Introduction<br />

1 Introduction<br />

1.1 <strong>The</strong> <strong>Royal</strong> <strong>Borough</strong> <strong>of</strong> Windsor and Maidenhead has prepared a Strategic Housing Land Availability<br />

Assessment (<strong>SHLAA</strong>). <strong>The</strong> <strong>SHLAA</strong> is not a policy setting document nor does it indicate or determine whether<br />

a site could be allocated for development. It includes sites promoted by landowners as being available for<br />

development and is one part <strong>of</strong> an evidence source to inform the development plan making process and provide<br />

background evidence. It will be used to inform both the Core Strategy and the subsequent Delivery and<br />

Development Principles DPD’s which together will consider the appropriate policy approach to deliver housing<br />

for the <strong>Royal</strong> <strong>Borough</strong> set out by the published South East Plan.<br />

<strong>The</strong> <strong>SHLAA</strong> does not allocate land for development. It will list and map the sites within the <strong>Royal</strong> <strong>Borough</strong><br />

<strong>of</strong> Windsor and Maidenhead that have been promoted by the landowner as having the potential for housing<br />

development. <strong>The</strong> decision regarding which sites will actually be selected will be made in the Local<br />

Development Framework documents that will be subject to full public consultation before any decision is<br />

made.<br />

1.2 PPS3 requires Local Planning Authorities to identify sufficient specific deliverable sites to enable the<br />

delivery <strong>of</strong> a rolling 5 year supply <strong>of</strong> deliverable land for housing. In addition Local Authorities are required to<br />

identify a further supply <strong>of</strong> specific developable sites for years 6 to 10 and, where possible, for years 11 to 15.<br />

This will be drawn from information contained within the <strong>SHLAA</strong>.<br />

1.3 <strong>The</strong> published South East Plan sets a target for the delivery <strong>of</strong> 6920 dwellings for the <strong>Royal</strong> <strong>Borough</strong><br />

between 2006 and 2026, which equates to 346 dwellings per annum. <strong>The</strong> <strong>SHLAA</strong> will provide the details <strong>of</strong> the<br />

sites available to help deliver this target.<br />

1.4 <strong>The</strong> first <strong>SHLAA</strong> for the <strong>Royal</strong> <strong>Borough</strong> was published in January <strong>2009</strong> and the current document is the<br />

first annual update and reflects changes to the availability <strong>of</strong> promoted sites. New sites that have come forward<br />

for potential development have been included together with new housing commitments. Those sites on which<br />

development has been completed have been removed.<br />

Background<br />

1.5 In the past, local planning authorities have undertaken Urban Potential Studies to identify land suitable<br />

for housing. However these previous studies did not involve the rigorous assessment <strong>of</strong> the sites, particularly<br />

in terms <strong>of</strong> their deliverability or developability.<br />

1.6 <strong>The</strong> requirement to undertake a <strong>SHLAA</strong> has been set out by PPS3 Housing (November 2006). More<br />

detailed guidance is contained within <strong>The</strong> Strategic Housing Land Availability Assessment Practice Guidance<br />

(July 2007). Work commenced on the <strong>SHLAA</strong> for the <strong>Royal</strong> <strong>Borough</strong> <strong>of</strong> Windsor and Maidenhead during<br />

September 2007 and the methodology for undertaking the study was written to meet the requirements <strong>of</strong> the<br />

guidance issued by Government. Following the publication and consultation on the <strong>SHLAA</strong> methodology during<br />

late 2007 / early 2008 work was undertaken to prepare the <strong>SHLAA</strong>. <strong>The</strong> first <strong>SHLAA</strong> report was published by<br />

the <strong>Royal</strong> <strong>Borough</strong> in January <strong>2009</strong>.

2.1 <strong>The</strong> Practice Guidance referred to above, identifies the 10 main steps in the production <strong>of</strong> a <strong>SHLAA</strong>.<br />

<strong>The</strong>se are set out in Figure 1 below.<br />

Stage 1: Planning the Assessment<br />

2.2 Government Guidance suggests that a <strong>SHLAA</strong> should preferably be carried out at the sub regional level<br />

for separate housing market areas. With 6 local authorities in Berkshire, to undertake a joint study would be<br />

a difficult logistical exercise, particularly given that each authority is at a different stage in the development <strong>of</strong><br />

their Local Development Framework. Consequently an <strong>of</strong>ficer level Working Group was set up with other<br />

Berkshire Unitary Authorities to enable the development <strong>of</strong> a common approach that would be used for the<br />

development <strong>of</strong> the <strong>SHLAA</strong> Methodology for each authority. It was accepted however that there would remain<br />

some differences between each authority as each individual <strong>SHLAA</strong> was progressed and developed. It was<br />

anticipated that such an approach will enable the aggregation <strong>of</strong> the output from each authority at a later date<br />

to form a strategic overview for the larger market area.<br />

2.3 A draft <strong>SHLAA</strong> methodology for RBWM was published in November 2007 and key stakeholders were<br />

consulted at that time to allow them to comment on it. A copy <strong>of</strong> the draft methodology was placed on the<br />

Council’s website. At the same time a wide range <strong>of</strong> landowners and agents were also contacted in order to<br />

help identify sites that might become available for development up to 2026. A newspaper advert in the local<br />

press was also used to help identify potential sites. During March to May <strong>2009</strong> consultation took place on both<br />

the RBWM <strong>SHLAA</strong> and the Local Development Framework Options Paper. Comments were requested from<br />

developers, landowners and local groups and these have been included where appropriate. During the<br />

consultation process a number <strong>of</strong> additional sites were promoted for inclusion in the <strong>SHLAA</strong> by landowners.<br />

<strong>The</strong> new sites received were assessed and included in the <strong>SHLAA</strong> where appropriate.<br />

2.4 During early November <strong>2009</strong> a workshop was held with representatives from the development industry<br />

and planning agents to discuss the density matrix for the <strong>SHLAA</strong> and also examine the specific types <strong>of</strong><br />

development that would be considered to be most appropriate for each site. <strong>The</strong> discussion has helped to<br />

validate the density matrix and also inform the housing yields attributed to individual sites.<br />

Stage 2: Determining the Sources <strong>of</strong> Sites Included in the Assessment<br />

2.5 <strong>The</strong> assessment seeks to maximise the identification <strong>of</strong> potential housing sites and a rigorous search<br />

was undertaken to identify as many opportunities as possible. A number <strong>of</strong> sources were used in this search<br />

and included sites both within the planning process as well as those outside it. <strong>The</strong>se are detailed below:<br />

2.8 Particular types <strong>of</strong> land or areas may be excluded and these specific exclusions are detailed in Figure 2<br />

overleaf. It should be noted that the exclusion criteria used have been agreed amongst the 6 Berkshire Authorities.<br />

In order to make the consideration <strong>of</strong> sites manageable, a minimum threshold size <strong>of</strong> 0.25ha was applied to<br />

the site search. However sites falling below this minimum threshold do represent a significant source <strong>of</strong> supply<br />

<strong>of</strong> development sites for the <strong>Borough</strong>. Consequently these smaller sites have been considered under Stage<br />

9 (Broad locations) <strong>of</strong> the <strong>SHLAA</strong> process.

2.12 All potential sites identified through both stages 2 and 3 were mapped at a scale <strong>of</strong> 1:1250 prior to a<br />

more detailed assessment being undertaken. All duplicate sites were removed.<br />

Stage 4: Determining which Sites and Areas will be Surveyed<br />

2.13 From the sites identified by stages 2 and 3 above, all those that were significantly affected by the<br />

exclusion criteria set out above were removed and not assessed further. Site visits were undertaken for all the<br />

remaining sites (except for those forming part <strong>of</strong> the housing commitments).<br />

Stage 5: Undertaking the Site Surveys<br />

2.14 All sites remaining within the scope <strong>of</strong> the <strong>SHLAA</strong> were individually site visited by <strong>of</strong>ficers <strong>of</strong> the Planning<br />

Policy Team. It was considered important to visit each one to establish its characteristics in context with its<br />

wider environment. A pro-forma was used by <strong>of</strong>ficers visiting each site to ensure consistency in the recording<br />

<strong>of</strong> site information. <strong>The</strong> pro-forma set out to record key information including the topography, site features,<br />

boundary details, access, land use and surrounding land uses.

Stage 6: estimating the Housing Potential <strong>of</strong> Each Site<br />

2.15 For each potential site, a yield has been calculated using the pattern book approach set out in Figure<br />

3. <strong>The</strong> density levels set out by the matrix have been informed by trends observed in schemes granted planning<br />

permission within the <strong>Borough</strong> in recent years. <strong>The</strong> new matrix allows for greater flexibility than that previously<br />

used by the Urban Potential Study (2006) and reflects both the accessibility <strong>of</strong> the site as well as the type <strong>of</strong><br />

built form appropriate for it. As part <strong>of</strong> its development the new matrix has been considered by a selection <strong>of</strong><br />

local developers and planning agents who attended the RBWM <strong>SHLAA</strong> workshop in November <strong>2009</strong>. This<br />

resulted in some adjustments being made.<br />

2.16 To ensure that the yields being attributed to each site contained within the <strong>SHLAA</strong> are realistic advice<br />

has been taken at the recent workshop as to the form <strong>of</strong> built development that would be most appropriate.<br />

<strong>The</strong> assessment was undertaken with the aid <strong>of</strong> detailed site maps, aerial photographs and the local knowledge<br />

<strong>of</strong> the attendees. <strong>The</strong> densities set out by the matrix represent the highest yield that site is likely to produce. It<br />

should be noted that for sites where there are particular constraints such a trees or where the site is visually<br />

important, the developable part <strong>of</strong> the site has been reduced to reflect this. Where sites have either an extant<br />

planning permission or a recently lapsed consent, the actual number <strong>of</strong> units for which permission has been<br />

granted has been used as the yield figure. <strong>The</strong> yield for sites which have been subject to a recent refusal <strong>of</strong><br />

permission (which remain within the scope <strong>of</strong> the <strong>SHLAA</strong>) has been based on the number <strong>of</strong> units applied for<br />

but adjusted to take account <strong>of</strong> specific reasons for refusal.<br />

2.17 <strong>The</strong> site information gathered by desktop reviews as well as through site visits and consultation with<br />

site owners was used to help establish whether the site was:

Deliverable – available now and there being a reasonable prospect that the site will be delivered within<br />

5 years<br />

Developable – in a suitable location for housing development and that it will be available for and could<br />

also be developed at a specific point in time<br />

2.18 This assessment has been undertaken in three stages, looking at the land suitability, availability and<br />

achievability for housing development.<br />

Suitability<br />

2.19 A comprehensive list <strong>of</strong> criteria was used to inform the suitability <strong>of</strong> sites for housing (see Appendix 1<br />

for list). GIS was also used to assess how individual sites were affected by the exclusion criteria (see Figure 2<br />

for list). Sites falling wholly within the key exclusion criteria were automatically excluded, however, where a<br />

site was only partly affected a judgement was made as to whether the site was excluded entirely or whether<br />

the site should remain included but with a reduced site area.<br />

Availability<br />

2.20 <strong>The</strong> owners / promoters <strong>of</strong> sites contained within the <strong>SHLAA</strong> were contacted to establish whether they<br />

still wished to have their site considered as a potential housing site. At the same time they were asked to indicate<br />

when they considered that the site would be likely to come forward for development.<br />

2.21 This information has been used to help inform the timing <strong>of</strong> housing delivery for each specific site.<br />

2.22 Sites with either a recent refusal <strong>of</strong> planning permission or where permission has recently lapsed and<br />

where there is a reasonable prospect <strong>of</strong> development are also considered to be developable.<br />

Achievability<br />

2.23 Up until recently there has been a trend <strong>of</strong> rising land values which has resulted in the rate <strong>of</strong><br />

unimplemented permissions remaining fairly low. However, it should be noted that the recent economic downturn<br />

may cause this, at least in the short term, to change. Despite recent events, the <strong>Borough</strong> remains one <strong>of</strong> the<br />

most expensive places to live in the country (Council Housing Needs Survey, Jan 2005). Nevertheless it has<br />

been considered appropriate to examine the economic achievability (or viability) <strong>of</strong> sites individually rather than<br />

simply assuming that all sites would be viable.<br />

Overcoming Constraints<br />

2.24 As part <strong>of</strong> the consideration <strong>of</strong> each site, constraints were identified that could have an impact on the<br />

potential <strong>of</strong> the site to deliver future housing development. For reference purposes a list <strong>of</strong> these constraints<br />

have been included as Appendix 1 to this report. <strong>The</strong>se constraints have been used to help inform both the<br />

potential viability <strong>of</strong> sites together with the timing <strong>of</strong> potential delivery <strong>of</strong> housing from the site.<br />

Stage 8: Review <strong>of</strong> the Assessment / Stage: 9 Identifying and Assessing the Housing<br />

potential <strong>of</strong> Broad Locations<br />

2.25 <strong>The</strong> completion <strong>of</strong> steps 1 to 7 has enabled a detailed assessment <strong>of</strong> the potential yield from the sites<br />

to be undertaken. An indication <strong>of</strong> when those sites will deliver their housing potential has also been given in<br />

summary Table 1 overleaf.<br />

2.26 <strong>The</strong> sources <strong>of</strong> sites included in the summary table are as follows:<br />

Housing commitments. Sites with planning permission granted up until 31 st October <strong>2009</strong>. (Full site details<br />

contained in Appendix 2)<br />

Potential housing commitments (over 0.25 ha in size). <strong>The</strong>se are sites for which there has either been a<br />

recent lapse <strong>of</strong> planning permission for housing or a recent refusal <strong>of</strong> permission but where the site still<br />

has the potential for future housing development. (Full site details contained in Appendix 3)<br />

2.27 <strong>The</strong> stages above have identified insufficient housing potential and the <strong>SHLAA</strong> Practice Guidance (DCLG<br />

July 2007) indicates that where a shortfall exists broad locations for growth may be identified. Such areas have<br />

been identified for the central part <strong>of</strong> Maidenhead where plans for rejuvenation are currently being drawn up.<br />

Work is well underway for the production <strong>of</strong> an Area Action Plan (AAP) which will be consulted on during January<br />

2010. <strong>The</strong> emerging AAP consultation document anticipates that the sites will consist <strong>of</strong> mixed use development<br />

<strong>of</strong> which a portion will be housing. <strong>The</strong> estimated housing yields for each area are given below :<br />

West Street - 300 dwellings<br />

Broadway - 150 dwellings<br />

Railway Station - 0 dwellings<br />

York Road - 475 dwellings<br />

High Street East / York Stream - 150 dwellings<br />

Stafferton Way - 0 dwellings<br />

2.28 Further work on broad locations for development is currently in progress and this has included examining<br />

the future contribution from small sites. To achieve this, housing completions on sites less than 0.25 hectares<br />

in size within the developed areas <strong>of</strong> the <strong>Borough</strong> have been analysed for the period 2001 to 2008. This has<br />

shown that the average number <strong>of</strong> completions on small sites for the past 7 years is 179 dwellings per annum.<br />

This represents the average contribution to housing supply in the past, however it is accepted that over time<br />

this supply <strong>of</strong> small sites is likely to diminish as land is redeveloped. To extrapolate the future potential delivery<br />

<strong>of</strong> housing from small sites the figure derived from the trend data has been discounted by 50% to reflect this<br />

reducing potential. This gives an anticipated future annual contribution to housing supply <strong>of</strong> 90 dwellings per<br />

annum.<br />

2.29 To demonstrate the future potential that exists from small sites those <strong>SHLAA</strong> sites which were not large<br />

enough to meet the minimum site size threshold are listed by settlement and Ward in Appendix 5. <strong>The</strong>se sites<br />

have been considered against the same criteria as the other sites to ascertain their potential for delivering<br />

housing and the Council believes these have future potential for housing development.<br />

Stage 10: Determining the Housing Potential <strong>of</strong> Windfalls<br />

Suitability Criteria<br />

All <strong>SHLAA</strong> sites included in the final study have been considered against a list <strong>of</strong> constraints, each <strong>of</strong> which<br />

could impact on the potential <strong>of</strong> a site to deliver future housing development. <strong>The</strong>se constraints have been<br />

used to help inform both the potential viability <strong>of</strong> individual sites together with the estimate <strong>of</strong> housing delivery<br />
