My Golden Barrel has been trying to bloom but the flower dries up before it can open. Should I water it more or mist it?

I was recently given a cactus, and it's in poor shape. I don't know what type it is. It's about 3 inches tall, kinda of thin, and it looks like an aloe plant. So when it was given to me, it was turning brown and drooping. Any advice would be appreciated.
