A third hotel could be coming to the corner of 5th and Colorado with nearly 80 rooms squeezed onto a lot just over 40 feet wide. The Santa Monica Architectural Review Board (ARB) reviewed a proposal Monday night for a hotel to be built in a narrow space between two existing residential buildings along Colorado Avenue, between 5th and 6th Street. The lot is the former site of the Angels Attic dollhouse museum and is only 41.75 ft wide. The proposed project would be eight stories high with 74 guest rooms, a ground floor restaurant, outdoor seating area, lobby, guest drop-off area, rooftop bar and two subterranean levels with a fitness area and business center. To meet the challenges of the limited space, Howard Laks Architects, the firm designing the building, came up with an angledbalcony design. Rooms on the north and south sides of the building will have alternating, diagonal balconies designed to maximize views of Downtown Santa Monica, Santa Monica Pier, Marina Del Rey and Catalina Island on a clear day, according to principal architect Howard Laks who presented the project at the meeting.

A legal gambit drafted by Malibu Councilmember Bruce Silverstein and signed on by the Malibu City Council went down in flames before the California Coastal Commission Friday, when the Coastal Commission said all rules governing short term vacation rentals (STR) in the city were null andByvoid.a five to three vote, the commission told the city its plan to regulate overnight rentals was too strict. “In normal times, getting these bills done would be a huge achievement,” Senate Majority Leader Chuck Schumer, D-N.Y., said during the White House ceremony. “But to do it now, with only 50 Democratic votes in the Senate, over an intransigent Republican minority, is nothing short of amazing.”Biden signed the bill into law during a small ceremony in the State Dining Room of the White House, sandwiched between his return from a six-day beachside vacation in South Carolina and his departure for his home in Wilmington, Delaware. He plans to hold a larger “celebration” for the legislation on Sept. 6 once lawmakers return to Washington.Thesigning caps a spurt of legislative productivity for Biden and Congress, who in three months have approved legislation on veterans’ benefits, the semiconductor industry and gun checks for young buyers. The president and lawmakers have also responded to Russia’s invasion of Ukraine and overwhelmingly supported NATO membership for Sweden and Finland. With Biden’s approval rating lagging, Democrats are hoping that the string of successes will jump-start their chances of maintaining control in Washington in the November midterms. The 79-year-old president aims to restore his own standing with voters as he contemplates a reelection bid.The White House announced Monday that it was going to deploy Biden and members of his Cabinet on a “Building a Better America Tour” to promote the recent victories. One of Biden’s trips will be to Ohio, where he’ll view the groundbreaking of a semiconductor plant that will benefit from the recent law to bolster production of such computer chips. He will also stop in Pennsylvania to promote his administration’s plan for safer communities, a visit that had been planned the same day he tested positive for COVID-19 last month. Biden also plans to hold a Cabinet meeting to discuss how to implement the new climate and health care law. Republicans say the legislation’s new business taxes will increase prices, worsening the nation’s bout with its highest inflation since 1981. Though Democrats have labeled the measure the Inflation Reduction Act, nonpartisan analysts say it will have a barely perceptible impact on prices.

Senate Minority Whip John Thune, R-S.D., on Tuesday continued those same criticisms, although he acknowledged there would be “benefit” through extensions on tax credits for renewable energy projects like solar and wind.

In a triumphant signing event at the White House, Biden pointed to the law as proof that democracy — no matter how long or messy the process — can still deliver for voters in America as he road-tested a line he will likely repeat later this fall ahead of the midterms: “The American people won, and the special interests lost.”

The measure is paid for by new taxes on large companies and stepped-up IRS enforcement of wealthy individuals and entities, with additional funds going to reduce the federal deficit.

The legislation includes the most substantial federal investment in history to fight climate change — some $375 billion over the decade — and would cap prescription drug costs at $2,000 out-ofpocket annually for Medicare recipients. It also would help an estimated 13 million Americans pay for health care insurance by extending subsidies provided during the coronavirus pandemic.

“I think it’s too much spending, too much taxing, and in my view wrong priorities,

President Joe Biden signed Democrats’ landmark climate change and health care bill into law on Tuesday, delivering what he has called the “final piece” of his pared-down domestic agenda, as he aims to boost his party’s standing with voters less than three months before the midterm elections.

“In this historic moment, Democrats sided with the American people, and every single Republican in the Congress sided with the special interests in this vote,” Biden said, repeatedly seizing on the contrast between his party and the GOP. “Every single one.” The House on Friday approved the measure on a party-line 220-207 vote. It passed the Senate days earlier with Vice President Kamala Harris breaking a 50-50 tie in that chamber.

Crime Watch is culled from reports provided by the Santa Monica Police Department. These are arrests only. All parties are innocent until proven guilty in a court of law.

Santa Monica Police Department (SMPD) Officers were dispatched to a residence in the 300 block Euclid to investigate a burglary. A citizen witnessed a suspicious person enter a property after grabbing and manipulating several other residential gates. SMPD Officers arrive minutes later and set up a perimeter around the residence. Officers conducted a walkthrough of the property when they saw a male exit the second floor of a rear house (ADU). A foot pursuit ensued, and the suspect was taken into custody a short distance away. The male was identified as Ramiro Martinez, a 38-year-old male of Rancho Cucamonga.

The City of Santa Monica is inviting proposals from firms interested in providing professional services for the Pier Bridge Replacement Project – Design Services, SP2060.

A woman whose family had listed her as missing was found in the Santa Monica Jail last week. The family of Laura McCulloch launched a campaign to find her after she stopped returning calls last week following a date. However, SMPD said McCulloch was arrested on Friday after she threw a drink at a restaurant patron and their 2-year-old child. According to SMPD, McCulloch charged at the responding officers while yelling expletives. Despite efforts to calm her, McCulloch continued to display aggressive behaviors. During efforts to detain her, she became physically combative, kicked at officers and bit one officer on the shoulder.McCulloch, 37 years old from Australia, was arrested, transported to the Santa Monica Jail and booked for public intoxication and resisting arrest.

Airbnb said the screening system that it is rolling out for listings in the United States and Canada has been tested since last October in parts of Australia, where it produced a 35% drop in unauthorized parties. The San Francisco-based company said the technology is designed to prevent a customer’s request for reservation from ever reaching the host of the property involved. Airbnb said people blocked from renting an entire home might be able to book a single room because the host is more likely to be around.

Health officials are warning people who are infected with monkeypox to stay away from household pets, since the animals could be at risk of catching the virus.

Airbnb says it will use new methods to spot and block people who try to use the short-term rental service to throw a party. The company said Tuesday it has introduced technology that examines the would-be renter’s history on Airbnb, how far they live from the home they want to rent, whether they’re renting for a weekday or weekend, and other factors.

The following year, Airbnb announced a worldwide party ban at its listings and banned people under 25 from renting an entire house near their home unless they had a record of positive reviews on the site. The party ban was initially cast as a temporary health measure during the pandemic but was made permanent in June.

The greyhound later developed lesions and was diagnosed with the virus. Monkeypox infections have been detected in rodents and other wild animals, which can spread the virus to humans. But the authors called it the first report of monkeypox infection in a domesticated animal like a dog or cat. Pets that come in close contact with a symptomatic person should be kept at home and away from other animals and people for 21 days after the most recent contact, the CDC advises.

Trump’s angry words spur warnings of real violence

The threats are ominously similar to the online rhetoric that preceded the Jan. 6, 2021, attack on the U.S. Capitol, says Rep. Bennie Thompson, a Mississippi Democrat who chairs the House Jan. 6 committee and the Committee on Homeland Security. “These threats of violence and even civil war – coming predominantly from right-wing extremists online – are not only un-American but are a threat to our democracy and the rule of law,” Thompson said. The search of Trump’s residence was executed based on a lawfully obtained warrant signed by a judge. Those include “a threat to place a so-called dirty bomb in front of FBI headquarters,” along with calls for “civil war” and “rebellion,” according to a copy of the document obtained by The Associated Press.Mentions of “civil war” on platforms including Facebook and Twitter increased tenfold in the hours immediately after last week’s search of Mar-a-Lago, according to an analysis by Zignal Labs, a firm that analyzes social media content.Manyof the posts contained baseless claims suggesting President Joe Biden ordered the FBI to search Trump’s home, or that the FBI planted evidence to incriminate Trump. “Biden sending the FBI to raid a former President, Mr. Donald Trump’s home is a declaration of WAR against him and his supporters,” wrote one poster on the Telegram platform. The intelligence bulletin also noted federal law enforcement officials have identified multiple threats against government officials involved in the Mar-a-Lago search, including calls to kill the magistrate judge who signed the search warrant.

preliminary step in getting the project approved and is required before the proposal can go before the Planning Commission to be granted necessary permits. While members of the ARB cannot deny or approve the project, they provide comments and recommendations regarding design, layout and material choice. “This is a very challenging site for any program, especially an eight-story hotel,” said board member Jesse Campos. “It just takes some getting used to an 84 ft building on a 40 ft lot, but I think for what it’s working with it’s a good first pass.” Other board members echoed Campos’ sentiment and all endorsed the staggered balcony design. However, they did raise concerns about the privacy of the guest rooms, lack of parking and the layout and landscaping of the ground floor level. The ground floor is comprised of the lobby, vehicle guest drop-off area, linear circulation access drive and outdoor eating area along Colorado Avenue. While some amenities including the fitness and business centers will be below ground, no parking is proposed on-site.“I’d like to see more landscaping for sure on the first level,” said board member Barbara Coffman. “With this one, because it’s so narrow, it’s difficult to do but I think to somehow get more landscaping would make it a much friendlier building.” The project will now proceed to the Planning Commission and if approved will return to the ARB for a final review. “It’s an interesting sort of hotel and the quirkiness in response to the challenge of the site I really like, but I think there’s maybe a little more potential that could really make this spectacular architecturally,” Board member Craig Abbot Hamilton said.

COVID Students return to school on Thursday, Aug. 18 and will be greeted with updated, less stringent COVID-19 guidelines than the previous two years. Following the results of a survey of parents and staff, SMMUSD announced it will be providing free weekly at-home antigen test kits to students to be used on a voluntary basis. Of the 3,500 responses, 42% said they preferred this option over mandatory at-home testing or mandatory PCR testing as was done during the previous school year. Masks will also be optional but are strongly encouraged by the district.SMMUSD Superintendent Ben Drati stressed that the new approach goes beyond LA County guidelines, which only recommend testing for individuals displaying COVID symptoms.“Weare taking a more precautious step as a transition, considering survey results.” Drati wrote in a letter sent out to parents and guardians.Healso cautioned that if there is a spike in cases or outbreaks the district will consider returning to mandatory testing. “We are trusting of our families and staff to stay home when sick, and to take the weekly tests to best ensure we are protective of student and staff health while on our campuses,” he wrote.Students have already been provided with an at-home test to be taken within 24 hours of the first day of school. Drati said the district is working on finalizing the plan for how test kits will be distributed to schools for weekly testing throughout the school year. Other COVID precautions the district is taking include regular cleaning of school facilities, provision of additional handwashing and sanitation supplies and installation of air filters in all classrooms. Students and staff who are feeling sick or test positive are asked to stay home and positive test results should be reported to the school.

All SMMUSD K-12 students are eligible for free public transit rides for the upcoming school year as part of LA Metro’s GoPass Fareless System Pass Program. All students wishing to use the free GoPass TAP cards must fill out this form https://bit.ly/MetroGoPass2223form to register, regardless of whether they have previously been enrolled in the program and already have cards or not. Big Blue Bus will be providing free rides to all SMMUSD students from Aug. 18 to Aug. 25 to give students time to renew or obtain their cards. After this date students will be required to present a TAP card or pay a fare to ride.

SMMUSD has announced it will be providing all students with free breakfast and lunch for the 2022-23 school year. The district is requesting that all families eligible for the free and reduced lunch program still fill out an application as the data will contribute to the amount of funding the District receives for programs at Title 1 schools such as music and other enrichment activities. The application is available on the SMMUSD website (https:// www.smmusd.org/Page/4083).

legally valid, the commission chairwoman told Malibu officials. The city proposal to ban overnight rentals unless a host is present was aimed at preventing the rental of party houses. But Coastal staff said it would drive too many Malibu homeowners out of the overnight rentalSilverstein, business.an attorney, had crafted a legal strategy of telling the Coastal Commission staff the city would not negotiate and would simply start enforcing city zoning codes that he said prohibit commercial activity in residential neighborhoods. The problem is the state Coastal Act preempts those zoning codes. And the City of Malibu has never enacted an ordinance that bans overnight rentals of houses; to the contrary, it allows STRs if a tax is paid. Now, even that is in question. The chairwoman of the Coastal Commission said Friday that Malibu has no certified overnight rentals rules, which means a homeowner could violate the Malibu permit, fee and safety requirements with impunity.Atthe Coastal Commission hearing Friday, Silverstein started by attacking the Coastal Commission staff for rejecting the city’s plan to require hosts to be at overnight rentals.“Here what I see constantly — and certainly here today — is a report that simply rejects and denigrates every person who has put in something in support of this compromise proposal,” Silverstein said. “This is a result of a multi-year process in Malibu. People were heard in all directions. This allows short-term rentals. It also protects the residential character of the neighborhoods in Malibu, which, under proper zoning interpretation, should not allow short-term rental to transient visitors at all. “Highest courts in multiple states have addressed this question and directly held that banning zoning ordinances for residential neighborhoods, when properly interpreted, actually preclude short-term rentals — full stop,” Silverstein continued. “I believe that’s the proper interpretation of Malibu’s zoning ordinance.”Coastal Commission Chair Donne Brownsey replied that other states do not have a strongly worded Coastal Act or a Coastal Commission that has a mandate from the voters and the state Legislature to overrule places like Malibu. Brownsey made it clear that the Coastal Commission is running the show, not the mayor pro tem of Malibu, and that the staff report is correct. “You are enforcing an uncertified ordinance … It is a violation of the Coastal Act,” Brownsey said. “So … if anybody doesn’t comply [with Malibu’s STR ordinance], legally, they do not have to comply.” Brownsey said Malibu has no legal leg to stand on if it tries to enforce any supposed rule against renting out a house for any period of time. Malibu cannot apply an ordinance policing STRs until that ordinance is certified as complying with the Coastal Act by the Coastal Commission. In fact, the chairman all but said that by failing to negotiate with Coastal, Malibu has shot itself in the foot. Thus, Malibu’s STR ordinance is dead until Malibu can come up with a compromise acceptable to the Commission. And there is an opening for that. It was a five-to-three vote and some of the Coastal Commissioners felt that overnight rentals are displacing low income people up and down the coast. That coastalpeoplerentals?withthink“BecauseAguirreabsolutelyAguirrecoastaldoessingle-familymultifamilythosetermthat’sthethinkIworkingreallyBeach.AguirreCommissionerincludesPaulafromImperial“Theimpactsarefeltmostlybypeopleandwouldjustaskustoaboutwhetherdisplacementcausedbyshort-rentals,whetherrentalsareinzonesorzones,notimpactourvisitors?”said.“Absolutely—itdoes,”continued.whodoweisbeingdisplacedtheseshort-termIt’stheworkingthatserveourvisitors.”ButtheCoastal

Commission chair had strong words for Silverstein.Brownsey repeated that Malibu cannot enforce any action against people who rent out overnight rentals until it comes up with a plan that is approved by the Commission.

“That’s the law. You just don’t get to pretend it’s not there,” Brownsey said. “You have to come to the Coastal Commission so that we can help you hit the right marks. We’re not trying to get in your way; we’re trying to ensure a balance and that you follow the law. That’s our jobs. We’re not trying to be mean, we’re just trying to do ourThejob.”ball now is back in Malibu’s court.

The city can instruct its staff to meet with Coastal staff to see if some sort of compromise can be worked out on the issue of hosts at overnight rentals and take the ordinance back to the Commission.

Incidentally, one of the major problems for the commissioners was the lack of hotel rooms along the Malibu coast and the need for overnight visitors to rent rooms in houses instead of being able to stay in a hotel. Next week, at its Aug. 23 meeting, the Malibu Planning Commission will consider renewing a permit to convert the last possible big vacant lot in Malibu from hotel uses into a cemetery. A version of this story was first broadcast by KBUU News Malibu.

For visit: “This is an assault on a political opponent at a level never seen before in our Country,” Trump wrote Monday in a post on his Truth Social. “Third World!” Republican Rep. Paul Gosar of Arizona equated the investigation with “tyranny” and tweeted, “We must destroy the FBI.” Another Arizona congressman, Republican Andy Biggs, sought to place some blame on the individual agents who executed the search. “This looked more like something you would see in the former Soviet Union,” Biggs said this week. “Why did all those agents willfully go along?” Republican Sen. John Thune told reporters in Sioux Falls, South Dakota, on Tuesday that though the Justice Department has shown it followed legal protocols in obtaining the search warrant, its reticence about the Trump investigation has caused people to question law enforcement’s motives.“There’s just a lot of unanswered questions that, left to a vacuum, create lots of suspicions among the American people, and the one thing you don’t want is people not trusting law enforcement,” Thune said. Other Republicans have tried to temper the rhetoric, as Arkansas Gov. Asa Hutchinson did during an appearance over the weekend on CNN. “We need to pull back on casting judgment on them,” Hutchinson said of the agents. “The FBI is simply carrying out their responsibilities under the law.”

TRUMP FROM PAGE 5 and a super-charged, super-sized IRS that is going to be going after a lot of not just high-income taxpayers but a lot of midincome taxpayers,” said Thune, speaking at a Chamber of Commerce event in Sioux Falls. The administration has disputed that anyone but high earners will face increased tax scrutiny, with Treasury Secretary Janet Yellen directing the tax agency to focus solely on businesses and people earning more than $400,000 per year for the new audits.

The measure is a slimmed-down version of the more ambitious plan to supercharge environment and social programs that Biden and his party unveiled early last year.

The roots of Republican anger at the FBI go back to the 2016 election and investigations of the Trump campaign’s alleged ties with Russia and of Hillary Clinton’s handling of classified material in a private email account. That fury has only increased as new investigations focus on Trump, his efforts to overturn the 2020 election and his handling of classified material since leaving office. Baseless claims that the FBI secretly framed Trump supporters for their violent actions on Jan. 6 also stoked the ire of conservative social media users. “Well guys you started this civil war,” wrote one poster on Gab “And others are going to sure end it for you.”

Biden’s initial 10-year, $3.5 trillion proposal also envisioned free prekindergarten, paid family and medical leave, expanded Medicare benefits and eased immigration restrictions. That crashed after centrist Sen. Joe Manchin, D-W.Va., said it was too costly, using the leverage every Democrat has in the evenly divided Senate. During the signing event, Biden addressed Manchin, who struck the critical deal with Schumer on the package last month, saying, “Joe, I never had a doubt” as the crowd chuckled. Later, outside the White House, Manchin said he has always maintained a “friendly relationship” with Biden and it has “never been personal” between the two, despite Manchin breaking off his negotiations with the White House last year. “He’s a little bit more vintage than I am, but not much,” Manchin said of Biden.

Though the law is considerably smaller than their initial ambitions, Biden and Democrats are hailing the legislation as a once-in-a-generation investment in addressing the long-term effects of climate change, as well as drought in the nation’s West. The bill will direct spending, tax credits and loans to bolster technology like solar panels, consumer efforts to improve home energy efficiency, emission-reducing equipment for coal- and gas-powered power plants, and air pollution controls for farms, ports and low-income communities. Another $64 billion would help 13 million people pay premiums over the next three years for privately bought health insurance under the Affordable Care Act. Medicare would gain the power to negotiate its costs for pharmaceuticals, initially in 2026 for only 10 drugs. Medicare beneficiaries’ out-of-pocket prescription costs would be limited to $2,000 annually starting in 2025, and beginning next year would pay no more than $35 monthly for insulin, the costly diabetes drug. Rep. Jim Clyburn, D-S.C., a powerful political ally to Biden, noted during the White House ceremony that his late wife, Emily, who battled diabetes for three decades, would be “beyond joy” if she were alive today because of the insulin cap. “Many seem surprised at your successes,” Clyburn told Biden. “I am not. I know you.”

Associated Press writers Alan Fram and Darlene Superville in Washington, and Stephen Groves in Sioux Falls, S.D., contributed to this report.

But many in the conservative media haven’t heeded that advice. “The raid on Mar-a-Lago was not an act of law enforcement, it was the opposite of that,” Tucker Carlson said on his Fox News show Monday night. “It was an attack on the rule of law.” Fox also shared a doctored photo that falsely depicted the judge who signed the warrant receiving a foot massage from Ghislaine Maxwell. Maxwell was sentenced in June to 20 years for helping her boyfriend Jeffrey Epstein abuse underage girls. The original photo was not of the judge but of Epstein, who committed suicide in 2019 while awaiting trial. Fox News’ Brian Kilmeade later said the doctored image was shared as a joke.
