Allegis Group, an international recruitment company based in Maryland, is leasing a significant amount of office space in Capital Plaza at Deerwood Park Building 1. The city approved permits last week totaling almost $1.6 million for Dav-Lin Interior Contractors Inc. to build-out almost 42,000 square feet of office space on the first floor and on part of the second. That follows a permit issued in January for Adams Interior Contractors Inc. to build-out a 16,000-squarefoot space for Allegis on the second floor at a cost of $433,049. That takes Allegis to a build-out of at least $2 million. Allegis Group has not responded to telephone calls or emails about the space. In total, Allegis appears to lease at least 58,000 square feet of space at the building. That size of a lease could accommodate several hundred employees.

When the latest Walmart Supercenter opens Wednesday morning, its customers won’t have to go inside to pick up their merchandise. The prototype store at 845 Durbin Pavilion Drive in northern St. Johns County features a combined grocery and pharmacy pickup zone, with several parking spots in a covered loading area. Manager Bobbi Jo Smith said the 195,000-square-

foot store is a test site for the feature. Other Walmart stores offer online grocery pickup, but none allow customers to get their prescriptions at the same time. “Nobody has to get out of their car,” Smith said during a tour of the store Monday. “This store is all about customer convenience.” The store, at Race Track Road and the recently completed Florida 9B extension, will hold a ribbonSEE WALMART, PAGE 3

SharedLabs Inc. was planning to launch an initial public offering in the coming days, but the

Jacksonville-based IT services company instead announced an agreement Monday to merge with an existing public company. Denver-based Glowpoint Inc. is technically acquiring Shared-

in July by Jacksonville City Council. The company promised to create 107 new jobs as part of its incentives application. Cory said the merger should not change that agreement. “Our plan is to continue to add jobs here,” he said. “We’re out to hire the same number of people if not more.” The deal with Glowpoint allows SharedLabs to go public without going through the IPO process. Glowpoint’s stock trades on the NYSE American exchange, and SharedLabs will become the publicly traded company once the merger is completed. “It accomplishes our goal of access to capital markets,” Cory said. That would help SharedLabs to continue to grow by acquisition. SharedLabs reported revenue of $36 million in the first half of this year. Glowpoint reported revenue of $6.8 million. Glowpoint provides video collaboration and network applications. Cory said that business has significant room for growth as the company has not had the expertise on its staff to take advantage of 37 patents it holds. “They’ve got projects they couldn’t get done,” he said. Cory also said Glowpoint has been

focused on its balance sheet, which is now debt free. “They might have lost some traction on the sales side,” he said. “They’ve been undervalued for some time.” Under terms of the merger, Glowpoint will issue 112.8 million shares of its stock to SharedLabs’ stockholders. Glowpoint’s stock closed at 17 cents Friday, making the value of the deal a little more than $17 million. Glowpoint expects to have 58.5 million shares outstanding when the merger closes, which is targeted for the fourth quarter, so current SharedLabs stockholders will own the majority. Cory is SharedLabs’ largest stockholder with 31.9 percent of the shares, according to the IPO filings. SharedLabs’ latest filing said it had 567 employees as of Aug. 31., with additional offices in California, Texas, New Jersey, Virginia, Vermont and Montreal. Its city incentives application said it only had six employees in Jacksonville before moving to the new office. Glowpoint said in its annual report it had 56 employees with offices in Denver and Oxnard, California. Cory said it’s too soon to discuss what will happen to Glowpoint’s employees but in previous acquisitions by SharedLabs, “we’ve done pretty well at keeping employees in their seats.” MBASCH@JAXDAILYRECORD.COM

As part of the grand opening, Walmart will provide $10,000 in grants to Creekside and Bartram Trail high schools and the St. Johns County Sheriff’s Office, a news release said. The Bartram Trail High marching band is scheduled to perform. The store will be open 24 hours and offer expanded organic and gluten-free options, as well as a selection of groceries and general merchandise. A store smartphone app can direct customers to the location of items. The Walmart will have about 350 fulltime and part-time employees. Smith said it is close to filling those positions, but it is always looking for more workers. The news release said the average fulltime Florida Walmart employee makes

$13.94 an hour. After the grand opening, the store plans to host a movie night at 5:30 p.m. Friday and a harvest festival from noon to 6 p.m. Nov. 18. The Walmart is the first store to open in The Pavilion at Durbin Park, which plans 650,000 square feet of retail space in the first phase. Walmart will be followed by Home Depot, a 12-screen Cinemark movie theater, a Chase bank, several restaurants, retail shops and more. The proposed second through fourth phases of Durbin Park could bring a total of 2.4 million square feet of retail space, 2.8 million square feet of office space, 999 multifamily residential units and 350 hotel rooms. Michael Loftin, executive vice president of the JLL real estate firm, confirmed the amount of space in the permits but did not provide further details. JLL handles the leasing of the property for the ownership, the Miamibased Parmenter real estate investment firm. Parmenter handles the property management. Capital Plaza is at 10401 Deerwood Park Blvd. The four-story building is about 157,000 square feet, according to building plans. Capital Plaza at Deerwood comprises three buildings totaling 415,000 square feet of office space. Allegis Group previously posted a job for a vice president of operations in Jacksonville. The posting is closed. The job description said Allegis Group serves “virtually every major industry, and we’ve placed exceptional people in hundreds of thousands of roles and positions.” To apply, the candidate must have at least 10 years of relevant experience, experience working with large companies involved in the mortgage chain and have mortgage operations experience (servicing, due diligence and origination). Plans show the first-floor build-out will comprise 26,354 square feet of general office space, meeting rooms, a training room, a break area and reception and waiting space.

That includes collaboration areas and conference rooms. The second-floor build-out of 15,452 square feet includes office space, offices, conference rooms and other uses. Allegis Group Inc., based in Hanover, Maryland, reported $12.3 billion in revenue among more than 500 locations worldwide. Allegis began in 1983 with the founding of Aerotek, a contract employment and consulting company. Its companies now include Aerotek; TEKsystems; Aston Carter; Allegis Global Solutions; Major, Lindsey & Africa; Allegis Partners; MarketSource; EASi; The Stamford Group; and Getting Hired. It operates more than 150 nonfranchised offices with more than 8,000 internal employees. It lists 48 openings in Jacksonville for a range of office, medical, industrial, engineering and other jobs. The complete text of the SERC is contained as Exhibit 8 to the Petition. By way of summary, the SERC indicates the type of individuals and entities most likely to be affected by the ordinance are the landowners within the District. The SERC estimates that establishment and enforcement costs to the above-described entities will be modest; and, that there will be little to no negative impact on state and local revenues from the establishment of the District. Further, the SERC provides that future property owners within the District will be affected by the proposed ordinance to the extent that the District issues debt for the construction of infrastructure and undertakes operation and maintenance responsibility of that infrastructure. Finally, the SERC concludes that the establishment would have no negative impact on small business and that the City of Jacksonville is not a “small city” as defined by Section 120.52, Florida Statutes. Interested persons are advised that, if a person decides to appeal any decision made by the City Council with respect to any matter considered at a hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
