Professional Learning Opportunities<br />
TBAISD offers multiple professional development workshops and trainings each school year. This district<br />
participated in the opportunities identified below. State Board - Continuing Education Unit (SB-CEU) credits<br />
are made available for attendance at most workshops. College credit may be offered when possible.<br />
Consultation and On-Site Delivery of Service:<br />
General Education Consultants provided a variety of local and regional Professional Development programs and<br />
services to local districts. TBAISD consultants were available to meet with local districts for staff meetings, Board<br />
of Education meetings and <strong>School</strong> Improvement meetings. Assistance was provided in the development of local<br />
district improvement plans, data review and school planning, and curriculum development.<br />
A regional Leadership Academy was offered to all districts in August focusing on Robert Marzano’s Instructional<br />
Strategies and the Art & Science of Teaching. Marzano’s presentation provided a focus for continued<br />
discussion about Professional Learning Communities, effective instruction and also supported our region’s implementation<br />
of the TBAISD pacing guides and writing prompts.<br />
RSDD continues to focus on the essential questions of Professional Learning Communities:<br />

Instruction and Intervention - What strategies work for all students and what will we do for<br />

•All districts were represented on a Regional Assessment<br />
Committee that developed a Regional Assessment Plan<br />
and outlined necessary long-term development of a Data<br />
Director (Data Warehousing) initiative, accompanying<br />
professional development in assessment practices for instructional<br />
decision-making and bulk purchases of local<br />
district assessments.<br />
• Teams of educators began development of blended<br />
instruction through MOODLE. Effective on-line learning<br />
practices and the initial development of regionallyavailable<br />
courses to be hosted on the TBAISD MOODLE<br />
server were introduced.<br />
• NMLC funds were utilized to develop Social Studies<br />
and English/Language Arts assessments.<br />
• Each local district was represented on the Regional<br />
Staff Development Board, Superintendents’ Association,<br />
Technology Consultants Advisory Committee, Elementary<br />
and Secondary Principals’ Associations, and the Regional<br />
Assessment Committee.<br />
• TBAISD staff and teachers/administrators from local<br />
districts collaborated on a variety of grant proposals –<br />
beginning developments of Project ReImagine and a<br />
number of early childhood education initiatives.<br />
• TBAISD consultants regularly participated in a number<br />
of local district professional learning communities and<br />
met with principal and superintendent groups as consultants<br />
on instructional leadership, curriculum and assessment.<br />
• TBAISD purchased a 3 year site license for your district<br />
to access CareerCruising.com, a career exploration and<br />
educational development planning tool web site.<br />
Services planned for the upcoming year are based<br />
upon local district and TBAISD review of data sources,<br />
local district improvement plans, Superintendent and<br />
Principal Association goals and future Project ReImagine<br />
goals.<br />
Leadership Development & Administrator Support<br />
TBAISD Administrative and Instructional Services<br />
staff provided regular leadership development and<br />
administrator support through monthly meetings of<br />
the TBAISD Superintendents Association, Elementary<br />
Principals Association, and Secondary Principals Association.<br />
TBAISD staff also facilitate regular monthly<br />
meetings of the local district business office officials<br />
and the local technology directors. Additional support<br />
for administrators is provided through the spring<br />
and fall leadership retreats, MDE <strong>School</strong> Reporting<br />
and accreditation assistance, the annual Leadership<br />
Academy, ISD resources for Leading PLC and <strong>School</strong><br />
Improvement Teams, and the online collaborative<br />
SharePoint sites hosted by TBAISD and available to all<br />
area administrators.<br />
Regional Curriculum & Assessment Development<br />
TBAISD hosted a variety of curriculum development<br />
work sessions in the areas of writing, English Language<br />
Arts, science, and mathematics; to develop pacing<br />
guides and common assessments, align curriculum,<br />
create rubrics and checklists and identify supplemental<br />
and web-based instructional materials. Sessions offered<br />
included:<br />

Curriculum materials, pacing guides and assessments<br />
developed during these work sessions have been<br />
posted on the TBAISD web site for local district and<br />
classroom use. All participating teachers received<br />
instruction on valid and reliable assessment design and<br />
interpretation with follow-up support to teachers on<br />
using assessment results to differentiate and improve<br />
instruction to students.<br />
Data Management and Analysis<br />
General Education also provides achievement data<br />
management and analysis. Your district received:<br />
• Report of district MEAP performance across<br />
four years and comparison to state and all other<br />
regional schools.<br />
• Specific disaggregation of achievement data on<br />
demand.<br />
• Support to elementary staff in assessment of early<br />
literacy and a reporting format to track student<br />
literacy progress.<br />
• Facilitation and planning with administrative<br />
associations for a regional performance<br />
management system.<br />
For the 2008-09 school year, General and Special<br />
Education ISD staff have collaborated in providing<br />
support for the regional assessment plan, AIMSWeb<br />
benchmarking & progress monitoring, Data for Student<br />
Success (D4SS) reporting, and Kindergarten Readiness<br />
Assessment.<br />

Your district accessed materials for instructional support, attended technology trainings, and received a substantial<br />
cost savings on materials, video integration, and technology purchases through our regional media service.<br />
• Savings from Cooperative Bid Purchasing: $28,501<br />

Through a grant from the Michigan Department of Education’s Technology Department, TBAISD invited one<br />
teacher from each school building in our region to participate in a professional development project titled “Discovery<br />
Champions.” The project goal was to increase the integration of video streaming into the curriculum.<br />
Each participating school received:<br />
• Epson 83+ Data Projector ($639 each)<br />
• Full day of training and a follow-up work session with substitute reimbursement.<br />
• Half of the Discovery Education REMC negotiated cost was funded by REMC/TBAISD ($245/building)<br />
Discovery Champion Teachers created three lesson plans that incorporated a Discovery Education Streaming element<br />
and aligned the lesson plan to the GLCEs. Lesson plans are currently available to all area teachers on the<br />
SharePoint site.<br />
Special Education<br />
TBAISD Special Education staff provides service and support for your staff and students, as well as assistance with<br />

Forty-one (41) students from Benzie County Central <strong>School</strong>s with the following disabilities participated in TBAISD<br />

In addition to classroom based services, fourteen (14) of the students receive Speech and Language services; eight<br />
(8) students receive Occupational Therapy services; three students receive Teacher Consultant services; eight (8)<br />
students receive Physical Therapy services; four (4) students receive Health services; four (4) students receive <strong>School</strong><br />
Social Work services and three (3) students receive Psychologist services.<br />
Special Education in Benzie County Central <strong>School</strong>s<br />
Two hundred and fifty-six (256) students from Benzie County Central <strong>School</strong>s received special education services.<br />
Of those, one-hundred and sixty-two (162) students received special education services from Benzie special education<br />
teachers; an additional thirty-three (33) students received instruction from early childhood program providers,<br />
and one student received homebound services from Benzie County Central <strong>School</strong>s staff. Some students received<br />
additional services from TBAISD special education staff. These include:<br />
• 37 students received <strong>School</strong> Social Work services<br />
(including one homebound student)<br />
• 7 students received Teacher Consultant services<br />
• 107 students received Speech and Language services<br />
• 7 students received Physical Therapy services<br />

Career and Technical Education<br />
TBAISD’s Career-Tech Center (CTC) serves nineteen area high schools and over 1,000 students. Students are<br />
educated in twenty-three occupational areas with each program offering academics integrated with technical<br />
training. CTC students also participate in a daily work ethic program and build career skills.<br />
Programs are offered within the career pathways of: Arts and Communications; Health Services; Human<br />
Services; Business Management, Marketing, and Technology; Natural Resources and Agriscience; and<br />
Engineering/Manufacturing and Industrial Technology.<br />
