At 7: 00 p.m., on 4/18/85 ,I I a reporter · with Channel 1 an NBC. affiliate in ~hoenix, ·Arizona, telephone numb r was contacted at his request. adv sed tat he h~d do~e a story on the afternoon - o-f~4-1~8'!-t85, -at the request of WMQ TV, Chicago, which was the NBC affiliate in Chicago which atozy dealt withl I and the Arizona Patriots[ Ja vised that he had been . called by WMQ TV who advise d him tha t they were in possession of an FBI document that had been verified . as authentic by the FBI. This document· referred·to a source providing information regarding the Navajo Army Depot~ This "memo" indicated that
lhad an interest ·in the Depot and had asked c\ source for information as to arms shipments in and out of the depot, the number of security personnel, and the access of security .personnel to bunkers d. urin9 heayy snow st~ms. The memo also expressed a particular ·interes~_ Ji.n light anti-tank weapons and the interest of the Patriots in obtaing other weapons.I f.urthe.r stated that this "memo 11 also indicated that the Patriots w~re interested in stockpiling gold and silver and.obtaining weapons through corruption o~ military . personnel. · · ·

1970-71, when he undertook a multi-state speaking engagement on behalf of the John Birch Society~ of which he was a membei. During these speeches, wherein GUMAER would indicate his prior undercover activities and relationship with the Chicago Police Department, GUMAER also identified himself as an FBI informant working matters of a similar nature for the Bureau. These speeches ~ere generally of an alarmist nature~ intended to arouse the wrath of conservative America to the ever growing threat from "new left" and "Communist backed" movements in the United States. Considerable correspondence was received at FBIHQ, due to GUMAER'S purporting to be an FBI informant~ in addition to his inflammatory rhetoric during these speeches~
In October 1973~ a Washington Field Office confidential source advised that a third individual had described GUMAER as a right-wing extremist who was allegedly organizing right-wing airline ~ilots to fly "hit teams" around the United ·states to assassinate _certain individuals, to include then Secretary of State Henry Kissinger. Investigation could not substantiate these allegations. but GUMAER, during an interview~ did express a particular dislike for Kissinger due to his "pro-Communist activities and associates~" It was ascertained, however; that GUMAER exhibited the profile of a white, right extremist who could be swept up in the philosophies espoused by the ARIZONA PATRIOTS.

Enclosed for Tucson is one America, Southern Arizona Duck Club, copy of Duck Clubs of letter dated 12/6/84.
For the information of the Tucson, Arizona Resident Agency, a full domestic security/terrorism (DS/T) investigation was authorized 10/30/84 and has been extended to 10/15/85.
/ rnvestigation into the activities of the Arizona Patriots by the Phoenix Divi~ion indicates that the Arizona Patriots organization is an anti-tax, neo-Nazi, paramilitary organization funded byi 11n Prescott, Arizona. Arizona Patriots pfiilosophy closely resembles that of the Aryan Nations; Posse Comitatus, and oth~r right wing extremist groups to advocate armed revolution and the literal overthrow of the U.S. Government. Arizona Patriots members are urged to store large caches of arms, ammunition, explosives, food, and other items deemed necessary to be self-sufficient. The actual size of Arizona Patriots followers is unknown; however, some Arizona Patriots leaders have claimed more than 4,00.0 individuals are actual members or sympathizers which include current and retired members of law enforcement and military.

The length of brown colored safety fuse in specimen Q6 was identified as 0 Ailsa :.i. h istle Brand" safety fuse which was ma~ufactu~ed by N b el 1 s Explosive Company, Stevenston, Airshir~, Scotland a subsidiary of The Imperial Chemical Industries (ICI), Limited. This safety fuse is like the brown safety fuse in specimen Kl. _ ·
Instrumental Analysiss I
The submitted specimen ·g2 was ~etermined to be nitroglycerine based dynamite.· The white powder in specimen QJ and Q4 was identified as potassiwn chlorate which is a common ingredient in tho clandestine manufacture of improvised low- explosives. The brown substance in specimen QS was identified as lead azide ' which is a·very sensitive high explosive and used in the manufacture of blasting caps

AP philosophy closely resembles that of the Aryan Nation, Possee Commitatas, Christian Patriot Defense League, and similar right wing extremist groups who advocate armed revolution and the literal overthrow of the United States Government.

Ilhas advised AP leaders frequently discuss plans of insurrection and revolution under the protective umbrella of religion, especially, under the "identity" religious movement. AP members frequently meet with members of numerous other right wing groups, both in and out of the State of Arizona. Publically, most AP leaders and members claim they are non-violent and will try to correct the "ills of the nation" through legal means. However, once in private, AP members and leaders openly discuss assassinations, bombings, robberies and revolution.
