For anyone still with an eye on LinkedIn, a useful brief terms of reference for Gove’s review of the London Plan. In short - accelerate brownfield housing delivery. Good to see that Lichfields are involved. Important that actual practising chartered planners are advising Government on planning. Look forward to seeing the output in Jan/Feb. Suspect any meaningful change will be for the next Government to implement, see through, or rescind.

Transit Oriented Development has been an area targeted by Public Sector organizations for monetization for decades, but few organizations have been able to achieve success in moving this forward. There are a number of challenges: 1. Regulatory Process: The land is often zoned industrial, or held in public organizations that have many hurdles to monetize and allow for redevelopment 2. Public infrastructure like sewer, water & power isn't scaled or designed for residential development. This requires an investment by the public sector. 3. Public procurement process is often unwieldy, requires considerable investment in both time and money by private developers. Take that with #1 and #2 above, you have considerable private sector risk in attacking this type of project. I looked at a project at Broadway Junction in Brooklyn with the NYC EDC as well as the MTA. Great site for workforce housing. The amount of effort required to get through 1 - 3 above eventually led the project to die a long death on the vine. Ideally, federal progams like "Build Back Better", Inflation Reduction Act", and "Railroad Infrastructure Investment Fund" will create the tools to position these types of properties for development. Take our project at North Broad Street and Indiana in North Philadelphia. The land was purchased from Amtrak over 10 years ago and the development foundations are just being put into place. The Public Private Partnership industry needs to become more efficient in moving through the pre-development and entitlement phases to make the projects economically feasible.

Invest Atlanta’s statistical projections for what The Stitch could generate are the most optimistic to date: roughly 12 million square feet of residential development and 3,400 affordable housing units, all situated on nearby properties “that are currently underutilized and blighted by the impacts of exposure to the interstate highway.” Some 25 acres are controlled today by landowners “desiring to redevelop with a focus on affordable housing,” per the development authority’s recent update.
