Executive Summary

Gerbang Nusajaya is aspired to be the city of both business and economic engines of Iskandar Puteri, and serves as a gateway to Iskandar Malaysia. Located at the southernmost of Johor before Singapore, it is not only serving as a gateway to Iskandar Puteri but also to Malaysia. and boasted to be highly liveable development, walkability and ease of people mobility which is an integral part of the development, with emphasis on long-term sustainability. The purpose of this Gerbang Nusajaya’s Urban Design Guidelines is to establish a comprehensive and implementable vision for Gerbang Nusajaya, Johor and to develop developments that fulfil to sustainable township criteria are appropriate to the context. This proposal is aimed to bring Gerbang Nusajaya to be a vibrant urban centre for Johor where it emphasize and planned to become a walkable city and transit served community. The design guidelines focus on the design of the streets, open space fabric and buildings to promote compact, sustainable and transit accessible development. A variety of open spaces ranging from neighbourhood and local parks to small urban spaces are all connected with pedestrian and bicycle network that will disperse the residents to the entire Gerbang Nusajaya and the smaller areas within neighbourhoods. The buildings shape a well-knit urban fabric of streets and open spaces that create an enjoyable pedestrian environment. As a development that is designed to be human centred, it is important that the planned design accommodates the needs of human in term of accessibility, distance and promotes social inclusion, sustainable living and healthy lifestyle to its resident. Series of pockets park, stops, benches and kiosk are created along the route as a node to encourage the residents to use pedestrian networks to reach their home or for recreational purpose. Located in a major transit hub at the southern peninsular, this development will foresee huge influx of peoples into its area and becomes a main distributing point before the head out to the surrounding neighbourhood and the rest of Johor. Therefore, this design proposal will also look into tourism and its important to the development and promote it throughout the development. Other than walkable city, this proposal also designed to be sustainable and low carbon city. This is to ensure that the design that implemented today will not burden the community and ecology in future. To ensure the sustainable design are attained in future, the inclusion of many trees especially rare forest and fruit trees species, will help to reduce the carbon dioxide content, soaked more surface water before it produce floods and become great habitats for wide range of fauna. Other than filter by the trees, the surface water will also be harvested via rain water harvesting design to hold more water before it enters drain or river. All surface run off will also be filtered and treated before it enter the stream system to remove all the pollutants agent and debris which would threatened the health of the river system. In this design proposal, the Crime Prevention Through Environmental Design (CPTED) is implemented throughout the design to ensure the safety of the resident especially when expecting huge influx of peoples into the neighbourhood area. In general, this proposal is desired to ensure that this city – a gateway of possibilities, a desirable township that inspired and meet the diverse needs of the community and ecosystem

Preliminaries and the Urban Context


About the project We were assigned to do a landscape master plan for Gerbang Nusajaya including all the 4 precincts in context by setting up a thorough Urban Design Guidelines comprising the elements present within the built environment that promotes sustainability, resilience and most importantly, beneficial for the society. We hold on to the concept of putting people first.


1.1 Introduction key plan Gerbang Nusajaya is the western gateway to Iskandar Malaysia reflecting a world class urban resort, residential and commercial component within the booming district of Mukim Pulai, Johor. A township that is envisioned as an integrated community, it establishes a basis for sustainable resort living environment with vibrant commercial districts enveloped in security, and establishes a benchmark for future developments within the region. Located within Malaysia’s prominent development site, Gerbang Nusajaya is centred on an economic development zone that is Iskandar Malaysia. Strengthen by government support, it provides the necessary elements in developing a dynamic city.

Connectivity In achieving the intended vision of Gerbang Nusajaya, the masterplan is laid out that focuses on each precinct where everything is interconnected and integrated with one another in a closed loop that incorporates along side with public transportation enabling people to travel without having to go out on mobile. The break-free main route wide bicycles lane that run through out the development shall well be supported by series of parks, commercials, resident and transportation hub. This encourages public to walk, cycle and even use elective mobility to move from one point to another in a garden walk setting that promotes the township as a safe and walkable city. This would promote low carbon city concept where everyone has a role to contribute to green and healthy planet. From this main route, it is further distributed into series of walk path and cycle lane that connect to a smaller precinct in the development. In this development the main bicycle route is designed in line with the concept of people-oriented township where the main intention is to connect the public within a vast range of distance facilities.

... Walkability To ensure a walkable city is achieved so that the public fully utilises it, the design a comfortable width between pedestrian and cyclist must be ample to prevent conflict in traffic. Providing less obstructive views like thick planting or structure that may pose a threat in terms of the users safety. A series of shaded trees is proven to be a great cooling agent for the city which alongside provide ample shade for the users. To ensure users experience the whole set of Gerbang Nusajaya, activities are supported with kiosks that sells food and drinks. A walkable city has to integrate pedestrian with proper street furnitures like shelter so that pedestrians could rest from one intervals during hot weathered days. Not forgetting the eyes on the street concept practiced by Jane Jacobs, the landscape design applies crime prevention through environmental design where obstruction of views designs that blocks the pedestrians eyes is avoided and streets are equipped with CCTV’s and proper security. Above all, the usage of the bicycle route would increase the volume of users on street where the mission to promote healthy society through reducing carbon footprint will eventually succeed.

Park To enliven the park with activities—the main bicycle route is designed to pass through the park, squares and residential area as this would bring the public from their comfort to go out and exercise. Open, continuous and wide footpath with fine grained pedestrian networks, it makes the public feel safe and encourage them go to the park. It must be well supported by facilities, play equipment's, accessible to all — universal and importantly in sight. The planting of trees need to be strategically planted to allow more sunlight to reach the floor and prevent soggy earth surfaces. Soggy and moist ground surface would become a potential breeding ground for mosquitos and unwanted insect which would pose a threat to the users and avoid people from coming to it. Planting in clumps would allow sunlight to penetrate to the ground, ease the daily maintenance and allow the grass and ground cover to grow healthy and lush.



1.4 Sustainability The term “sustainability� basically can be interpreted as design elements and activities that embraces activities that promotes wellness in health, these incorporate designs to include opportunities for people to exercise and be engaged with sporting activities throughout the site. Ecological A green linkage that proposes diverse plant matrix and incorporate it with he current site to create a rich biodiversity. Integrate a neighbourhood park with a connected water element to the reception park, open space and playground area. Preserving and promoting the richness of the forest ecosystem at Gerbang Nusajaya to respect it ecology and inhabitants. Practicing sustainable stormwater management practices to ensure less energy used and maintaining the quality of the water.

Low Carbon City Applying the green transportation, green building and green surface concept where low impact development designs are proposed to ensure a vision towards a low carbon city. Promoting planting designs both on land and vertically to ensure a better quality of life.


The design of crime prevention through environmental (C.P.T.E.D.) s based on ideas of Jane Jacobs (1993), Jacobs likes to observe the differences between the social environments in urban areas who are not far apart. Jacob found a secure environment based on land use mix, a setback of a building, a building and other factors relating to impact 24 hours of activity each day as the 'eyes on the street' (Timothy and Diane, 1994; Rob and Sutton, 1995).

The existing condition of the site shows lacks the sense of welcoming that shows the significant character of UEM. There is no distinctive features to provide as way finding for the users also any visual cues. At the current site, there is no road treatment like paving pattern, pavers or traffic calming methods. There is no road treatment like paving pattern, pavers or traffic calming methods. Complex route design leads user to walk on desired lane , feel inconvenient, and maybe long distance. The narrow pathway along the drainage with no cover possible walking difficulties, limited access especially to disabled user.

No proper pedestrian infrastructure and facilities on site especially along pedestrian-oriented areas. Street furniture provided does not integrate with the character of the site and exposed infrastructure and utilities act as an eye sore for the pedestrian as well as an obstruction of view for vehicular motorists.

Condition of the road on site has no conventional drainage to swale to divert surface runoff from the road.

Design 1.7 Concept + Inspiration The four precincts that comprise Gerbang Nusajaya are linked conceptually by the core theme of “GAPURA” which means gerbang.

“Gerbang” Derived from the Malay word that means gateway, entrance gate or entry point which symbolises the entry point for Iskandar Puteri and Malaysia. A synonym to “Gerbang” — “Gapura” bears the same defintion. From the word “Gerbang”, the overall development brand name is further divided into four smaller precinct that holds the similar concept with different themes that suits its context.

... Gerbang Nusajaya as the main gateway to Iskandar Puteri and Malaysia, it welcomes thousands of Malaysians, Singaporeans and any other people from other parts of the world into Malaysia. It is the first sight we see of our beloved homeland especially for them who have been far away from home travelling abroad. Gerbang Nusajaya is a triumph to be a city of possibilities — a place where its resident can immersed themselves with modern and well integrated traffic oriented developed (T.O.D.) city. Alongside promoting a heathy environment in a close-knit and self-committed community, living in harmony and in balance with nature.

The key concept is to ensure the residents of Gerbang Nusajaya have the limitless access to a healthy balanced and conducive living environment. The landscape design is universal that is inclusive and interactive for all. The relationship between residents and the natural environment is implemented through the adaptation with the natural ecosystems.

incorporating Gerbang Nusajaya’s logo into the landscape design through applying it on the street pattern to reflect the character of the brand.



Lush planting along the water to promote limitless relationship between humans nature through landscape design. Users could experience the parks with the natural setting.


Reflecting the character of Gerbang Nusajaya’s logo, a way of ensuring visual cues are continous when user pass through Gerbang Nusajaya through distinctive wayfinding landscape elements and design.


Stage structure Inspired by the logo “Gerbang Nusajaya” and Johor’s Royal crowned throne.


The stage structure incorporates with the context to further signify and enhance the character of Gerbang Nusajaya.


Shelters are provided along pedestrianised areas where the design of it is emphasised on Gerbang Nusajaya’s logo giving the distinctive identity of the place.

Interactive playground for kids to stimulate their mind and further invigorate their active play.


A playground that would stimulate kids imaginative play and encourages social interaction. Encouraging imagination and creative group play through the design, scale and proximity of forms. Unlike traditional playgrounds, this solution takes the innately collaborative nature of much children’s play – the context for the design – and applies those principles to the construction itself, so that the playground itself becomes collaborative.


The outdoor performance stage acts as a focal point within the landscape where it offers as a variety of safe and an attractive space that are well distributed and integrated with one another through out the park.


By creating an outdoor experience near to the water with the amphitheater beside it, it serves as a catalyst for the development while serving as a strong community focal point.


The path and elevated decks: On the ground level, following the cut-and-fill water filtration land form, a network of paths are built into the pondand-mound ring allowing users to have a walkthrough- forest experience. This is to allow people to have close contact with nature — both in the canopies and land.

3.1

Parks + Industrial Park + Neighbourhood Park + Linear Park + Urban Plaza + Lake Urban Garden


Precinct 1 — Industrial Park Industrial park located at north of the Gerbang Nusajaya which is the main entrance from Johor. The park develop for the community setting, including continuous path and road networks, shade and shelter opportunities, community facilities such as playgrounds and picnic areas, substantial avenue and open space tree planting and the establishment of an integrated stormwater catchment and treatment system.


Industrial Park GENERAL GUIDELINES 1. Establish an interconnected open space system through an appropriate distribution of park spaces that include smaller scale parkettes; green common areas; strategically located linear parks. This system should be integrated with park space; cultural landscapes; lookouts; and urban plazas for planned commercial areas. 2. Locate open spaces within 400m walking distance to from the industrial area and working space. 3. Locate park spaces at prominent street intersections, adjacent to work place sites and in close proximity to community trails, along priority streets and at shared neighbourhood boundaries. 4. Park spaces should include a variety of amenities, such as playground facilities, seating areas, open turf areas for unstructured play, designed space for visual or performing arts such as an interactive amphitheatre or exhibition space, landmarks and bicycle racks. 5. These parks should range between 1.0-2.5ha in size, be located within about a five-minute walk of most working place and be visible from the street.


Linear Park GENERAL GUIDELINES 1. Encourage linear park spaces in neighbourhoods, particularly as neighbourhood focal points along long blocks and to provide linkages or access to larger park spaces, trails or major pedestrian destinations. 2. Linear parks typically range between 12-20m in width and will be considered part of the parkland dedication. 3. These parks should make provision for pathway, signage, small seating area and landscaping to ensure strong streetscape and promote compatibility with adjacent properties.


Precinct 3 — Commerce Hub The linear park is located within the commerce hub area where it’s the main focal and central point of Gerbang Nusajaya.


Neighbourhood Park GENERAL GUIDELINES 1. Establish an interconnected open space system through an appropriate distribution of park spaces that include: larger sized neighbourhood parks; smaller scale parkettes; green common areas; strategically located linear parks. This system should be integrated with park space; cultural landscapes; lookouts; and urban plazas for planned commercial areas. 2. Precinct 2 —Residential Area The linear park is located within the Residential Area of Gerbang Nusajaya where it caters to provide a green and lush setting for the users to experience where the design promotes the richness in biodiversity that increases the quality of life of the people.


Precinct 1+3—Industrial Park / Commerce Hub Integrating urban plazas within the industrial park and commerce hub to ensure a continuity of green spaces from the gateway, residential area until the other precincts. Reflecting the sense of place and character of each precincts.


Urban Plazas & Squares GENERAL GUIDELINES 1. To ensure attractive and functional street spaces and plazas 2. Locate a street space or plaza where pedestrian volumes will be high. 3. Allow sufficient space in the street space or plaza to accommodate activities and seating, in addition to the space for pedestrian through-paths.
 To ensure convenient and safe access to and through plazas. 4. Arrange through-paths across a plaza on the same level as the surrounding pedestrian network. 5. To establish and support activity around the edges of street spaces and plazas. 6. Provide an active front to buildings on at least one side of the street space or plaza. 7. Where possible integrate shelters and awnings with the facades of buildings that are facing street spaces and plazas. 8. Enable adjacent businesses to use the street space for cafÊ furniture and to display merchandise. 9. Provide a transition zone between traffic lanes and a street space or plaza.


Precinct 3+4—Commerce Hub / Gateway Rich with biodiversity that promotes flora and fauna at the wetland area. A green linkage that proposes diverse plant matrix and incorporate it with he current site to create a rich biodiversity. Integrate a neighbourhood park with a connected water element to the reception park, open space and playground area. Preserving and promoting the richness of the forest ecosystem at Gerbang Nusajaya to respect it ecology and inhabitants. Practicing sustainable stormwater management practices to ensure less energy used and maintaining the quality of the water.

Locations will be predominantly at active pedestrian areas such as the following but not limited to :— • At grade of urban public transportation hub • Selected road junctions with active pedestrian movement. • Selected road junctions as visual punctuation and or gateway • In conjunction with sculpture installation. The following condition shall need to be closely observed ins elation to the site to ensure the placement of the water feature provided:— • Shall not obstruct any “bomba” or dedicate emergency routes • Shall no disrupt road safety • Shall not obstruct service access • Shall adhere to as safe clearance from services — mechanical, electrical, auxiliary, etc. • Shall adhere to roadways safety requirements • Shall not be exposed to unfavourable wind conditions to avoid disturbance to the desired water pattern. Installed water features shall not compromise on public safety, health and environmental hazards. Water feature design shall consider both the optical and acoustics appeal against the background of tis setting or location. Water feature shall be design for both day and night use or display. Water features shall be made as a multi-tasking public realm amenity such as cooling effects, playful public realm amenities, meeting points, etc. Water feature install shall adhere to the international health standards on water safety and health. water features installed shall not allow habitat for mosquitoes and other vector at any point of its presence. Provide dynamic water features by creating multiple or combination water effects with the water feature development to encourage diverse activities and interaction Design of water feature shall respond and suit the surrounding development or area. Open or exposed water feature design shall comply with the universal design standards and requirements. Water feature shall be designed as an integral part of the public realm. Materials for water feature from finishing, fittings and equipments shall be durable, appropriate for outdoor use, and doest not require excessive maintenance.

GENERAL GUIDELINES Bollard posts play an integral role in helping to protect people and property. It is vertical post to control or direct road traffic, such as posts arranged in a line to obstruct the passage of motor vehicles. The usage of bollard shall be kept to absolute minimum. Usage shall only be applied where ti is essential to protect pedestrian areas from motorised traffic. • Bollards should not be used in situation where regulatory solutions can be found in enforcements. • Permanent bollards intended for traffic control purposes may be mounted near enough to each other to block ordinary cars for instance bu spaced wide enough to permit special purpose vehicles, wheel chair, bicycles to pass through. • Bollards may also be used to enclose car-free zones an to control overspill parking onto sidewalks and verges. • Vehicle access to pedestrians areas shall be controlled using drop or removable bollards. • Should have a distinct separator for pedestrian purposes such as crossing or entering the path. • Diameter of bollard between 0.15m - 0.6m • The minimum height of bollard shall be 1.0m • The minimum clear distance between bollards should be 1.2m • Design of bollard must reflect or complement the image of the precent or district, uniform and consistent. • Bollard shall be visible in his pedestrian traffic • Durable against weathering and deterioration • Bollards shall be inclusive, durable, effective, robust, easily maintained and economical to replace with fittings that are corrosion resistant, weather resistant and vandalism proof

GENERAL GUIDELINES A plaza is an open space designed for public use and defined by surrounding buildings and streets. Its primary functions are to encourage a diversity of opportunities for social interaction and activities, to provide relief and relaxation, to expand and reinforce the public realm and to contribute to the liveability and general amenity of Gerbang Nusajaya. 1. A plaza should also reflect and reinforce the character of its location. 2. To locate a plaza where its visibility announces the plaza’s internal attractions where it permits users to watch street activity and it makes the space safer. 3. A plaza should be linked to other surrounding open spaces to create a dynamic pedestrian network, through— passages, bridges, steps, paving patterns and planting. 4. The design of a plaza should provide for safety — such as defensible space, clear sight-lines, good lighting and provision of alternative “escape" paths. 5. A plaza should provide easy and direct access particularly for the elderly, disabled and young children. 6. To maximise opportunities for sitting: walls, steps, planters, pool edges, lawns. 7. Locate seating at plazas toward street, oriented to a view, near building entrances, next to attractions or amenities, in shade, in sun. 8. Art work should provide a focal point for the plaza or become an integral component of the overall design of the plaza. Bike racks, drinking fountains and waste receptacles are practical, essential amenities. 9. Good plaza management should be provided, with emphasis on maintenance, operation and activity programming 10.Encourage hardscape amenity spaces adjacent to or within neighbourhood mixed use centres and high density developments, particularly at gateway intersections and centralised locations. 11.These spaces may contribute to the public realm however, may be in public or private ownership. 12.These spaces should include decorative street furniture, a combination of hard and soft landscaping elements and interesting landscape features, signage and decorative lighting.

GENERAL GUIDELINES Lighting categories of the public realm include post-top (vehicular and pedestrian scaled), bollard, and feature. The intent is to design a pattern of light distribution that creates a pleasing nighttime environment while also meeting safety and security standards. 1. GENERAL GUIDELINES Basic guidelines for stormwater management • Water • Rain garden A rain garden is a garden designed to collect run-off from impervious surfaces, such as roofs, walkways, and parking lots, allowing water to infiltrate the ground • Filter strip Filter strips utilise gently sloping areas and vegetation to infiltrate, reduce stormwater velocity and allow suspended solids to drop out of stormwater run-off. • Wetland Constructed wetlands are shallow, vegetated depressions with permanent standing water that offer a spectrum of ecosystem services to manage and treat stormwater. Constructed wetlands offer the many benefits of natural wetlands and marshes: they aid in peak flow reduction and provide conditions for sediment dropout. • Pond A wet pond is a constructed basin designed to retain a permanent pool of stormwater with limited biological treatment. Wet ponds aid in peak flow reduction and promote sedimentation. • Bioswale Vegetated swales, also known as bioswales, are gently sloped, planted channels for treating and conveying stormwater • Permeable surface Permeable (or pervious or porous) pavement allows water to flow vertically through hard, paved surfaces • Green roofs Green roofs reduce most effectively the volume of run-off and attenuate peak flows through processes of retention and evapotranspiration from short, mild storm events. • Ditches and stream A ditch is a narrow channel dug at the side of a road or field, to hold or convey water away. • Stromwater planter • Infiltration basin Infiltration basins are designed to store runoff on the surface and infiltrate it gradually into the ground. • Infiltration pit Usually located close to the downspout from the roof collecting stormwater in an underground storage space. The storage space is composed of large rocks, geocellular system or other material, that infiltrate storm water and allow detention • Detention pond basin Vegetated detention basins, sometimes referred to as dry ponds, are depressions designed to temporarily hold and pre-treat the first flush of storm water before regulating discharge to a receiving water body.
