Boris Johnson just got the bill for Partygate.

The U.K. prime minister and the chancellor of the exchequer, Rishi Sunak, have “received notification that the Metropolitan Police intend to issue them with fixed penalty notices,” per a statement from a Downing Street spokesperson, following an investigation into lockdown parties that found the two had both breached the British government’s COVID-19 rules. Johnson and Sunak confirmed Tuesday that they had submitted payment for the fine, according to the BBC.

The fine, which reportedly makes Johnson the first British prime minister in the modern era to have been found breaking the law, prompted Labour Party leader Keir Starmer to demand that the Conservative Party leadership resign. “Boris Johnson and Rishi Sunak have broken the law and repeatedly lied to the British public. They must both resign,” Starmer said in a tweet on Tuesday. “The Conservatives are totally unfit to govern. Britain deserves better.”

Welsh first minister Mark Drakeford wrote on Twitter that Johnson cannot serve as both a “law-maker” and “law-breaker,” adding, “He has clearly broken the laws he made and asked people to follow. People are angry and upset. I don’t see how someone in this position can carry on.”

On Tuesday, Johnson acknowledged that the nation has a “right to expect better” from its leaders but rebuffed calls for his resignation. “I feel an even greater sense of obligation to deliver on the priorities of the British people,” he added, in an interview with the BBC. The prime minister also attempted to downplay the severity of the scandal and claimed that, at the time, he did not realize such gatherings violated pandemic safety guidelines. “Of course, the police have found otherwise and I fully respect the outcome of their investigation,” Johnson said.

The prime minister’s spouse, Carrie Johnson, who reportedly helped organize Johnson’s birthday party in June 2020, is also facing a fine. “In the interests of transparency, Mrs. Johnson can confirm she has been notified that she will receive a fixed-penalty notice,” a spokesperson for Carrie said on Tuesday. The prime minister’s wife confirmed that she has settled the fine, per the BBC.

The London Metropolitan Police investigation into Partygate covers 12 separate 10 Downing Street and Whitehall gatherings in 2020 and 2021. So far, the investigation has led to more than 50 fines being dolled out. Johnson responded to the initial media reports on the parties by saying he had been assured there were no gatherings, and also said that he “follows all COVID rules.” Upon further reports that he had in fact attended a Downing Street function during lockdown, Johnson offered his “heartfelt apologies” to the nation for doing so. Speaking to his countrymen in a January address, Johnson said, “I know the anguish they have been through—unable to mourn their relatives, unable to live their lives as they want or to do the things they love.” He added, “I know the rage they feel with me and with the government I lead when they think in Downing Street itself the rules are not being properly followed by the people who make the rules.”

Perhaps the most controversial Partygate event, the 100-invitee “bring your own booze” bash held in the Downing Street garden took place in May 2020, a month when the average citizen in the U.K. was only permitted to see one person outside of their immediate home. Johnson, when he admitted he attended the party, said he had only been there to briefly thank staff.
