drive time to account for delays, or using the north or south gates. Delays may include backed up traffic as far east as the base property boundary – the brown Edwards AFB sign – or farther. Traffic back-ups may also impact timely access to the Sierra Highway detour.

 BEGINNING MONDAY, APRIL 29

The repaving project will transition to lane restriping during daylight hours prior to 3:30 daily beginning approximately April 29. This will also result in moving lane closures that may cause temporary traffic stoppage.

Drivers should anticipate significant traffic delays on Rosamond Blvd. throughout the length of the repaving project, which Kern County officials expect to last through the end of May or early June.

 BASE GATE OPERATING HOURS

North gate: open 24/7
West gate: open 24/7
South gate: open 24 hours weekdays; closes 9 p.m. Friday-Sunday; open 5 a.m. Saturday-Monday. NOTE: The gate will be open 24/7 during any closure of the northbound Route 14 offramp at Rosamond.

 Caltrans reminds drivers to “Be Work Zone Alert” and to “Move Over”

WHAT: The California Department of Transportation (Caltrans) has schedule Lane Closures on the northbound and southbound Antelope Valley Freeway (SR-14) between
Technology Drive in Palmdale and Avenue A in Lancaster, closing up to three lanes. Northbound SR-14 has two lanes open from Avenue I to Avenue A.
WHY: The closures are necessary to perform pavement replacement, inside shoulder work and set K-rail that will extend the life of the existing lanes by a minimum of 40 years
and improve ride quality.
WHEN: Currently, construction work is on-going Monday through Thursday, 9 p.m. to 6 a.m. and Friday through Saturday, 10 p.m. to 7 a.m. to minimize traffic impacts.

Under the Hatch Act, all DoD civilian employees are prohibited from:
* Using their official authority or influence for the purpose of interfering with or affecting the result of an election
* Knowingly, personally soliciting, accepting or receiving a political contribution from any person

* Participating in political activity while on-duty or in any room or building occupied in the discharge of official duties by an individual employed by the DoD

* Knowingly soliciting or discouraging the participation in any political activity of any person who is the subject of or a participant in an ongoing audit, investigation, or enforcement action being carried out by the employee’s office
Additional prohibitions for further restricted employees:
* May not engage in any political activity which is “in concert” with a political party, partisan political group or candidate for partisan political office.
“In concert” activity is any activity that is sponsored or supported by a political party, partisan political group or candidate for partisan political office.
For example, further restricted employees are prohibited from:
* Writing speeches or performing research on political issues for a partisan political campaign
* Making speeches as a surrogate for a candidate for partisan political office
* Soliciting, accepting, or receiving political contributions
* Holding office in a political party
* Hosting a fundraiser for a candidate for partisan political office
* Knocking on doors to solicit votes or handing out political leaflets for a candidate for partisan political office
* Serving as a delegate to a political party convention or doing any type of volunteer work for a candidate for partisan political office, including serving on a phone bank
All DoD employees may engage in the following activities:
* Place a campaign sign in their yard
* Place a campaign bumper sticker on their car (even if they park in a Government parking lot)
* Make a financial contribution to a political party or candidate running for partisan political office
* Express personal opinions on candidates and political issues
* Attend political events
* Participate in nonpartisan elections
* Assist in nonpartisan voter registration drives
* Work for the city or county as a poll worker on Election Day
* Sign a nominating petition

 ✈️ Political activities guidelines: MILITARY

Active duty members should carry out their rights and responsibilities of United States citizenship; however, they are prohibited from engaging in certain political activities to maintain good order and discipline and to avoid conflicts of interest and the appearance of improper endorsement in political matters.
Members May:
* Register to vote, vote, and express personal opinions on political candidates and issues but not as a representative of the Armed Forces
* Make monetary contributions to a political organization
* Attend partisan and nonpartisan political meetings or rallies as a spectator when not in uniform
* Promote and encourage other military members to exercise voting rights, if such action does not use their official authority or influence or interfere with the outcome of an election
* Join a partisan/nonpartisan political club and attend its meetings when not in uniform
* Serve as an election official, if such service is not as a representative of a partisan political party, does not interfere with military duties, is performed when not in uniform, and receives the Secretary of the Air Force’s prior approval
* Sign a petition for specific legislative action or a petition to place a candidate’s name on an official election ballot as a private citizen
* Write a letter to the editor of a newspaper expressing personal views on public issues or political candidates, if such action is not part of an organized letter-writing campaign or a solicitation of votes and if identified as a Service Member includes a disclaimer the views are personal
* Display a political sticker on a private vehicle
* Wear a political button or t-shirt when not in uniform, performing military duties or would imply official endorsement.
* Communicate with his or her elected representatives
Members May NOT:
* Participate in partisan political fundraising activities, rallies, conventions (including speeches) management of campaigns, or debates
* Use official authority or influence to interfere with an election, affect the course or outcome, solicit votes for a particular candidate or issue, or solicit or require political contributions from others.
* Be a candidate for, or hold, civil office except as authorized below
* Make campaign contributions to another member of the Armed Forces or an employee of the federal government
* Solicit or receive a campaign contribution from another member of the Armed Forces, a civilian officer, or an employee of the U.S. for promoting a political objective or cause
* Allow publication of partisan political articles signed or written by the member that solicits votes for or against a partisan political party or candidate
* Serve in an official capacity or be listed as a sponsor of a partisan political club
* Speak before a partisan political gathering of any kind or promote a partisan political party or candidate
* Participate in any radio, television, or other program or group discussion as an advocate of a partisan political party or candidate
* Conduct a political opinion survey under the auspices of a partisan political group or distribute partisan political literature
* Perform clerical or other duties for a partisan political committee during a campaign or on election day
* Solicit or fundraise in federal offices, facilities, or military reservations for a partisan political cause or candidate
* Solicit or fundraise in uniform or using official title for a partisan political cause or candidate
* March or ride in a partisan political parade
* Display a large political sign, banner, or poster (as distinguished from a bumper sticker) on the top or side of a private vehicle
* Participate in any organized effort to provide voters with transportation to the polls if the effort is organized by a partisan political party or candidate
* Sell tickets for, or otherwise actively promote, political dinners and similar fundraising events
* Attend partisan political events as an official representative of the Armed Forces
* Send political e-mails from government e-mail or use official title in a political e-mail
Exceptions to Prohibitions
* Enlisted members, regardless of duty status, may seek, hold and exercise functions of a nonpartisan civil office as a notary public, local school board member, neighborhood planning commission, and similar local agency.

WHY: A MERG is a voluntary, employee-led group that fosters an inclusive workplace aligned with organizational mission, that also seeks to support individuals as they navigate their career.

 The M2-F2 lifting body aircraft was seriously damaged, injuring NASA test pilot Bruce A. Peterson.


On May 10, 1967, the M2-F2 lifting body aircraft was seriously damaged in a landing accident on the lakebed, injuring NASA test pilot Bruce A. Peterson. The aircraft impacted the lakebed and rolled several times, coming to a rest on its top. Film taken of the accident was later widely viewed in the popular television series, The Six-Million Dollar Man. Peterson survived, albeit with a fractured skull and a lost eye. The aircraft subsequently was rebuilt with a center fin and a reaction flight control system, and was redesignated M2-F3.

The following magistrate court citations were closed out during the first quarter of 2024:

• 84 civilians were cited for speeding. They received an average fine of $250.
• 18 civilians were cited for not having proof of insurance or registration. They received an average fine of $305.
• Six civilians were cited for not having their drivers’ licenses in possession. They received an average fine of $242. 
• Seven civilians were cited for failure to stop. They received an average fine of $171. 
• Five civilians were cited for not having a child restraint for a child under 8 years old. They received an average fine of $405.
• Four civilians were cited for possession of a controlled substance. They received an average fine of $430.
• Two civilians were cited for trespassing. They received an average fine of $3,500.
• Two civilians were cited for having an open container of alcohol while driving. They received an average fine of $405. 
• Two civilians were cited for driving without wearing a seatbelt. They received an average fine of $405.
• A civilian was cited for cellphone use while driving. They were fined $238. 
• A civilian was cited for having no license plate on the vehicle. They were fined $133.
• A civilian was cited for allowing a minor to drive. They were fined $268.
• A civilian was cited for driving recklessly. They were fined $171.

Nonjudicial Punishment (NJP)

Nonjudicial punishment (NJP) (also referred to as an Article 15, in reference to the Uniform Code of Military Justice (UCMJ) which authorizes the action) is a tool that provides commanders with an essential and swift means of maintaining good order and discipline. A member must accept NJP as a forum for allegations of misconduct or demand trial by court-martial once NJP is offered by a commander. NJP is designed to promote behavioral changes in service members without the stigma that comes with a criminal conviction at trial. NJP lies between a Letter of Reprimand and a court-martial on the spectrum of the continuum of discipline, whose ultimate goal is to promote rehabilitation in service members to encourage them to adhere to standards.

The following NJPs were effectuated at Edwards AFB during the first quarter of 2024:

• A Staff Sergeant (E-5) assigned to 412 AMXS committed abusive sexual contact in violation of Article 120, UCMJ (Abusive Sexual Contact). The member received a reduction to the grade of Senior Airman (E-4) and a reprimand.
• A First Lieutenant (O-2) assigned to 412 HCOS engaged in an unprofessional relationship and fraternization, failed to obey orders, and lied to investigators in violation of Articles 92 (Failure to Obey, Dereliction of Duty), 107 (False Official Statement), and Article 134 (Fraternization), UCMJ. The member was punished with forfeiture of $2,386.00 pay per month for two months and a reprimand.
• A Technical Sergeant (E-6) assigned to 412 HCOS engaged in an unprofessional relationship, failed to obey orders, and was derelict in their duties in violation of Article 92 (Failure to Obey, Dereliction of Duty), UCMJ. The member was punished with a reduction to the grade of Staff Sergeant (E-5), forfeiture of $1,829.00 pay, suspended, and a reprimand.
• A Senior Airman (E-4) assigned to 412 HCOS used THC-9 in violation of Article 112b (Wrongful Use of a Controlled Substance), UCMJ. The member was punished with a reduction to the grade of Airman First Class (E-3) and a reprimand.
• An Airman First Class (E-3) assigned to 412 OMRS altered their military ID card by changing the date of birth in violation of Article 105a, UCMJ (False or Unauthorized Pass). The member was punished with a reduction to the grade of Airman (E-2) and a reprimand.
• A Senior Airman (E-4) assigned to 412 SFS was absent from duty numerous times and lied about going to numerous medical appointments in violation of Articles 86 (AWOL) and Article 107 (False Official Statement), UCMJ. The member was punished with a reduction to the grade of Airman Basic (E-1), forfeiture of $1,008.00 pay, suspended, and a reprimand.

Administrative Discharges

• Involuntarily discharging a service member from the United States Air Force may be an appropriate action for a commander or civilian director to take when a member has demonstrated an inability to meet Air Force standards. Common basis for discharge include, but are not limited to: drug abuse, sexual assault, a civilian court conviction, or a series of minor misconduct. Discharges can result in one of three service characterizations: honorable, under honorable conditions (general), and under other than honorable conditions.

The following discharge action was completed during the first quarter of 2024:

• A Senior Airman (E-4) assigned to 412 AMXS was involuntarily discharged for sexual assault. The member received an under other than honorable (UOTHC) service characterization.
• A Senior Airman (E-4) assigned to 812 CES was involuntarily discharged for a Condition that Interfered with Military Service (Adjustment Disorder). The member received an honorable service characterization.
• An Airmen First Class (E-2) assigned to 412 OSS was involuntarily discharged for Conditions that Interfered with Military Service (Adjustment Disorder). The members received honorable service characterization.

LEAVE SHARING

Under the Voluntary Leave Transfer Program (VLTP), a covered employee may donate annual leave directly to another employee who has a personal or family medical emergency and who has exhausted his or her available paid leave. Teresa Cadamy is the point of contact for the VLTP at Edwards Air Force Base.
