moz_crlite_query decodes that as CertID(f11c3dd048f74edb7c45192b83e5980d2f67ec84b4ddb9396e33ff5173ed698f-9796e3b017a29f0d), where the last segment is missing its leading zeroes, leading to inaccurate results.

Python doesn't like integer values with leading zeroes, and I can't seem to
make pyasn.1 provide the serial number in a format where I can obtain the raw
DER-encoding.
This works around the problem by testing the top bit after big-endian-ing the
value, and if it's set, retry the filter checks with a prepended leading zero.
