Nocatee Town Center East is in line to gain a grocery store along Crosswater Parkway across from a Publix Super Markets location, which operates in Nocatee Town Center. A retail center is planned on 8.26 acres along Crosswater Parkway that would be anchored by a 25,098-square-foot grocery store. No tenant is identified,

although it fits the size of a GreenWise Market by Publix. That is the Lakeland-based chain’s organic and natural foods brand whose new stores are about 25,000 to 28,000 square feet, about half the size of the traditional Publix stores. Publix spokesman Dwaine Stevens did not confirm the location. “We do not have a signed lease at the described location and are unable to comment without a SEE GREENWISE, PAGE 2

McKesson’s Gate Parkway office in review

Medical-surgical firm will anchor building at Southside Quarter. The city is reviewing a construction permit application for the four-story, 125,769-squarefoot office building to be leased to McKesson Corp. in Southside Quarter. No construction cost is included. The building is planned on 7.75 acres at 6651 Gate Parkway. Elkins Construction LLC is the contractor. It also was the contractor for the $3.5 million foundation project. McKesson said in January it agreed to anchor the building. Houston-based Hines said it would lease the structure to McKesson’s Medical-Surgical business. City Council approved a $700,000 Recapture Enhanced Value grant that calls for McKesson to retain 428 jobs and create at least 10 more at an average salary of $45,562. Construction must be completed by the end of 2019. McKesson has said it intends to relocate from Southpoint to the new building in the summer of 2019. The office building is the first of two planned at Southside Quarter, which is at southwest Butler Boulevard and Interstate 295. SEE MATHIS, PAGE 3

What’s happening in FSCJ president search The committee searching for the next president at Florida State College at Jacksonville said Friday it anticipates filling the position by spring. Former President Cynthia Bioteau retired May 31. The college is being led on an interim basis by Foley & Lardner partner Kevin Hyde, right, who said he is not interested in the permanent job. The first new GreenWise Market opened Oct. 4 in Tallahassee with three more opening next year in Lakeland, Boca Raton and Mount Pleasant, South Carolina. One also is planned in Marietta, Georgia. Publix.com said the GreenWise Market focuses on the specialty, natural and organic sector. “Our new GreenWise Market concept celebrates specialty, natural and organic foods, and we think foodies and healthconscious customers alike will love what the store will offer,” said Kevin Murphy, Publix senior vice president of retail operations, in a news release in March announcing the Lakeland store. The release said Publix continues to look for additional GreenWise Market locations throughout its operating area. Publix said the Tallahassee store includes a beverage bar — serving kombucha, local craft beer, wine, smoothies and locally roasted coffee — and a large mezzanine where customers can eat and connect. Stellers Gallery returns to San Marco Square Stellers Gallery is back on San Marco Square. The art gallery, established in 1985, moved into 2,500 square feet at 1990 San Marco Blvd. The space previously housed The Snob designer consignment shop, which moved to another spot on the square, and is known for another previous well-known tenant, Karl’s Clothiers. The full-service fine art gallery had operated for 25 years at 1409 Atlantic Blvd. on the square until April 2017 when it moved next to Hugo’s Furniture on Philips Highway when the gallery building was sold. That building now is the headquarters for the Jacksonville-based Industry West e-commerce furniture business. Gallery owner and art dealer Scott Riley opened Stellers Gallery when he began to represent his brother, wildlife and environmental artist, C. Ford Riley. The gallery was named after one of Ford Riley’s first successful paintings, the Stellers Jay. Their brother, Paul Riley, is an artist. Their late mother, Maureen, also was a painter and founded the “Artist Five” group of women artists. Scott Riley has worked with many Jacksonville artists, including Jim Draper, Steve Williams and Dennis Campay.

Memorial buys Philips Highway land from Gate

Memorial Healthcare Group Inc. bought 2 acres along Philips Highway from Jacksonville-based Gate Petroleum Co. for development of a freestanding emergency room. The site is northeast along Philips Highway south of Interstate 295. Nashville-based Memorial paid $1.8 million for the land in the sale that closed Oct. 17. The deed allocates concurrency rights for up to 15,000 square feet for a free-standing ER. It can be expanded by 5,000 square feet if done within 10 years, the deed shows. In Jacksonville, Memorial operates two free-standing emergency centers in East Arlington and in Mandarin. Memorial Hospital is based at University and Beach boulevards where it has expanded its emergency department. “We continuously look for ways to serve the needs of our rapidly growing community,” said Ilyssa Drumm, associate vice president of public relations and communications. “That includes purchases of land for anticipated future use as growth dictates,” she said.

Pattillo takes another step toward warehouse Pattillo Industrial Real Estate took another step toward developing a 1.2 million-square-foot distribution warehouse in NorthPoint Industrial Park. Pattillo submitted plans Oct. 16 to the St. Johns River Water Management District for the project, which is a 400,000-square-foot structure that can

be expanded by 800,000 square feet. The site is along Port Jacksonville Parkway at New Berlin Road. The project is called Building 11. Pattillo Vice President Peter Anderson said previously the company was preparing for future construction because of active prospects in the market. He said the speculative building is designed for a single user and the final size would depend on the business that will occupy it. At 1.2 million square feet, the project could represent an investment of up to $48 million. Several speculative warehouses are in design in Jacksonville at that size.

Brightwork plans retail, gas station along Gate Tampa-based Brightwork Real Estate’s plans for the 14 acres it will develop along the west side of Gate Parkway comprise 225,119 square feet of storage, retail and gas-station space. A conditional capacity availability statement shows 120,000 square feet for self-storage; 13,000 square feet of retail space; 86,000 square feet for a furniture store; and a 6,119-square-foot gas station and convenience store with 16 fueling positions. Florida-based Baer’s Furniture Co. will build the furniture store and Wawa Inc. is the gas station. The site is across Gate Parkway from Ikea.

Bozard Ford converting Gander Mountain St. Johns County is reviewing development plans for Bozard Ford Co. to convert the former Gander Mountain store into a Bozard Lincoln dealership. Bozard Ford Co. bought the Gander Mountain property at 550 Outlet Mall Blvd. in St. Augustine for $5.6 million. It is next door to the current Bozard Ford Lincoln dealership at 540 Outlet Mall Blvd. A site plan shows the 73,200-squarefoot Gander Mountain building will be remodeled for Bozard Lincoln sales and service. A Bozard Lincoln showroom and a service center also are shown on plans. Matthews Design Group of St. Augustine is the agent.

Retail notes n The Pablo Plaza plans filed with the St. Johns River Water Management District show a 34,980-square-foot Whole Foods market flanked to the south by Home Goods and to the north with Marshalls, PetSmart and Office Depot. Another retail store is south of Home Goods but not identified. The Regency Centers Corp. plaza is at 1954 Third St. S. at 23rd Avenue South in Jacksonville Beach. CPH Inc. is the civil engineer. n Diamonds Direct is building-out its 6,024-square-foot store in The Strand at Town Center. ShayCore Enterprises is the contractor for the $595,000 project at 4888 Town Center Parkway. Diamonds Direct, renamed from Global Diamonds, will relocate from The Markets at Town Center. n The Escape Game is building-out at St. Johns Town Center. The 3,743-squarefoot space at 4720 Town Crossing Drive, No. 107, a former card store, will be renovated at a cost of $608,730.

Stellar to renovate hall at Jacksonville University

ULI announces inaugural leadership class

Jacksonville-based Stellar said it has begun a $9.3 million renovation of Botts Hall at Jacksonville University. The construction management, design-build and contracting services firm said it will demolish and upgrade existing residence hall living spaces. Work includes student residence rooms, open study areas, laundry facilities, community kitchens, lounge areas, the lobby reception area and the basement. Renovations are expected to be complete in July. The four-story, 58,000-square-foot building was built in 1967 as an allfemale residence hall. It now serves as a co-ed hall and houses JU’s athletics department. Athletic offices and a wing will remain operational during the project. The project manager is Matthew Hartley.

The Urban Land Institute North Florida announced its inaugural Center for Leadership program participants. The Leadership Class of 2019 comprises 28 members in planning, development, real estate, law, construction, city and county government, engineering and related professions. From September through May, the class will comprise eight full-day seminars that include industry education, property tours and meetings with industry leaders and elected officials. By way of information, a community development district is a local unit of special purpose government authorized by statute to ensure the provision of infrastructure to serve community developments subject to state and local regulatory requirements governing the lawful use and development of the property. Establishment of a district pursuant to Chapter 190, Florida Statutes, is not a development order under Chapter 380, Florida Statutes. A statement of estimated regulatory costs (“SERC”) was prepared by Rizzetta & Company, Inc., in compliance with Section 120.541, Florida Statutes, as required by Section 190.005, Florida Statutes. The complete text of the SERC is contained as Exhibit 8 to the Petition. By way of summary, the SERC indicates the type of individuals and entities most likely to be affected by the ordinance are the landowners within the District. The SERC estimates that establishment and enforcement costs to the above-described entities will be modest; and, that there will be little to no negative impact on state and local revenues from the establishment of the District. Further, the SERC provides that future property owners within the District will be affected by the proposed ordinance to the extent that the District issues debt for the construction of infrastructure and undertakes operation and maintenance responsibility of that infrastructure. Finally, the SERC concludes that the establishment would have no negative impact on small business and that the City of Jacksonville is not a “small city” as defined by Section 120.52, Florida Statutes. Interested persons are advised that, if a person decides to appeal any decision made by the City Council with respect to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
