The Residential Tenancy Branch’s new Compliance and Enforcement Unit is playing a key role in making sure both landlords and renters understand and follow the rules. It is also taking strong action against serious offenders.

By removing the extra 2%, renters living in a $1,250 per month apartment (the average rent in B.C.) can save up to $300 next year. People in an average two-bedroom apartment in Vancouver can save up to $471 annually. These savings complement improvements to both the Shelter Aid for Elderly Renters program and Rental Assistance Program, which help low- and moderate-income seniors and families afford to rent in B.C. In addition to these savings, the Province is also taking steps to strengthen protections for renters and limit evictions related to renovations. The Province has increased compensation for bad-faith evictions, strengthened requirements for eviction notifications and issued new Residential Tenancy Branch guidelines in July 2019 that will provide landlords and renters with stronger guidance on:

A Little Boy with a Big Dream: The Honourable Ed Fast About 50 years ago, Edward was just another 9-year-old boy living in Vancouver, growing up in a house with 7 siblings. It was a late evening in November 1964 when his father walked in with a television to their home. This was a rare occurrence in the Fast household, for a television was only brought in for major events; the Grey Cup, the Stanley Cup, and the elections. This time it was for the Presidential debate for the 45th USA quadrennial election between incumbent Democratic President Lyndon B. Johnson and Barry Goldwater, the Republican nominee. It was a school night, and it was expected of Edward to be in bed at the time of the programming. But to his utter surprise, he was invited by his father to stay up and watch the debate with him. Ed remembers every detail of the evening like it was yesterday, after all it was the day- as he claims that “the seed was planted.” Now, fast-forward to 2019, The Honourable Ed Fast stands undefeated for well over a decade, serving Abbotsford as a Member of Canadian Parliament. Ed Fast graduated from law school at the University of British Columbia in 1982, and went on to cofounding a law firm in which he worked for a number for years. Having a role in influencing government operations was something that Ed always wanted to do, however due to the commitment that came with the role, coupled with a young family of 4 daughters and his wife, it was simply not possible at that time.

In 2011, former Prime Minister Step h e n Harper a p pointed Fast to Cabinet to serve as Canada’s Minister of International Trade, which Ed says has been “the most gratifying role of his political career.” As minister, Ed travelled world wide representing Canada in international affairs and upheld the responsibility for development of the Government of Canada’s Global Markets Action Plan. Through this plan, Ed’s goal created a competitive Canadian economy by deepening Canada’s trade and investment ties with growing economies around the world. He accomplished free trade agreements with European Union, South Korea, Ukraine, as well as the Trans Pacific Partnership. Moreover, he oversaw negotiations made with Israel and Chile on modernizing free trade agreements and commenced free trade negotiations with India and Japan. In 2015, Ed Fast became the longest serving Minister of International Trade in Canada. However with the majority win for the Liberal Party of Canada in 2015, Ed Fast claims that many international relationships have been severed. His deepest concern with the Trudeau government is that the “they did not make trade the number one priority, they made the Prime Minister’s branding the number one priority” during overseas trips. Fast believes Andrew Scheer, leader of the Conservative Party, possesses the right diplomatic behaviour to reclaim Canadian leadership on the world stage.

The Fast family later moved to Abbotsford where Ed became an active member of local governing bodies. He was elected in 1985 as an Abbotsford School Board Trustee where he served two terms, and then elected to Abbotsford City Council in 1996 where he served for another three terms. With that being said however, Fast also commends the hospital staff, as he is confident in that once patients are through the doors they are cared for as medical staff go over and beyond their duties to provide for patients. A major concern in Canada since the 2015 elections has been the implications of marijuana legalization. While the Conservative Party does not oppose the legalization, members including Fast express their concerns around some of the current policies. He believes that the current government has simply not put enough logistical consideration into the law; it was done hastily and inefficiently. One of Ed’s major concerns is the impact of the current policies on youth. While the current law does not allow individuals below the age of 18 to buy the drug, it is not illegal for them to possess the drug. This puts into question- what sources do youth rely on to get the drug? Since youth are not legally able to purchase the drug, they resort to illegal trading and purchase of the drug which not only makes them criminals but also

vulnerable to laced drugs leading to overdoses. Fast believes that it is time for “a government that does not break promises, unlike Justin Trudeau.” His plan moving forward with the Conservatives includes environmental focus including development of environment focussed technology which would generate an abundance of revenues for the government to use for social programs. The Conservatives have recently also announced Green Home Renovation Tax Credit which would help decrease greenhouse gas emissions in Canada. Ed Fast officially announced his candidacy in the 2019 Federal Elections, and once again seeks Abbotsford’s votes in allowing him to represent the city in the Canadian Parliament on October 21st. His message to the residents of Abbotsford is to continue being one of the most generous cities in the entire country and continue showcasing our compassion for one another through all the good and tough times. Ed Fast also urges Abbotsfordians to take interest in government relations, fight for our rights, and most importantly be free and independent thinkers.

Increased funding to improve students’ mental health

“Students need a safe place to say, ‘I’m not ok’, whether they’re struggling with anxiety or depression or any mental health issue,” said Judy Darcy, Minister of Mental Health and Addictions. “This investment will help provide students, parents and educators with the tools they need to support mental well-being for students across B.C. for years to come.”

“We know there is a gap in student success for those who struggle with mental health challenges in B.C.,” Fleming said. “With this funding, we want to ensure all students – no matter where they live or the size of their school – are able to get the quality help they need, when they need it.”

Darcy and Rob Fleming, Minister of Education, made the announcement surrounded by students, families and teachers at Esquimalt High school. Funding will be used to provide individual grants to all 60 school districts, as well as independent schools, to help them better support mental health for all children and for

School districts and independent schools are asked to focus on initiatives related to mental health literacy, programs and supports that recognize and respond to the effects of all types of trauma, as well as social and emotional learning. School districts will work with their Indigenous partners in the planning of all activities to ensure they are culturally safe and meet the needs of Indigenous youth.

Funding will also be used to support the professional development of educators to help teachers and school districts develop a co-ordinated and consistent approach to mental health in schools throughout the province. This will include engagement with school leadership organizations, partner organizations, families and students. Funding will also support the 2020 School Community Mental Health Conference. This third-annual conference will, once again, bring together approximately 500 representatives of B.C. public, independent and First Nations schools, police, health au-

Something you expect to fall into place easily could come up with some unforseen surprises. For this reason you should not take a risk with anything in the hope that it works in your favour.
