Expanding to Southeast Increases Success of Pa. Contractor McKain have been working on projects in both states, the first two of which were in the Georgia cities of Augusta and Sylvania. Additionally, Clearwater is building an overpass across Interstate 75 in Dooley County, and an 11-span, two-lane bridge carrying U.S. Highway 221 over Williamson Swamp Creek in the Jefferson County town of Bartow. McKain described the latter structure as being “one of Clearwater’s more typical projects,” with a contract value of $8 million to $9 million. He added that the bridge, started in the second half of 2022, will likely be finished in October or November. Across the Savannah River in the Palmetto State, Jones oversaw a package of two bridges in Pickens County, in the state’s northwest corner, in conjunction with the South Carolina Department of Transportation (SCDOT). Both single-span structures are on county roads over small creeks. “One is a 70-foot-long cord slab bridge, while the other is a 120-foot bolted girder bridge,” he said. When asked to describe a cord slab, Jones explained, “In some places, like North Carolina, they are called box beams, and are 2-foot by 3-foot beams with holes in them for crews to pull pre-stressed tension strands through. When they are set at the job site, they lock into place so when they are all set, everything is grouted, and crews can just pave asphalt over them. In South Carolina, they are very popular among designers and builders constructing low-volume, lowweight-restricted bridges.” He said that although the pair of structures were only recently finished, Clearwater still managed to get them completed well before the contract’s deadline of June 30.

Despite outside forces, such as a much-forecasted economic slowdown, the Southeastern U.S. infrastructure building market has continued to grow at a steady pace during the post-COVID period. Multiple structure and road/bridge projects are announced daily in states like the two Carolinas, Georgia, Florida and Tennessee, to name a few. And that growth has not gone unnoticed by contractors in other areas of the country in search of lucrative markets to expand their operations — often hundreds of miles from their home bases. One such company is Clearwater Construction, a heavy civil building firm founded 20 years ago in Mercer, Pa., approximately 65 mi. north of Pittsburgh. In that time, Clearwater has grown from a one-man operation to a wellrespected middle market design-build contractor offering bridge and heavy construction as well as rehabilitation, paving, drilling, shoring and geotechnical services. Its founder, Gary Gorski, has guided Clearwater every step of the way by utilizing what he learned over four decades of experience — first as the driver of a concrete mixer, then a project superintendent and industry executive, to now the CEO of a hugely successful firm. Under his leadership, Clearwater has experienced steady growth, profitability and repeat business due to giving its clients the best in construction services. Over his lengthy career in the building trade, Gorski has helped to complete more than 650 bridges and bring in revenue exceeding $1.2 billion.

Southeast Offers Much-Less Crowded Marketplace Throughout its maturation into a reliable builder of sturdy, well-engineered bridges and roads, almost all Clearwater projects were centered in Pennsylvania and its surrounding states. Work Begins to Make SCDOT Begins Work On Fixing I-26’s Miami’s Rickenbacker ‘Tangled Mess of Ramps’ Near Columbia Causeway Safer for All South Carolina...

The South Carolina Department of Transportation (SCDOT) broke ground May 5 on a project to redesign and modernize a major Interstate 26 interchange near Columbia as part of a larger plan to repair the freeway connecting the capital city to Charleston and the Upstate region of the state. The work is intended to construct more modern on and off ramps at the convergence of U.S. Highway 21 and I-26, located 12 mi. south of downtown Columbia near I-77. It is hoped that the improved highway also will stimulate growth in the Midlands and across the state, South Carolina Secretary of Transportation Christy Hall noted at the event. The I-26/U.S. 21 interchange has stood since 1959 and is a “tangled mess of ramps” that is in desperate need of a facelift as South Carolina continues to grow, Hall said. S.C. Leaders Hope Upgrades Will Stimulate Economy SCDOT started construction on the $62.1 million project in the days following the groundbreaking, according to the Post and Courier. The entire effort is expected to take about three years, but drivers will have access to the same number of lanes as they normally would during construction, Hall explained. Work is starting off with the demolition of the U.S. 21 overpass and the construction of a new bridge in its place. The current cloverleaf ramps will be replaced with diamond shaped ramps that are more compatible with current Interstate vehicle speeds, according to a statement from SCDOT. Additionally, U.S. 21 and Rolling Meadows Lane will be realigned to simplify the road network and accommodate a new eastbound offramp. Lawmakers touted the soon-to-be improved interchange as an access point to a major South Carolina business hub. State Rep. Russell Ott, D-St. Matthews, highlighted the impact the project will have for cargo access to nearby businesses such as Blanchard Machinery, Linder Industrial Machinery and the State Farmers Market. His colleague, Sen. Nikki Setzler, D-West Columbia, added the I-26/U.S. 21 interchange upgrades should positively impact the Saxe Gotha Industrial Park, home to Nephron Pharmaceuticals and a pair of Amazon facilities, just a few miles from the project site. Additionally, improving the infrastructure in rural areas of South Carolina could attract new businesses and bring in well-paying jobs for Palmetto State residents living in more remote areas, Ott said. Interstate 26 Also Being Readied for Major Expansion According to Hall, SCDOT will continue to make major improvements to I-26 and take steps to improve the outdated road in the coming years. That includes a major $2 billion effort to widen I-26 from Columbia to Charleston, which SCDOT hopes to have under way by summer 2024, the Orangeburg Times Democrat reported. Last fall, Gov. Henry McMasters announced the laneexpansion project at a press conference following the South

Carolina General Assembly’s approval of its funding in June 2022. The construction will include widening much of the fourlane interstate to six lanes between Charleston and Columbia. In an interview with the Times and Democrat after the press conference, Hall said the state will likely begin soliciting bids at the end of 2023 for at least a part of the 70-mi.long project. The first section of the I-26 expansion will cover seven mi. between the freeway’s Jedburg exit and S.C. 27, northwest of Summerville, and cost $218 million. “It is designed to help alleviate traffic flow, support the growth that is occurring in this fast-growing region of our state, and improve safety,” she explained. The initial phase of the work also includes upgrading the S.C. 27 interchange with I-26, including replacing the S.C. 27 overpass, Hall added, and rebuilding three other nearby bridges. Contractors, Materials to Come From South Carolina Within 30 days of the state General Assembly approving the funds for the project, SCDOT began the process to hire a construction company, which resulted in a bid award to Banks Construction, a Charleston-based firm. Approximately $13 million of the work on the first part of the project will be done by small and minority-owned South Carolina businesses, Hall said. “Not only is this project being built by South Carolina firms, but [most] of the materials that will go into building this magnificent interstate will be sourced right here from South Carolina,” she noted in speaking to the Orangeburg news source. “Concrete, steel, asphalt, rock, cement — all of that is homegrown and is amplifying the economic impact of just a single road project.” Since I-26 was first built 60 years ago, its traffic has only increased and the stretch of interstate between Columbia and Charleston is often “plagued with congestion, delays and accidents,” Hall explained. In addition, she noted that the freeway carries more than 22 million vehicles per year, which includes about seven million trucks. Hall said her agency’s initial plan called for expanding I26 by a couple of segments every few years all the way to 2034. But, with SCDOT’s efforts now accelerated, the total project is currently six years ahead of schedule. Dirt will not be moved until all the rights of-ways are cleared and the utilities are relocated along the 7-mi. stretch of the first phase. That process may take about six months, Hall explained, so construction will not begin for another year. The Times and Democrat noted that after construction gets under way for the first phase, the state agency’s bid process will begin for the widening of I-26 south from Columbia. After that, SCDOT will move on to readying the I-26/I-95 interchange to complement the I-26 widening effort. 

path for cyclists and pedestrians in the hopes of reducing the risk of accidents and improving access to the popular beach. The changes come after two cyclists were struck and killed on the causeway in May 2022. The entryway into Hobie Beach will be moved approximately 350 ft. east of its existing location. The relocation will serve to: • Improve the conflict between vehicular traffic entering the park and cyclists crossing the entrance point. • Provide a larger distance and increase the advanced warning time for vehicles entering the park. In addition to the new entrance, the speed limit along the causeway was lowered last fall from 45 to 40 mph to decrease the speed differential between cars and bicycles, making the area safer for all users, Miami’s WSVN-TV reported in April. Construction on the new entrance to Hobie Beach, part of the second phase of upgrades on the causeway, is being done in conjunction with the consolidation of driveways east of the William Powell Bridge and west of the Bear Cut Bridge. The plan is to reduce the number of driveways, which will help minimize potential accidents within those limits. Work on Phase II is expected to be completed by June, according to DTPW. Causeway Connects Visitors to Key Biscayne The Rickenbacker Causeway is a multimodal corridor stretching across Biscayne Bay that connects downtown Miami to the barrier islands of Virginia Key and Key Biscayne, where several unique cultural sites and water sports opportunities await visitors. As a result, the bridge/roadway is one of the busiest bicycling and running routes in Miami-Dade County. Causeway Project Began Last Spring The Miami-Dade DTPW has been developing an overall plan for the causeway that includes coordinating with its partner agencies and stakeholders, identifying short-term projects aimed at funding within the Capital Improvement Program (CIP), and long-term projects for future funding opportunities, according to the agency’s website. The scheme will gather recommendations into a coordinated plan to solidify traffic flow while creating a multimodal safety environment and include coordination with the Village of Key Biscayne, the Miami-Dade Police Department (MDPD), Miami-Dade Parks, Recreation and Open Spaces Department (MDPROS), and other stakeholders. The study area extends along SW/SE 26th Road and the Rickenbacker Causeway from Interstate 95 to the Key Biscayne Village boundary. That report is scheduled to be ready in early 2024, DTPW said. Meantime, in the late spring of 2022, Miami-Dade County allocated resources to implement immediate safety enhancements along the Rickenbacker Causeway. The upgrades were developed partly in response to existing conflicts along the causeway — specifically those found along the existing U-turn at the William Powell Bridge. Crews were able to finish those improvements last July. Other enhancements within Phase II are the consolidation of driveways east of the William Powell Bridge and west of the Bear Cut Bridge. The plan is to reduce the number of driveways, which will help minimize potential accidents within those limits. 

ames River Equipment held an open house May 16, 2023, at its Salem, Va., location. The facility has five drive-through service bays, enabling the company to work on at least 10 larger machines simultaneously and many more compact products. The company also keeps a good supply of parts on hand for customers. James River Equipment welcomed more than 200 guests, who took advan-

tage of the opportunity to look over the latest offerings from John Deere, Epiroc drills and hydraulic attachments, Cemen Tech concrete mixers, Finn and Topcon. Today’s technology allowed more than 6,000 employees to celebrate together, marking this milestone through a global call hosted by the company’s headquarters in Munich, Germany. The live event traveled around the world with stops in various factories and sales affiliates. “Taking the time to celebrate 175 years of quality and innovation reflects the commitment of our company to the many dedicated Wacker Neuson employees who have contributed to our global success throughout our history and those that are now leading us into a bright future,” said Gert Reichetseder, president and CEO, Wacker Neuson America Corporation. “We originated the compaction industry and that will always be at the heart of Wacker Neuson, even as we grow our product offering into exciting new areas.” Original The foundation for Wacker Neuson’s success story was laid by Johann Christian Wacker in 1848, when he set up a blacksmith shop in Dresden, Germany. Since then, the company has introduced many innovations that have revolutionized work on the construction sites worldwide. In 1930, Hermann Wacker set new standards in the industry with the original, innovative electric rammer. The vibratory rammers are used for soil compaction to this day. This was followed by the development of the internal vibrator for concrete consolidation, which captured the market in 1934 and the first reversible plate which set a milestone in soil compaction.

The Lane Construction Corporation, the U.S. subsidiary of Webuild Group, and the builders of a safer and more connected America, has been awarded a $96,000,000 contract for a bridge replacement job in Kershaw County, S.C. Commissioned by the South Carolina Department of Transportation (SCDOT), the contract is for replacing the east and westbound bridges of I-20 over the Wateree River; one overflow bridge on eastbound I20 and rehabilitating two additional overflow bridges (both east and westbound). All bridges were constructed in the 1970s and are at the end of their service life requiring a combination of replacement and repair. The project also includes improving the roadway approaches to meet current design

“The project is important not just for the oil industry and economy, but also for the safety and wellbeing of residents and workers in the area,” said Daniel Gitlin, spokesman, New Orleans Area and Northshore Department of Transportation and Development (DOTD). “The LA 1 corridor is a critical link for the nation’s oil energy sector, as LA 1 is the only roadway link from Port Fourchon LA, which is one of the largest energy ports in America. “When the roadway is out of service it can cost America $550M of GDP. The roadway, in its current state, is low-lying and often susceptible to flooding from hurricanes and storm events in the Gulf of Mexico.” Gitlin noted that major undertakings such as the LA 1 project are generally broken down into phases to expedite work because finding funding for the entire project would be a tremendous task. The total cost could be estimated at upwards of $700 million. By breaking the projects into multiple phases, the money allocations can be spread out. Phase two work began in early 2022, with an estimated completion date of late 2027. DOTD has selected ECM Consultants to help oversee the project. “Motorists will be unaffected throughout construction, because this is a new roadway built adjacent to the existing one. There will be some phasing that requires traffic control when connections are made to the existing roadway system.” According to Gitlin, the strip of road will protect the area from flooding, particularly during storm seasons. “The existing roadway is low-lying and often damaged or overtopped during storms. By replacing the roadway with a bridge deck near elevation 23 feet, we are significantly reducing or eliminating the likelihood that this route is overtopped in the future. “The road could easily be overtopped by swells, sometimes well in advance of storm activity in the gulf, forcing workers to shut down operations in advance of a storm.” Gitlin added the work also is expected to help the local economy.

“Large projects such as LA 1 provide jobs to residents over a period of time. Significant spending is also done in areas surrounding commercial building efforts.” Ryan Morvant, Louisiana DOTD project manager, said the effort is hampered by personnel issues and supply-side delays. “And as with most projects in Louisiana, weather is always a challenge. This close to the coast we can have violent thunderstorms with tropical force winds, and during hurricane season we must constantly keep an eye on the entire gulf. “Louisiana has been hit by several hurricanes in the last four years. Regulations require us to demobilize and move our equipment to a safe place, then we must haul it back to pick up where we left off, but that could be a week or more as the state recovers.” Christopher Rogers, DOTD assistant district administrator/engineering, said working within the footprint of the finished structure is another obstacle for crews. “As construction of the elevated structure moves forward through the coastal marsh on the trestle system, the finished structure behind it serves as the access road, laydown yard, storage area, etc. All construction activity is confined to the new roadway, which creates a tight work environment. The movement of equipment, materials, vehicles and machinery must be coordinated to ensure that various construction activities do not impede each other.” Working above the marsh and open water also requires the use of additional PPE, he said. “Coastal southern Louisiana is a hot, humid place, and the extra layer of a life jacket all day on the job is a necessary burden that the workers must endure. The weather is also a concern, especially during the summer months. Besides tropical systems, thunderstorms can blow in daily from the Gulf of Mexico. Workers must be able to take cover quickly and safely since they are very exposed over the marsh on the structure.” The project, described as a long, uninterrupted bridge through the marsh, requires endurance and commitment.

Joe Keller, the son of 2023 National Inventors Hall of Fame Inductee Louis Keller and nephew of Inductee Cyril Keller, was on a cross-country trip with the Keller brothers’ invention — a 1958 prototype skid-steer loader. Keller brought the loader to Alexandria, Va., where the prototype will be part of an exhibit at the National Inventors Hall of Fame Museum honoring the 2023 Class of Inductees, who will be recognized in October during NIHF’s 50th anniversary Induction Ceremony.

Bipartisan Group Introduces National Apprenticeship Act

European Model The apprenticeship tradition of combining on-the-job, paid training with classroom instruction has its roots in European history. In Germany alone, more than half of all high school graduates participate in an apprenticeship program. Yet it’s been slow to catch fire in the United States, according to a National Student Clearinghouse report. The DOL figures more than 581,000 people were in a registered apprenticeship program this year. That’s a 103 percent increase over the decade. However, 12 million people are enrolled at a four-year school today, according to a Captimes news organization article. David Boetcher of IBEW 159 in Madison, Wis., said the idea of pursuing a college education is ingrained in American high school graduates. Meanwhile, lucrative jobs requiring shorter, less expensive training go unfilled. But the tide may be turning, he told Captimes. “People are seeing that a college degree, while being asked for by every employer, isn’t as necessary, and it’s gotten horrifyingly expensive.” “Apprenticeship helps to get people into workspaces with very succinct training,” said David Polk, Wisconsin Department of Workforce Development. That model of programmatic training “encompasses the job learning and classroom learning to take a person from novice to skilled,” he said in the Captimes article. “Employers are hungry for young talent and new talent, and they are just more open to going down the path of apprenticeship models in the skilled trades.” Over the past 50 years, “there’s been a shift away from the occupations that people do [in] this narrow focus of college,” said Pete Stern, Madison ironworkers union. “It’s great to be a pharmacist, doctor, lawyer, accountant, but they have to have buildings to do them, and people are

starting to realize that,” he said. Funding Where It Counts As a result, the push to shed a brighter light on the benefits of apprenticeships is gaining support at both the state and federal level. In April, a bipartisan group of House education and workforce committee members introduced the National Apprenticeship Act of 2023. Creating near one million registered, youth and pre- apprenticeship opportunities over five years, it earmarks almost $4 million for the cause. “The Registered Apprenticeship system is one of the best tools we have to connect workers with in-demand skills with good-paying jobs,” said committee ranking member Bobby Scott of Virginia. At the same time, the system provides employers with a pipeline of talented workers, he added. “The National Apprenticeship Act of 2023 is a clear winwin for workers and employers, and it will help grow the economy.” The proposed legislation authorizes $400 million in funding for fiscal year 2025, increasing by $100 million annually to $800 million for FY 2029. The Act codifies and streamlines standards for registered, youth and pre-apprenticeship programs. That includes requirements for apprenticeship agreements and program registration to ensure consistency in quality standards and worker protections. It codifies existing regulations and practices to ensure that all individuals have an equal opportunity to participate in programs under the national system. It also works to increase diversity in the occupations offered and the individuals participating in programs. It codifies the DOL’s Office of Apprenticeship as well as the responsibilities of the State Apprenticeship Agencies. The agreement supports the creation and expansion of youth apprenticeships, college consortiums and data sharing agreements. Last fall, President Biden launched the Apprenticeship Ambassador Initiative, a network of businesses and organizations supporting registered apprenticeship. The more than 200 businesses and organizations have existing registered

apprenticeship programs in more than 40 industries. They have committed to expand and diversify these programs over the next year, according to the Biden administration. They will develop 460 new programs, hire more than 10,000 new apprentices and hold 5,000 outreach, promotional and training events. The goal is to help other business, labor and education leaders launch similar programs. “Ambassadors will also use their expertise to scale innovative practices and increase access to registered apprenticeship for underserved populations,” said President Biden. The administration touts the program as a high-quality, debt-free equitable “earn and learn” model with a nationally recognized credential system. They maintain the program “helps employers hire a more diverse workforce.” Improved Employee Retention The program also provides workers with on-the-job learning experience, job-related instruction with a mentor and a clear pathway to a good-paying job. It builds on Biden’s efforts to expand registered apprenticeships, including investing hundreds of millions of dollars in them. The initiative aims to launch an apprenticeship accelerator to speed new program approval from months to days. Open Campus reports that apprenticeships are becoming the darling of labor. “Everybody wants to do it,” said Mary Alice McCarthy of New America. The big question said McCarthy, senior director of New America’s center on education and labor at New America, is “Where do you put the money?” One solution floated is to channel more public support for “apprenticeship intermediaries” to help set up and run the programs. Nonprofit group Apprenticeships for America said nonprofits, for-profits or public institutions are potential candidates. Intermediaries are “going to be able to recruit the apprentices, the employers and stitch it all together,” McCarthy told Open Campus. Kenworth Announces T680 Hydrogen Fuel Cell Plans Kenworth announced it will begin production of its Class 8 zero emissions T680 hydrogen fuel cell electric vehicle (FCEV), powered by Toyota fuel cell technology. Initial customer deliveries are planned for 2024, with serial production planned in 2025. Kenworth dealers in the United States and Canada are now accepting deposits for the first of these T680 FCEV builds. Kenworth and Toyota Motor North America, Inc. collaborated closely on developing the T680 FCEV. Kenworth integrated Toyota’s latest advancements in hydrogen fuel cell technology into its flagship T680 on-highway truck. The T680 FCEV has a range of up to 450 mi., depending upon driving conditions. “The T680 FCEV was engineered to offer one of the longest driving ranges of any zero emissions trucks on the market,” said Kevin Baney, Kenworth general manager and PACCAR vice president. “With quick refueling, this

Building Bridge Through Marsh Presents Challenges BRIDGE from page 24

“In that regard, it’s important to have reliable machinery, as well as a reliable group of men and women to get the work done,” said Gitlin. “A bridge is about connecting people, and until completion, it’s just a road in the water. The satisfaction for everyone comes when the bridge is opened, and the job is complete.” Gary Gisclair, ECM Consultants Inc., senior construction engineer, said crews are driving concrete piles; pouring concrete caps; and pouring concrete decks. The work involves positioning a pile driving template, which is a metal framework that’s fixed and situated where a series of concrete piles will be driven in place to support the bridge. “Excavation is minimal on this project,” Gisclair explained. “The only excavation that’s required is when tying in the bridge concrete approach into the existing state highway on the northern end of the project. Most work on this project is concrete bridge building.” A total of 13,579 cu. yds. of excavation and 16,542 cu. yds. of embankment will be hauled in and placed during construction. Three large cranes and two lifting gantries are the main equipment being used on the job, where bridge building over the marsh area will be the most time-consuming part of construction. There will be up to seven cranes — ranging from 100 to 350 tons capacity — on the job at any given time. According to JB James Construction Group, the following additional materials will be used: • 18-in., 24-in. and 30-in. concrete piles • LG-36, LG-54, LG-63, LG-78 and steel plate girders • 70,000 cu. yds. of Class A1 concrete • 12,500 cu. yds. of Class A1 mass concrete • 24,000,000 lbs. of reinforcing steel • 5,800 cu. yds. of 10# riprap will be placed • 10,500 cu. yds. of 55# riprap will be placed “This project has a history dating back more than 20 years, so to see the work being done on what will be the final pieces is encouraging,” said Gitlin. “Critical construction projects give residents and businesses security in knowing that the state has, and will continue to, support their needs and growth. TraxPlus Expands FAE Product Line, Holds Training Event TraxPlus, based in Hickory, Miss., has been a successful dealer of the FAE line of attachments for many years, and judging from the sales volume and repeat buyers, customers who have purchased FAE products from them are seeing a substantial return on their investment. TraxPlus has identified and recognized the opportunity in its marketplace for adding the entire FAE land clearing product line, including tracked carriers and the full line of FAE construction products. This addition came with a slew of FAE representatives converging on the headquarters of TraxPlus for complete multi-day training for everything from product demonstrations to overall FAE maintenance, support and parts sales. Already being an FAE attachment dealer, the TraxPlus parts department has had tremendous success and had nothing but good things to say about its experiences with FAE parts and the overall availability. They anticipate the same quality support for the tracked carrier and construction machines. Mark McGee, TraxPlus sales manager and forestry specialist, said, “We trust the FAE products and the support that comes from the manufacturer. “We’ve established ourselves as one of the premier mulching companies in the country and we always strive to have the top lines to provide our customers the best possible products,” he added. “We saw the timing was right to bring the FAE PrimeTech line of tracked carriers into our product offerings. support we need to be able to keep downtime to a minimum.” When asked about the overall training that TraxPlus receives for the FAE line, McGee said, “every company provides some kind of training, but this is my first experience in a training session that was as in-depth and covered all facets at one time for sales-service-parts. “We’ve already had the FAE line, but this enhanced training is like no other,” he added. “There’s no guessing

game for how we’re supposed to sell and support these machines right from the beginning and every department will be ‘up to speed’ from the very start.” McGee sees the FAE PrimeTech machines as a perfect fit for TraxPlus and its customers. “Mulching is big business and rather rough on machines and we want to get the newest technology in the hands of our customers to continue to diminish their downtime. see FAE page 56

“We were hoping to have everything completed around the first of 2023, but we had, for this area, a very wet winter lasting from November through February,” Jones said. “That set us back, along with some personnel issues, but we worked through all of it to get it done in early May.” For their attention to detail, Clearwater was recognized by the SCDOT’s Quality Management Team (QMT), the state agency’s project inspection office, for achieving near-perfect marks for its construction of the bridge package. “We had our QMT inspection in November where we scored a 2.97, which was one of the highest marks ever received on a QMT in the state, with 3.0 being a perfect score,” Jones said. He cited the project’s superintendent, Marty Robertson, with making the effort such a success, noting his detailed erosion control management at each of the bridge sites. Gorski Hires Capable People to Help Build Business In Gorski’s earliest days working in construction, he learned how to become successful in the construction industry by seizing upon the opportunities that presented themselves. The best example of that, according to McKain, came during Gorski’s time when he drove a mixer truck. “Gary paid attention to the fact that he would have excess concrete that was not needed after his pours,” McKain said. “So, in the evenings, he began to form up sidewalks, walls and steps for homeowners on the side with the extra concrete. He made sure to have his forms ready for the time when he would have a load of concrete. If there were two or three yards of mix leftover, he would take the excess and start making his own pours. “That was how he got into the concrete business,” he added. “He later went from working on residential projects to doing sidewalks for county jobs and worked on getting his code qualifications for PennDOT [Pennsylvania Department of Transportation].” McKain, himself a 28-year veteran of the heavy civil construction industry, explained that Gorski also knew how to hire the right people for his burgeoning company, including several outstanding structural superintendents that were well known in the industry. “In Pennsylvania, the way in which you get your work codes is off your qualified personnel,” he added. “He gathered around him some really capable hands.” Southeast Gives Clearwater Larger Opportunities Throughout its two decades in business, Clearwater has partnered with many municipal, state and federal agencies — in addition to the private sector — to provide a range of construction services. With those services now offered in the Southeast, as well as in the Mid-Atlantic region, Clearwater’s number of contracts, and its coffers, have expanded. “Right now, we have between $70 million to $80 million in backlog between South Carolina, Georgia, West Virginia, Pennsylvania and Maryland,” McKain said, “and we plan to keep our backlog in the $50 million to $60 million range

each year in Georgia and South Carolina alone.” Prior to establishing its presence in the Southeast, Clearwater had become specialists in performing projects ranging from the half-million-dollar box culvert to $3 million to $5 million bridges in Pennsylvania and the rest of the Mid-Atlantic. “The Southeast market, though, is giving us the opportunity to work on much larger structures because of the lay of the land here and the region’s many creeks and swamp land,” according to McKain. eff Martin Auctioneers held its Coastal Carolina Consignment Auction May 18, 2023, in Ladson, S.C. The sale featured Caterpillar and LinkBelt excavators, Cat and John Deere dozers, skid steers and compact track loaders, road tractors, farm equipment, trailers and related items with live onsite bidding and online bidding. group as a consortium of 80 apprenticeship-delivery organizations across industries. She said apprenticeship training “allows for people with nontraditional work skills to find an alternate pathway into high-demand, high-wage roles.” Trident Technical College, a two-year institution located in South Carolina, is one intermediary currently in partnership with local K-12 schools. Employers are invested, said Melissa Stowasser, assistant vice president of community partnerships at the college. “The employers have skin in the game” and are paying the salaries and providing mentors to apprentices, she said. “They are committed.” For Tom Howard, owner of Lee’s Air in Madison, Wis., the program was meant to address a growing labor shortage. “The reality is, as air-conditioning and plumbing companies, we are desperate for labor,” he said. “It’s a massive problem.” Lee’s covers the cost of training and supplies and matches apprentices with full-time jobs at the company. Once workers complete the program, “we have a pretty high retention rate,” he said. But these days, apprenticeships are becoming more mainstream across the industry, Howard added. “Companies that have these programs have a huge advantage because we can create the labor.” It’s all a win-win for the employer and the apprentice, said Polk of the Wisconsin DWD. Employers ensure they have a skilled, productive workforce, and apprentices get paid for on-the-job training that advances them into the professional

world. Biden maintains his initiative will have long-lasting and economic benefits. But not everyone in the construction industry agrees. One-Sided Approach The Associated Builders and Contractors (ABC) organization is vocal about its objections to the narrow focus of Biden’s initiative. The association said it would take 12 years for government-registered apprenticeship programs (GRAP) to make a dent the more than half a million worker void the industry needs to fill right now. Instead, ABC has gotten behind other workforce legislation, including Training America’s Workforce and the Freedom to Invest in Tomorrow’s Workforce ABC estimates that the industry’s GRAP system yielded just 45,000 workers who completed four- to five-year apprenticeship programs last year. “Construction of American infrastructure, funded by robust investments will be delayed, subject to added costs or not built at all,” said Ben Brubeck, ABC vice president of regulatory, labor and state affairs. That’s unless lawmakers champion all-of-the-above workforce development policies for the construction industry, he said. “Unfortunately, the Biden administration and some in Congress are pushing policies exclusively promoting GRAP to build the construction workforce.” This benefits special interests, said Brubeck, because 75 percent of all GRAP enrollees are affiliated with union pro-

grams. “Yet, the government’s own data demonstrates that the restrictive GRAP system is not meeting the industry’s need for skilled labor,” he added. It “therefore cannot be the only solution supported by government to meet market demand and develop a diverse and inclusive workforce.” A May DOL listening session on the National Apprenticeship System rewrite “could result in new restrictive policies favoring special interests at the expense of the broader construction industry,” said Brubeck. ABC said the national apprenticeship act “further entrenches” the “rigid” system and fails to address workforce needs of the nation’s construction industry. It also “substantially restricts apprenticeship opportunities currently serving thousands of contractors, the association maintains,” said the association. “ABC’s 68 chapters are educating craft, safety and management professionals using innovative and flexible learning models.” That’s in addition to more than 300 GRAPs across more than 20 different occupations with a goal to develop a safe, skilled and productive workforce. “ABC member companies administer GRAPs independent of ABC’s network,” said Brubeck. Members invested an estimated $1.6 billion in construction industry workforce development in 2021, he added. “GRAPs are one of many solutions that are part of ABC’s all-of-the-above solution to workforce development,” said Brubeck.  CEG
