Project Danville is United Parcel Service Inc., according an economic development agreement released today by the city. City Council adopted legislation Jan. 22 for Danville, which was not identified as UPS during the legislative process. UPS proposes to hire 87 employees at an average annual salary of $57,540 by year-end 2022 at 9431 Florida Mining Blvd. E. in South Jacksonville, near The Avenues mall, according to the agreement. The project is described as a $50 million investment that comprises building renovations and the purchase of equipment and other tangible personal property. The $50 million capital investment would comprise $5 million for real estate improvements and $45 million for machinery, equipment, furniture and fixtures. The city and UPS signed the agreement Feb. 15 in which the city agreed to pay up to $52,200 as its part of a $261,000

The Jacksonville Port Authority board approved a 25-year, $238.7 million contract Monday with Seattle-based SSA Marine LLC to enlarge its presence at Blount Island. The agreement expands SSA’s 50-acre International Gateway Terminal facility to 80 acres by 2023 so it can increase service for Asian shipping lines. SSA could expand to 120 acres as land

becomes available. According to the deal, SSA will invest about $129 million into the facility, providing JaxPort with $28 million in upfront payments over the first three years of the contract to pay for the exclusive use of three new 100-gauge cranes. JaxPort CEO Eric Green said the money will go toward the ongoing approximately $484 million harbor deepening project to dredge an 11-mile stretch of the St. Johns River from the Atlantic Ocean to Blount Island.

Capener leaving Davis College of Business Jacksonville University Davis College of Business Dean Don Capener has accepted an appointment as associate dean of the Woodbury School of Business at Utah Valley University in Ogden, Utah. Capener’s last day at JU is April 27. Plans are underway to name an interim dean within 30 days, concurrent with a national search to appoint a permanent dean that will be concluded by July 1, 2020, according to JU interim Provost and Senior Vice President of Academic Affairs Christine Sapienza.

the Port Authority,” Green said. “What this means is we’re on the map.” JaxPort plans to invest $109 million for the rehabilitation and upgrades to prepare berths 33-35 at the facility to accommodate two post-Panamax vessels. Green said the deal protects and creates more than 3,000 port-related jobs across the region. SSA Conventional President Mark Knudsen said North Florida is a prime market to increase the company’s container business from Asia. “We see a lot of investment in warehouse and distribution facilities in the Jacksonville area,” Knudsen said. “That to us is the market saying this is a good place to invest.” Knudsen said Jacksonville’s growing population, proximity to major interstates and the JPA’s commitment to growth were factors in the deal. “This expansion also wouldn’t be possible without the deepening project they’re working on here,” Knudsen said. “We see that as an investment in the entire Southeast region.” Knudsen said the company will begin preparing the property over the next few months. “Right now, the pavement profile isn’t strong enough to handle the stacking volumes we expect in the future, so we’ll address that,” Knudsen said. “We’re starting with the permit process and the engineering and design stuff,” he said. The expansion is expected to be completed by 2023 to coincide with the port’s dredging project. SSA Marine is a subsidiary of Carrix Inc., which operates more than 250 facilities across the globe. Knudsen said the company’s board of directors approved the contract Feb. 26. Jacksonville City Council President Aaron Bowman and U.S. Rep. John

Rutherford also attended the Monday announcement. Bowman said the agreement solidifies Jacksonville’s decision to proceed with dredging. “This is what we’ve been waiting for,” Bowman said. “This is the justification of why we’re doing the dredging, of why this port is on an amazing growth path.” Rutherford said the federal government will continue to support the port’s growth. “We’ve been saying all along that we want to see Jacksonville and JaxPort become the logistics hub for the Eastern Seaboard,” Rutherford said. The port authority has agreements with two companies running international container shipping terminals in Jacksonville, SSA Marine and TraPac LLC, which operates at the nearby Dames Point Marine Terminal. Green said JaxPort staff approached both operators last year about expanding at Blount Island. “They thought at this particular time it was best that they take a pass on the negotiations,” said Green about TraPac. He said JaxPort was talking with TraPac about expansion. In a statement released Monday, TraPac President and CEO Stephen Edwards said the company appreciates and values the relationship with JaxPort. “Since forming our partnership, we have seen how important it is for us to have a strategic working relationship with (Green) and (his) staff in order to advance our mutual interest – growing jobs and supporting the economic viability of the shipping industry in Jacksonville,” he said in the release. Edwards said TraPac “looks forward to our upcoming meetings with Eric and his team so that we can explore through ongoing dialogue how we can advance and grow our opportunities that are in our mutual interests.” DCAWTON@JAXDAILYRECORD.COM @DAVIDCAWTON (904) 356-2466

PARC Group unveils its plans for eTown Homes, apartments, retail stores and amenities designed along Interstate 295 and Florida 9B in southern Duval County. FROM STAFF

The PARC Group on Monday unveiled its plans for eTown, what it calls its smart-living community in southern Duval County at Interstate 295 and Florida 9B. Etown features single-family homes, apartments, retail uses and amenities. The Welcome Center and initial neighborhoods are scheduled to open this summer. The community is 3 miles south of St. Johns Town Center. Developers said in a news release that eTown is built on four principles: community, technology, convenience and sustainability. It will feature smart-home technology, Zero Energy Ready Homes, eco-friendly features, community-oriented amenities, pedestrian- and electric car-friendly trails, and access to neighborhood services. Etown is designed with parks, ponds and paths throughout the community, with 50 percent of its acreage remaining undeveloped to preserve what the release said is much of the area’s long leaf pine habitat.

Special to the Daily Record

”The Hub” at eTown will feature a gourmet cafe, traditional and co-working offices and evening gathering spaces with outdoor seating.

The news release said the vision for the community is to strike a balance between convenient development and natural outdoor spaces. “ETown is a one-of-a-kind community and a complete rethink of Jacksonville living,” said Roger O’Steen, chairman and founder of The PARC Group, the master developer of eTown and as well as Nocatee in St. Johns County. “With state-of-the-art homes,

canopied walking trails, resortstyle amenities, and cafes and shops just a golf cart ride away, eTown offers a fresh approach to the modern lifestyle,” he said in the release. Elements of eTown are: THE VILLAGE CENTER

Village Center is described as a walkable town center to comprise retail shops, restaurants and neighborhood services, as well as the Hub,” the eTown wel-

come center. The Hub will feature a gourmet cafe, traditional and co-working offices and evening gathering spaces with outdoor seating. The eTown Hub is scheduled to open this summer. Village Center retail will be announced later. “Residents will benefit from the community’s central location. The St. Johns Town Center, University of North Florida and the region’s fastest growing employment centers are right around the corner,” said Mike White, The PARC Group’s director of planning and development.” AMENITY CENTER

Etown’s 5-acre amenity area will include a resort-style pool with zero entry and an adjoining three-lane lap pool; a high-tech fitness center with an outdoor yoga lawn; a “Bier Garden” with lounge seating; a fire pit; a playground; an event lawn; and a lakeside dog park. Amenities are available only to eTown residents. The amenity area is scheduled to open in spring 2020.
