Hello all, you and this forum have been amazing in helping me hunt down and fix issues in the past.
This time I am beating my head against the wall, so I am hoping that following the full JPPSG will help net a quicker fix.

Audi A4 2009 2.0T Premium Plus Quattro 6spd
Step 1: Step 2: IE Stage 2 - IE HFC, 3.0TDI intercooler (Better IC was ordered 9mo ago, supply chain is killing me), Audi R8 Coils (9mo), NGK BKR8EIX (9mo), Single Mass Flywheel, Spec Stage 2+ clutch (SA783H-2 KIT).
Step 3:
Step 4: Checked voltage and resistance of Cam Adjustment Actuators all showed roughly the same values 8.2 Ohm 8.34v (key on) Battery 11.85v - Checked right before making this post.
Step 5: OEM (Original if I had to guess) - All eight are - 06H 103 697C
Step 6: Cam Adjustment Actuators and possibly N249 - I have read that the N249 is due to the GFB DV+, CAN gateway is due to my dashcam (it shuts off at 11.4v).
Step 7: Battery and fuses are good.
Good Information Guide:
1: Bad performance and terrible gas mileage unless I baby it everywhere. Used to average 22mpg under my normal driving, now it is ~14mpg. Highway ~29, now 22.
2: Performance issues started about a month ago, previous scans only had Cylinder 4 Position B having issues, yesterday's scan showed that they are all having issues, even if the frequency is 1. and now MPGs are horrible.
3: I was originally think the one Cam Actuator was failing and was going to move it to a KG position and then see if the error code moved. Now will all of them throwing a code I am worried it is something else.
4: Just tested voltage and resistance again (8.2 Ohm 8.34v (key on) Battery 11.85v). As resistance and voltage is consistent across all connectors, I am thinking I don't need to pull the ECM harness and test it, thoughts?
5: I have a proper manual
6: I can read wiring diagrams
7: Part numbers are accurate: 06H 103 697C. Pull and swap the actuators. VCDS is up-to-date
8: Alternator is <1yr old, Battery is just about 1yr old, fuses are all good, visually and with resistance testing (even the ones under the ECM)
Diagnosing, Brain storming, & the Final Solution!
1: Rough-ish idle - Loud ticking/clacking under load (I am working on getting a good video, phone mic cannot pick it up clearly. Need to find a tunnel or parking garage to get the echo. Because I am mentioning ticking the turbo is 2yrs old, the wastegate arm is stiff, no P2099 code.
2: I am going to reset the codes again and go for another drive and see what happens. No open TSBs for me, as far as I can tell, no FOD.
3: Problem would appear to exist with the exhaust camshaft actuators
4: This is where I am now.
5: To Do...
So, I know that I have not completed all of the steps in my proposed troubleshooting and there is a reason for that, aside from time. If I am going to start taking parts of the engine apart, I want to go in with the most complete game plan as possible. So while I know I need to inspect, swap, and test the actuators (especially the repeat offender one) you all have infinitely more knowledge and experience than I do. So, if there is a 'look for THIS marking on THAT piece" or "the manuals don't say this, however, I always do this to test" I would love to limit the amount of times I have to take things apart. I fully understand that in some cases it is unavoidable, however, I am hoping to put my best foot forward in this venture so I am asking you all for assistance.

End-------------------------(Elapsed Time: 04:03)--------------------------Step 4: Checked voltage and resistance of Cam Adjustment Actuators all showed roughly the same values 8.2 Ohm 8.34v (key on) Battery 11.85v - Checked right before making this post.
Step 5: OEM (Original if I had to guess) - All eight are - 06H 103 697C
Step 6: Cam Adjustment Actuators and possibly N249 - I have read that the N249 is due to the GFB DV+, CAN gateway is due to my dashcam (it shuts off at 11.4v).
Step 7: Battery and fuses are good.
Good Information Guide:
1: Bad performance and terrible gas mileage unless I baby it everywhere. Used to average 22mpg under my normal driving, now it is ~14mpg. Highway ~29, now 22.
2: Performance issues started about a month ago, previous scans only had Cylinder 4 Position B having issues, yesterday's scan showed that they are all having issues, even if the frequency is 1. and now MPGs are horrible.
3: I was originally think the one Cam Actuator was failing and was going to move it to a KG position and then see if the error code moved. Now will all of them throwing a code I am worried it is something else.
4: Just tested voltage and resistance again (8.2 Ohm 8.34v (key on) Battery 11.85v). As resistance and voltage is consistent across all connectors, I am thinking I don't need to pull the ECM harness and test it, thoughts?
5: I have a proper manual
6: I can read wiring diagrams
7: Part numbers are accurate: 06H 103 697C. Pull and swap the actuators. VCDS is up-to-date
8: Alternator is <1yr old, Battery is just about 1yr old, fuses are all good, visually and with resistance testing (even the ones under the ECM)
Diagnosing, Brain storming, & the Final Solution!
1: Rough-ish idle - Loud ticking/clacking under load (I am working on getting a good video, phone mic cannot pick it up clearly. Need to find a tunnel or parking garage to get the echo. Because I am mentioning ticking the turbo is 2yrs old, the wastegate arm is stiff, no P2099 code.
2: I am going to reset the codes again and go for another drive and see what happens. No open TSBs for me, as far as I can tell, no FOD.
3: Problem would appear to exist with the exhaust camshaft actuators
4: This is where I am now.
5: To Do...
So, I know that I have not completed all of the steps in my proposed troubleshooting and there is a reason for that, aside from time. If I am going to start taking parts of the engine apart, I want to go in with the most complete game plan as possible. So while I know I need to inspect, swap, and test the actuators (especially the repeat offender one) you all have infinitely more knowledge and experience than I do. So, if there is a 'look for THIS marking on THAT piece" or "the manuals don't say this, however, I always do this to test" I would love to limit the amount of times I have to take things apart. I fully understand that in some cases it is unavoidable, however, I am hoping to put my best foot forward in this venture so I am asking you all for assistance.
